Seven Blue Liberia Limited gets greenlight to Modernize online Licensing and Regulatory Systems

Monrovia/NLA/May 12, 2026 -The Board of Directors and Management of the National Lottery Authority (NLA) have announced the formal presentation of a comprehensive strategic partnership agreement document to Seven Blue Liberia Limited for the deployment of an advanced, end-to-end online licensing and regulatory management solution aimed at transforming the operations of Liberia’s gaming and lottery sector.

The agreement, which was officially signed on April 2, 2026, was presented during a ceremony held Monday at the Office of the Board Chairman of NLA on Capitol Hill on Monday, May 11, 2026.

It marks another major step in the National Lottery Authority’s ongoing institutional reform agenda focused on transparency, accountability, efficiency, and digital modernization.

Speaking during the formal presentation ceremony, Director General of the National Lottery Authority, Peter L. Solo, described the partnership as a significant milestone in the Authority’s efforts to strengthen regulatory oversight and align Liberia’s lottery and gaming sector with international best practices.

According to Hon. Solo, the newly approved system will introduce a modern digital platform equipped with sophisticated technological capabilities, including real-time operational data access, automated audit trails, integrated compliance monitoring tools, and enhanced reporting mechanisms designed to improve institutional performance and operational efficiency across the Authority.

He noted that the deployment of the comprehensive licensing solution will greatly streamline licensing and monitoring processes while ensuring improved revenue assurance and transparency within the gaming and lottery industry.

“The National Lottery Authority remains committed to implementing modern systems that will not only improve efficiency but also reinforce public trust and confidence in the management and regulation of the gaming and lottery sector,” Hon. Solo stated.

He further emphasized that the platform will enable management and regulatory teams to gain timely access to accurate, verifiable, and transparent operational data, thereby supporting informed decision-making and ensuring strict compliance with established regulatory standards and procedures.

The Director General additionally disclosed that the system has been specifically designed to strengthen financial monitoring and oversight by providing enhanced visibility into operator activities, transactions, and compliance records.

According to him, the initiative will play a critical role in reinforcing internal controls and advancing anti-money laundering (AML) compliance measures intended to safeguard the integrity of Liberia’s gaming and lottery industry while protecting national financial and economic interests.

“This intervention represents a major advancement in our efforts to combat fraud, strengthen accountability mechanisms, and ensure that the gaming and lottery sector contributes meaningfully to national development through proper regulation and enhanced revenue collection,” Hon. Solo added.

Also speaking at the ceremony, Chairman of the Board of Directors of the National Lottery Authority, Prince Menkalo Gbieu, described the partnership with Seven Blue Liberia Limited as a transformative undertaking that reflects the Authority’s determination to build a transparent, accountable, and technologically driven institution capable of effectively regulating the sector in line with global standards.

Hon. Gbieu praised the Management of the National Lottery Authority for demonstrating confidence in a Liberian-owned Israelis company by entrusting it with such a significant national responsibility aimed at modernizing and digitizing the country’s gaming and lottery systems.

He emphasized that the decision is fully aligned with the Government of Liberia’s broader policy direction of empowering Liberian-owned businesses and creating opportunities for local enterprises to actively contribute to national growth and development.

“The empowerment of Liberian-owned businesses remains essential to sustainable economic growth, job creation, and national capacity building. This partnership demonstrates confidence in local expertise and reflects the Government’s commitment to supporting Liberian entrepreneurs and institutions,” Hon. Gbieu asserted.

Representing Seven Blue Liberia Limited, Mrs. Rose Siafa Sebo expressed appreciation to the National Lottery Authority for the confidence reposed in the company and reaffirmed the institution’s readiness and technical capacity to successfully implement the project.

Madam Sebo assured the Manaement of NLA and stakeholders that the company is fully prepared to commence operations and deploy the digital platform in accordance with international standards and industry best practices.

She explained that the modernization initiative will significantly improve the efficiency, transparency, and credibility of Liberia’s gaming and lottery operations while helping eliminate fraudulent practices and illegal gaming activities across the country.

