🇱🇷 Liberia’s Cyber Warriors Continue to Make the Nation Proud!

Today, the Liberia Cyber Warriors Team, led by Team Captain Victor K. Jarlwood, Jr., paid a courtesy visit to Commissioner Angela CassellBush of the Liberia Telecommunications Authority (LTA) to provide updates on the Team’s ongoing cybersecurity initiatives and seek continued institutional support.

The Team recently secured qualification for the 4th ECOWAS Regional Cybersecurity Hackathon Finals scheduled for June 8–12, 2026, in Accra, Ghana. This prestigious competition is one of West Africa’s premier digital and cybersecurity events, and marks the Team’s fourth international representation of Liberia.

As part of its commitment to youth empowerment, digital innovation, and cybersecurity development, the LTA—through Commissioner CassellBush, Oversight Commissioner for International Gateway Services and Internet Governance—made a financial contribution to assist the Team with travel-related expenses. Commissioner Bush humbly described the support as the LTA’s “widow’s mite,” reaffirming the Authority’s dedication to supporting young Liberians excelling in technology and innovation.

Commissioner Bush also laid strong emphasis on creating more visibility and opportunities for women and girls in cybersecurity and technology, noting that increased female participation is essential to building a more inclusive and resilient digital future for Liberia.

Additionally, Commissioner Bush disclosed that the Cybersecurity Marathon Initiative, which began in Buchanan, Grand Bassa County in October 2025, will now extend across the country, beginning with B**g and Maryland Counties over the next few months. The initiative, being implemented in collaboration with Telecel and other partners, aims to increase cybersecurity awareness and digital literacy nationwide.

Victor was accompanied by Mr. D. Nalon Kaine, who has served as mentor to the Liberia Cyber Warriors Team for over five years and also serves as a member of the ECOWAS Cybersecurity Technical Team. Commissioner Angela Cassell-Bush commended Mr. Kaine for his continued mentorship, leadership, and unwavering guidance to the Team, noting that his support has played a significant role in nurturing Liberia’s next generation of cybersecurity professionals.

Commending the Cyber Warriors for their dedication and achievements, Commissioner Bush pledged the LTA’s continued support, stating:

“When people are doing good things, we need to support them.”

FOR IMMEDIATE RELEASE
LTA Fines Orange Liberia Over Unauthorized SIM Card Issuance

Monrovia, Liberia | May 25, 2026 — The Liberia Telecommunications Authority (LTA) has ruled against Orange Liberia after finding the company liable for the unauthorized issuance of a customer’s SIM card to a third-party, which resulted in a privacy and communications breach.
The case involved Ms. Zelah Johnson, whose Orange Liberia number stopped working in February 2024 after it was wrongfully issued to another individual without her consent. Miss Johnson added that the unauthorized person later gained access to accounts linked to her sim, locking her out permanently.
During the investigation, it was found that the sim card was improperly issued to the third party by Orange, in violation of company procedures and Orange license conditions.
The LTA determined that Orange Liberia failed to adequately protect customer information and violated provisions of the Telecommunications Act of 2007 related to customer confidentiality, data protection, and unauthorized access to telecommunications systems.
As part of its ruling, the LTA ordered Orange Liberia to disclose the identities of the employee involved and the person who obtained the SIM card. The Authority also imposed a total fine of Four Million Liberian Dollars (L$4,000,000) for security and communications violations.
The LTA reaffirmed its commitment to protecting telecommunications consumers and warned that service providers and all actors in the sector will be held accountable for actions that compromise customer privacy and security.

We spoke to both the legal representative for Ms. Zelah Johnson and Ms. Johnson herself after the LTA ruling...
