GAC DOMESTIC DEBT AUDIT TO SAVE THE GOVERNMENT OF LIBERIA ABOUT US$704 MILLION (UNITED STATES DOLLARS).

The General Auditing Commission has published its recently concluded Domestic Debt Audit of the Government of Liberia following the receipt and subsequent validation of domestic debt claims. The audit was preceded by public service announcements dated November 26, 2024, detailing the required supporting documents for the validation of each type of claim and the period of submission of claims for transparency and equity (fairness) purposes.

In addition to the proposed savings, the audit report has proffered some practical recommendations that, when implemented, should improve domestic debt processing, recording, reporting, and overall transparency and accountability of our debt management processes. Significant concerns associated with the legislation of the statute of limitation of domestic debt claims and the debt-to-GDP ratio, amongst others, have been addressed in the recommendations of the Auditor General’s report. GENERAL AUDITING COMMISSION PRESS RELEASE ON THE ELECTIONS OF AUDITOR GENERAL AS CHAIRMAN OF ECOSAI

(Monday, October 13, 2025) The Auditor General of Liberia, Hon. P. Garswa Jackson, Sr., has been elected Chairman of the Economic Community of West African States Supreme Audit Institutions (ECOSAI) for a period of two years.
Auditor General Jackson was elected unopposed by twelve of his colleagues at the Third Meeting of the ECOWAS Organization of Supreme Audit Institutions (ECOSAI) held in the Ghanaian capital, Accra, from the 7th to the 11th of October, 2025. Hon. Jackson replaces the Auditor General of Ghana, Hon. Johnson Akuamoah Asiedu.

At the ECOWAS Meeting of Auditors General, Auditor General Garswa Jackson delivered a presentation on the establishment and implementation of an Audit Follow-up Mechanism by the General Auditing Commission (GAC). He explained that the system has been designed in line with INTOSAI principles and Liberia’s Public Financial Management framework to ensure that audit recommendations are systematically tracked, monitored, and acted upon. The presentation outlined key components such as a corrective action plan, audit recommendation tracker, follow-up dashboards, and collaboration with key stakeholders including the Public Accounts Committee, Internal Audit Agency, and Ministry of Finance. These tools and processes, according to him, aimed to strengthen accountability, promote compliance, and improve audit effectiveness across government entities.

Members noted after his presentation that, in large part because of a lack of institutional ownership and limited enforcement, the adoption of audit recommendations is still low throughout the region. Citing Ghana's experience, where robust government support—including the president's pledge to create commercial courts for audit-related cases—has enhanced compliance and resulted in fund recoveries, the auditor-general of Ghana underlined the significance of executive buy-in in attaining results. Members concurred that maintaining inter-institutional cooperation and political will is essential to guaranteeing the prompt and successful ex*****on of audit recommendations.

At the end of the comprehensive and practical presentation by Hon. Jackson, his colleagues commended the insightful deliberations on how structured follow-up systems can improve audit impacts across the region. They thanked Auditor General Jackson for the unique tools produced and decided to have them contextualized across member nations.
Other key issues discussed at the meeting include the ECOWAS LEVY AUDIT, the Member State 4.5% Community Levy Subvention Audit, and the Collaborative Audit Planning of the ECOWAS Community Levy.

Auditor General Jackson was also elected alongside the Auditors General of Guinea-Bissau and Benin as first and second vice chairpersons, respectively.

The General Auditing Commission today, August 4, 2025, held its General Staff Meeting with Liberia's Auditor General, Hon. P. Garswa Jackson, Sr, presenting the State of Affairs of the Commission for the last six months
The engagement characterized by a formal presentation on the current status of the GAC, brought together Deputy Auditors General, Senior level Directors and Managers and the entire workforce of the GAC.
In his report, AG Jackson highlighted the following issues covering the period under review and others to be accomplished.
● The commissioning of 107 audits for the year 2025, 36 of which have been completed and published.
● Purchased buses for the staff of the Commission
● purchasing of additional five vehicles for Senior managers
● Capacity Building program, where 14 Auditors graduated from the African Professionalization Initiatives (API) program
●Stakeholders Engagement, both locally and intentionally
● Formulation of a new Strategic Plan for the Commission covering five years.