According to her, the introduction of a fully digitized regulatory and licensing framework will strengthen monitoring systems, improve compliance management, and support the creation of a more secure and accountable gaming environment for operators, regulators, and the public alike.

The National Lottery Authority believes that the implementation of this strategic initiative forms part of the Government of Liberia’s broader vision to modernize public institutions, strengthen governance systems, improve revenue tracking mechanisms, and accelerate digital transformation across key sectors of the national economy.

The Authority remains steadfast in its commitment to promoting transparency, innovation, efficiency, and responsible regulation in the gaming and lottery sector while ensuring that the industry contributes positively to Liberia’s economic growth and national development agenda.

NLA Mourns the Passing of Mr. Julius Weah, Jr.

Monrovia/NLA/April 26, 2026 - The Management of the National Lottery Authority (NLA) announces with deep sorrow the sudden passing of its dedicated staff member, Mr. Julius Weah, Jr., on April 21, 2026, at the John F. Kennedy Medical Center in Monrovia.

Mr. Weah served the Authority with diligence, loyalty, and integrity. As a committed member of the Office of the Director General, under the leadership of Hon. Peter L. Solo, he distinguished himself through professionalism, humility, and an unwavering sense of duty. His contributions were invaluable, and his presence will be deeply missed.

His passing leaves a profound void within the NLA family. We remember him not only for his service, but for the respect, calm strength, and reliability he brought to his colleagues and the institution.

The Management of NLA extends its heartfelt condolences to his family, friends, and loved ones during this time of grief. We stand in solidarity with them and share in this great loss.

National Lottery Authority Donates Wheelchairs to Physically Challenged Students at Grand Kru Technical College

Monrovia/NLA/April 17, 2026 - The Management of the National Lottery Authority (NLA), through its Region Two Office, has donated two brand-new wheelchairs to physically challenged students enrolled at the Grand Kru Technical College.

This gesture forms part of the Authority’s ongoing commitment to promoting inclusivity, enhancing mobility, and supporting access to education for persons living with disabilities across Liberia.

The donation signifies NLA’s broader social responsibility and its targeted education empowerment programs aimed at improving the welfare and academic experiences of physically challenged students. By addressing mobility challenges, the Authority seeks to create a more enabling environment that allows beneficiaries to actively participate in academic activities and pursue their educational aspirations with dignity and confidence.

Speaking during the presentation on behalf of the NLA’s Management, the Authority’s Region Two Assistant Director, Mr. Ateo W. Seebo emphasized that the initiative aligns with the Authority’s vision of fostering equal opportunities for all Liberians, regardless of physical limitations.

“Education is a fundamental right, and no individual should be hindered from achieving their dreams due to mobility constraints. This donation is a demonstration of our continued commitment to supporting vulnerable groups and ensuring that they remain in school and succeed,” Mr. Seebo noted.

In December 2025, the Management of the National Lottery Authority through the Deputy Director General for Operations, Hon. Christian K. Cooper donated wheelchairs to several physically challenged students enrolled at the William V.S Tubman University in MaryLand and Grand Gedeh Community Colleges under the NLA Education Empowerment Program (EEP).

The NLA EEP Protect is aimed at paying the registration fees and providing financial aids to students living with disabilities who are enrolled at various public Universities and Community Colleges across the country to sustain them in school.

Meanwhile, the Administration of Grand Kru Technical College expressed profound appreciation to the National Lottery Authority for the timely intervention, describing the donation as both impactful and transformative. According to the college’s leadership, the wheelchairs will significantly ease the daily movement of the beneficiaries on campus, thereby improving their attendance, participation, and overall academic performance.

Beneficiaries of the donation, Students Thomas Doe and Joseph K.G. Nyugba of the Grand Kru Technical college conveyed heartfelt gratitude to the NLA, noting that the support will not only enhance their physical mobility but also boost their morale and determination to excel in their studies.

The National Lottery Authority remains steadfast in its mission to contribute meaningfully to national development through strategic social interventions. The Authority assures the public of its continued dedication to initiatives that uplift disadvantaged communities, promote education, and empower all citizens to reach their full potential.
