National First Time Voters Association Calls for Transparency and People-Centered Use of IMF Funds

The National First Time Voters Association of Liberia (NFTVA) notes the IMF Executive Board’s approval of US$26.5 million under the Extended Credit Facility (ECF), which is intended to bolster the Central Bank of Liberia’s reserves and maintain macro-economic stability.
While we recognize the importance of macroeconomic stability, numbers alone do not improve the daily lives of Liberians—especially young people—who continue to face unemployment, limited access to education, and inadequate services. Reserves at the Central Bank must not become a shield behind which citizens continue to suffer.
As first-time voters and young citizens, we demand that:

1. The government clearly explains how strengthening reserves will translate into tangible benefits for the people.

2. Policies funded by these resources prioritize youth employment, education, healthcare, and infrastructure, not just balance sheets.

3. Transparency measures are put in place so the public is regularly informed about how IMF resources are used and who benefits.

Liberia’s future depends on whether resources are managed for national progress or personal gain. Bolstering reserves may satisfy international markets, but the true measure of success is whether ordinary citizens—especially the youth—see real, positive change in their lives.

We also remind the government that this money is not free. It is a loan that Liberia must repay, and mismanagement today risks burdening future generations.

The National First Time Voters Association of Liberia (NFTVAL) takes note of the resignation of Associate Magistrate-Designate Willeyon Y. Gbeisay, son of Chief Justice Yamie Quiqui Gbeisay. While the young man has chosen to withdraw in order to continue his legal studies, the fact remains that this appointment never should have been made in the first place.

Let us be clear: the attempt by the Chief Justice to recommend his own son to the Judiciary was nothing short of nepotism. It represented a direct insult to the principles of merit, transparency, and fairness that must govern our justice system. This act sparked rightful outrage among the Liberian people, particularly the younger generation who see such practices as a betrayal of trust and an attempt to turn public offices into family property.

The resignation, while welcome, is not the end of the matter. It is a victory for the Liberian people, especially young voices and civil society groups who spoke out fearlessly against this abuse of power. But it also raises deeper questions: How many other appointments in our institutions are being driven by connections rather than competence? How long will Liberia continue to suffer under a system where leaders put family and friends above the nation?

The NFTVAL reaffirms that this generation will not be silent. We will resist every form of injustice, corruption, and nepotism—whether in the Judiciary, the Legislature, or the Executive. Liberia belongs to all of us, not a privileged few.

We call on President Joseph Nyuma Boakai, Sr. to go beyond simply accepting resignations. He must institute firm safeguards that will block every attempt at nepotism and restore integrity to public service. The fight for a just and transparent Liberia has only begun.

EPS agent strangles journalist’s neck as unknown assailants firebomb another journalist’s vehicle - PUL expresses concern

(December 19, 2024): The Press Union of Liberia (PUL) has contacted authorities of the Executive Protective Service (EPS) and the Office of the Press Secretary to the President, bringing to their attention the case of an assault on journalist Blamo Toe by an agent of the EPS.

In reaching out to the EPS and office of the Press Secretary to the President, the PUL is demanding accountability regarding the conduct of the EPS agent Korvah Jomah, who assaulted another journalist Aloysius Jallah of the Jallah Media Group (JMG), an online news platform. The actions of state security personnel towards journalists must uphold the principles of respect and support for the press, particularly in the conduct of their duties.

Journalist Toe of the online publication The Liberian Investigator was assaulted by EPS agent Korvah Jomah on December 17, 2024, while covering a protest on Capitol Hill related to the ongoing leadership crisis in the House of Representatives.

In a written account, supported by photo and video evidence, journalist Toe narrated that he was physically attacked by agent Korvah Jomah, who aggressively strangled his neck, having forcefully disrupted his live coverage of Tuesday’s protest on Capitol Hill by a group of Liberians.

“Not being satisfied with his ruthless acts, he physically attacked me and choked my neck,” said journalist Toe, who added that as a result, “my finger sustained minor injury but thankfully, I protected my gadgets so they did not get totally damaged except some minor crash of my phone”.

In a separate incident occurring on the evening of December 18, 2024, journalist Austin Kawah’s vehicle was firebombed while he was on-air hosting his program, Freedom Hard Talk. Unknown assailants used a motorcycle to throw a petrol bomb at his parked vehicle outside the radio station. The motive behind this attack remains unclear, but it raises serious concerns about the potential for targeted violence against journalists in Liberia, particularly those who are known for their critical perspectives on governance.

While the specific motives behind the different assaults against journalists are still to be determined, the PUL views these incidents as grave violations of press freedom and an abuse of power by those entrusted with ensuring public safety. The union stands firmly in its commitment to defending the rights of journalists to perform their essential role in informing the public and holding political and busine power to account, without fear of reprisal or intimidation.