Auditor General Hon. P. Garswa Jackson, Sr has lauded the heads of both Internal Audit (IA) and Management Internal Control (MIC) for conducting a collaborative knowledge sharing workshop aimed at coordinating their respective workplans for the good of the General Auditing Commission to ensuring Administrative Operational Efficiency.

The AG, who described the initiative as ‘an innovation of the minds’, said, it will provide a clearer framework on strengthening the foundation of the GAC’s internal controls, highlighting its importance to minimize risk to an acceptable level in the entity.

The workshop also sought to understand audit working papers and documentation from an internal control perspective.
The heads of these units, Benedict McCarthy and Ayouba Kromah both presented papers at the workshop.

Last week, Auditor General, Hon. P. Garswa Jackson, Sr at the head of the Liberian delegation, made an inaugural representation at the annual Governing Board Meeting of the African Organization of Supreme Audit Institutions (AFROSAI) as one of the AFROSAI-English Speaking Representatives in Rabat, Morocco.

During the Governing Board and the African Journal of Comprehensive Auditing Meetings, AG Jackson was proud to contribute to great deliberations that should facilitate the coordination and implementation of transparency and accountability initiatives on the continent.

On a side meeting requested by the First President of the Court of Accounts of Morocco and Secretary General of AFROSAI, Madam Zineb El Adaoui declared an “Expression of Intent” to collaborate with the General Auditing Commission (GAC) for the provision and exchange of capacity building initiatives. Potential areas of capacity building initiatives discussed during the meeting included:
* Infrastructure Audits
* Quality Assurance/ Management
* Follow-up on the Implementation of Audit Recommendations
* Digitalization of Audit Processes
* Transition from IPSAS Cash Basis to IPSAS Accrual
* Liaising with English-speaking Universities in Morocco for scholarship opportunities in Accounting, Engineering and Information Technology for staff of the GAC
* And the Court of Accounts of Morocco intends to leverage on the General Auditing Commission strong experience in financial and donor project audits

The technical teams of the Supreme Audit Institutions of Morocco and Liberia will now work on the project documentation leading towards the signing of a Memorandum of Understanding on or before December 2025.

Deputy Auditor General for Administration, Hon. Foday G. Kaizolu on Tuesday, July 8, 2025, served as one of the lead panelists at a High-Level stakeholder engagement meeting aimed at enhancing collaboration and coordination between Integrity Institutions and the Office for the Establishment of the War and Economic Crimes Court (OWECC). The gathering seeks to adopt strategies leading to the creation of the National Anti-Corruption Court (NACC).

The dialogue, under the auspices of the Office for the Establishment of the War and Economic Crimes Court, with support from the United Nations Human Rights Commission, also sought to gather perspectives from integrity institutions on the formation of the National Anti-Corruption Court.

In his brief and insightful presentation, DAG Kaizolu outlined the GAC’s contributions towards the first against corruption by conducting quality audits; all aimed at exposing waste in the public sector.

DAG Kaizolu then provided the GAC perspectives towards the creation of the Anti-Corruption Court by referencing findings from the various Audit reports that can be used for prosecution. He intoned “We believe that the GAC can come in by providing findings in our reports which can be used as a basic for prosecution and further investigation by the Court”

The Deputy AG also recommended for the GAC to secondment some of its employees to the Court to serve as Expert Witnesses to provide clarifications on financial issues that borders on corruption related cases coming out of audit reports.

THE GENERAL AUDITING COMMISSION (GAC) HAS PUBLISHED THIRTY-SIX (36) DONOR PROJECT AUDIT REPORTS ON ITS WEBSITE: www.gac.gov.lr.
The General Auditing Commission has completed and published thirty-six (36) donor project audits of the World Bank, the African Development Bank (AfDB), and the International Fund for Agricultural Development (IFAD). The two remaining audit reports from the GAVI, the Vaccine Alliance, and the Project Financial Management Unit Projects are expected to be published within the next two (2) weeks.
The donor projects disburse about three hundred million United States dollars annually. The Auditor General's quest to ensure transparency and accountability over the use of these funds, including validating the implementation of the approved project deliverables, cannot be overemphasized.
We have now embarked on the ex*****on of statutory audits of the Government Ministries, Agencies, and Commissions (and some special audits) with the aim of regularizing most GoL institutions audits up to Fiscal Year 2024 by December 2025.

Fourteen (14) Auditors of the General Auditing Commission, among thirty (30) other Public Sector Accountants, over the weekend graduated from the premiere African Professionalization Initiative (API) program after completing its Exit Assessment Exam.

The ceremony, held in collaboration with the Liberia Certify Public Accountants (LICPA), certificated the Public Sector Accountants at its inaugural graduation in the history of API.

The Initiative was established to enhance accounting and auditing service delivery by strengthening the capacity and knowledge base of professionals in the public sector of Africa, with a key focus on improving accountability, transparency, good governance and the efficient use of public funds.

The graduates, during the training, completed Fifty-Five (55) different module examinations and were subsequently admitted into the Liberia Institute of Certify Public Accountants as Associate members.

At Friday’s July 4, 2025 graduation, one of the brains behind the emergence of the African Professionalization Initiative (API) in Liberia, Liberia’s Auditor General, Hon. P. Garswa Jackson, Sr., lauded the graduates for the milestone and recounted the reasons for which API was necessary for Liberia (v isit the GAC Website @ www.gac.gov.lr for detail on the AG’s Good will Message to the graduates).
The following GAC employees received certificates in Professional Public Sector Accounting: Ayouba Kromah, Cornelius Waymah, Craig Henries, Dosii Torto, jr., Francis Wallace, Jibah Sesay, Samuel S. Stevens, Samuelina Bewetee, Lawrence Nenmah, Danielle Berrian, Francis Sayee, Benedict Terquah and Wuyatta A. S. Guzeh .

Gambian AG Confers with Liberian Counterpart:

The Auditor General of the Gambia, Hon. Modou Ceesay, on Monday, June 30,2025, paid a courtesy call on his Liberian counterpart, Hon. P. Garswa Jackson, Sr. The visit was a follow-up to a sideline meeting held in Seychelles in May of this year at the AFROSAI- E Governing Board and its 2025 Strategic Review meeting. It was aimed at strengthening ongoing ties between the two English Speaking Supreme Audit Institutions.

During the meeting, Liberia’s Auditor General P. Garswa Jackson, Sr outlined the vision and mission of the GAC to his Gambian Counterpart and delegation regarding its scope of operations, roles and responsibilities in conducting quality audits across both public and private sectors.

Hon. Ceesay, also Chairperson of the Governing Council of the African Professionalization Initiatives, is also a guest of the Liberia Institute of Certify Public Accountants at its on-going Trainer of Trainers workshop in Monrovia, Liberia.

Last week, we hosted a high-power delegation from the INTOSAI Development Initiative, in collaboration with the Organization for Economic Co-operation and Development (OECD), the Swiss State Secretariat of Economic Affairs (SECO), the INTOSAI Policy, Finance and Administration Committee (PFAC) - under the leadership of the General Court of Audit of Saudi Arabia and the United States Government Accountability Office, the INTOSAI General Secretariat, the World Bank and the International Monetary Fund (IMF) “SAI Global Independence Project” team consisting of:

• Mr. Michael Hix – Director of International Relations - US Government Accountability Office
• Ms. Martha Meisie Nkau – Chief Executive Officer - African Organization of Supreme Audit Institutions- English Speaking (AFROSAI-E) Secretariat

The team in-country visit was in furtherance of Liberia’s selection as one of six (6) countries in the INTOSAI community to fully conceptualize and operationalize the SAI Global Independence Project, advocate for the full operationalization of the General Auditing Commission’s financial independence and assess the country’s transparency and accountability ecosystem.

The team met with the leadership of the Government of Liberia and other stakeholders, including:

Note: We are currently concluding 36 Donor Project Audits to be published by June 30, 2025. Also, 60 Government entities audits will commence in July 2025 with the commitment to fully regularize the audits of most Government entities up to Fiscal Year 2024 and reports published by December 2025. Other outstanding reports will be published intermittently.