The Press Union of Liberia implores all journalists operating in Liberia, to remain vigilant and to conduct their work with professionalism and adherence to ethical standards. It is vital to distinguish between factual reporting and personal opinions, ensuring transparency and integrity in all journalistic endeavors.

The PUL remains dedicated to advocating for the safety and protection of journalists in Liberia and will continue to monitor these incidents closely, engaging with relevant authorities to ensure justice and promote a secure environment for all media practitioners in Liberia.

On December 5, 2023, the Honorable Senate in its 55th day sitting carried on its agenda an item titled, “Asset Declaration of the Commissioner of the LACC” which was raised by Senator Abraham Darius Dillion. During his deliberations, Senator Dillion informed the Honorable Senate that the current Commissioners of the LACC, including the Executive Chairperson have not demonstrated that they have declared their assets and that they have not published their assets declaration in keeping with the July 22, 2022, Act creating the New LACC. Additionally, Senator Dillion stated that the Commissioners during confirmation only presented a slip to the Senate Committee that was shared with the Senators.
The Board of Commissioners of the LACC note with grave concern such statement emanating from Senator Dillion as it is misleading to the public and only intended to distract the LACC from current efforts that are being made in the fight against corruption in Liberia.
In view of the above, the Board of Commissioners of the LACC issues this statement to the public in response to Senator Dillion’s assertions:
1. That there is NO WHERE in the July 22, 2022, act creating the New LACC that requires the Commissioners during confirmation to declare their assets and thereafter publish said declaration. This is simply because our Code of Conduct of 2014 provides for Asset Declaration only by Public Officials and Employees of Government. During Confirmation, the now Commissioners were not Public Officials, neither were they Employees of Government, therefore there is no law that required them to declare their Asset and/or publish said declaration, not the LACC Act of 2022 and not the code of conduct of 2014.
2. Further and as was requested by few of the Senators during confirmation in keeping with Section 6.12 of the New LACC Act, “Confirmation: A person nominated to serve on the Commission who is an active member of any political party shall publicly resign before confirmation by the Liberian Senate, and appointment by the President of Liberia. He/She shall, during confirmation process, declare his/her assets and any property interest, which declaration, unless found to be questionable, shall not prejudice his/her nomination.”
The Commissioners of the LACC wishes to inform the public that at no time any of its Commissioners has been an active member of any political party for which Section 6.12 could be applicable.
3. Notwithstanding all the above, the Commissioners during their confirmation hearing in July 2023, when the issue was raised by Senator Dillion and the hearing was halted, in the spirit of fairness, and in an effort to demonstrate integrity and transparency, proceeded to the LACC and declared their respective Assets with Madam Particia Barnaby, the Asset Declaration and Verification Officer of the LACC. The Commissioners obtained their respective official receipt from the LACC and filed said receipt with the office of the Secretary of Senator Henrique Togba, the Chairman of the Committee on Autonomous Agencies and Commission which later gave grounds for the confirmation hearing to continue, and the Commissioners were eventually confirmed.
4. The Commissioners of the LACC wish to inform the public that as a matter of fact, the pre-selection of candidates before nomination and subsequent confirmation by the Honorable Liberia Senate which comprises of representatives of the General Auditing Commission, Governance Commission, Liberia National Bar Association, Press Union of Liberia, Liberia Business Association, Anti-Corruption Advocate of Civil Society Organization, Liberia Institute of Certified Public Accountants and the International Donor Community took into consideration all of the issues of integrity, competence, compliance and accountability.
5. The Commissioners of the LACC are cognizant of the fact that there are individuals who do not want them to be at the LACC and therefore will go at any length to stop the Commissioners from performing the duties for which they were LEGALLY appointed to do, simply because corruption fights back.
Our nation has just concluded a peaceful election and there is a transition process ongoing. We must use this time to preach peace, reconciliation, and development. We therefore call on all Liberians to support the new board of Commissioner as we execute our mandate in this fight against corruption.
We look forward to working with the Senate to provide proof of our asset declarations so as to lay this matter to rest once and for all. Meanwhile, the deadline for our Asset Declaration still stands at December 12th, 2023, and we encourage every Public Official and Employee of Government to proceed to the LACC and declare.
For the sake of the public, we will provide you proof of our asset declaration, and we will also show you excerpt video from our confirmation hearing where Senator Henrique Togba, Chairman of the Committee on Autonomous Agencies and Commission confirmed to the Honorable Senate that indeed the Commissioners declared their Assets.
Afterwards, we will go back to our offices to continue the very important task we have on hand here at the LACC.
