The Open Government Partnership Secretariat, In a bid to increase Citizen’s participation in the Governance process, Develop a more concrete implementable and sustain National Budget, Create a stronger Citizens oversight in the Legislative activities with their Lawmakers, the OGP Secretariat with support from the Untied Nations Development Programme with Funding from the Government of Luxembourg and the Republic of Korea.

Host a Two days ( April 18- 19 2024) Media Training under the project “ Space for Political Participation and Advocacy for Responsive Government Enhanced @ icampus .

Mr. Lawrence Yealue Co- Chair on the OGP Steering Committee Highlighted the Importance of the Media in the dissemination of National Budget Information, and the positive impact it would have on Citizens.

G. Ralph Jimmeh, Head of the OGP Secretariat give an overview of the Project, indicating the expected outcomes, and expressing the OGP Secretariat willingness to work with Media Institutions in Achieving those outcomes.
Mr. Jimmeh also encouraged Journalists to commit their time and services to this Project in order to make optimal use of the two days training.

Mrs. Carolyn M. zoduah of the Ministry of Finance and Development planning, one of our Facilitators Comprehensively Discussed the Formulation of the Liberian National Budget.
Mrs. Zoduah stated that the National Budget is that political tool used by Government to fulfill its portion of the Social Contract, designed to incorporate Citizens perspectives, and impacts on Fiscal Policies, Resource Distribution, and Financial Management Reforms.

Mr. Julius Boakia of the Ministry of Finance and Development Planning served as our Second Facilitator.

In an effort to formulate the fifth National Action plan the Open Government Partnership Secretariat had an engagement with the Ministry of Gender, Children and Social Protection on Wednesday January 25, 2023.

The meeting was to identified and confirmed new Commitments that will be in alignment with the Open Government Standards and Principles and that can be very much attainable with budgetary support/ grants and within the given time frame ( 2023 - 2025) reducing the level of ambitiousness.

Base on the assessment results from the previous OGP National Action Plan which was the fourth the Ministry of Gender, Children and Social protection was the only entity to fully accomplished her Commitments

In Fulfillment of its Functions and responsibilities the Open Government Partnership Secretariat have had an Institutional Assessment with the Public Procurement Concession Commission ( PPCC) as it relates to their Commitments within the OGP National Action Plan.

This Assessment is to identify Progress, lapses, and provide possible strategies in helping minimize some of those existing challenges before the completion of the National Action Plan.

The Open Government Partnership hold the first Steering Committee Meeting for 2023 on January 17, 2023 at the Ministry of Information Cultural Affairs & Tourism with relevant Stakeholders constituting the Steering Committee: MFDP, CENTAL, IIC, PYPP, and CAPDOG.

The OGP Steering Committee Meeting is a monthly meeting of ten(10) members responsible to stir the Affairs of the OGP and Oversee the function of the OGP Secretariat.
The Meeting was geared towards looking at where the year ended and adopting the work Plan of the Secretariat for the New year.

Point of Contact and Chairman on the Steering Committee Minister Daniel C. Gayedyu encouraged members on the Steering Committee to be more proactive in performing their OGP responsibilities.

The Head of Secretariat of the OGP G. Ralph Jimmeh jr. provided information on the progress made on the Multi - Stakeholders Forum and an Overview on the Secretariat day - to day work in executing OGP requirements.

Today the Open Government Partnership Secretariat received the Health Sector Accountability Resolution document from BudgIT Liberia.

The Health Sector Accountability Resolution document is a report generated from data collected by BudgIT Liberia within the Health sector on the effectiveness and efficiency of the Sector.

The project is meant to institute mechanism for the Health Sector accountability, focus lense on policy reforms, political economy, management, Corruption, Procurement, Accountability, Financing & Expenditure, Citizen engagement and access within the sector.

Hence the OGP being that body that ensure that Government delivery and interactions are Transparent, Accountable and inclusive, receive the document through G. Ralph Jimmeh jr, OGP Head of Secretariat who called on the Government of Liberia to not politicize health, as health is not Politics.

The Head of Secretariat, G. Ralph Jimmeh Jr, in strong Words called on Government actors to stop using Politics to score political points as Health is a fundamental human right and not a tool to weave political support from citizens.

The Open Government Partnership in a bid to formalize the Multi- Stakeholders Forum holds Steering Committee meeting on December 13, 2022 at the Ministry of Information Cultural Affairs & Tourism with relevant stakeholders constituting the Steering Committee: CENTAL, IIC, PYPP, CAPDOG.

Point of Contact and Chairman on the Steering Minister Daniel C. Gayedyu encouraged members on the Steering Committee to help spread the message of The Open Government Partnership and continue the engagement.

Pursuant to OGP Liberia Media Strategy, the Open Government partnership Secretariat had five (5) hours Engagement 11 am - 3 pm on June 7, 2022 at icampus upper Carey street with Top Radio Personalities. The Secretariat have identified that inadequate awareness of the OGP activities in Liberia have led to the low popularisation and propagation of OGP messages. To bridge that gap the Open Government partnership secretariat conducted a one day comprehensive round table media engagement with some prominent media actors ( Ok Fm, ECOWAS radio, Truth FM, Freedom FM, Hot FM, Fabric FM ).

Deputy Minister for Administration Ministry of Information ,Cultural affairs and tourism and point of contact of the Open Government partnership in Liberia Daniel C Gayedyu welcomed the participants and officially introduced OGP , highlighted the importance of working with the media and the role the media can play in openness, Transparency, accountability and citizens participation which are primary principles of the OGP.

G. Ralph Jimmeh head of Secretariat of the open Government partnership Liberia spoke about the formulation of the fourth OGP National Action Plan and highlighted some Government institutions that had made commitments and how those commitments are attached to OGP principles and values.

Listening to the two Lawmakers from Nimba on OK FM leaves us with many questions. If Acelor Mitta did not honor the first MDA and no legal action was taken against the company what effect is the new MDA when nothing is placed in it to sue the company. It is laughable that these lawmakers are referring to themselves as the legal jurisprudence when the MDA is transgressed. This is a mockery and an attempt to ascribe unto themselves an authority that they do not have and most importantly place themselves in the position to continue to manipulate the agreement to their political benefits. All Civil Society organisations must stand up against this and not just advocate but pursue a legal course of action in the interest of the people

Open Government Partnership Secretary applaud the House of Representative on the Passage of the Witness Protection Bill
OGP Secretariat – Monrovia: 7/21/2021 (mm/dd/yy) – The Open Government Partnership Secretary Liberia extends its profound commendation to the Honorable Liberian House of Representatives for the landmark decision to pass the Whistle blower and Witness protection act, which strengthens the fight against corruption and promotes transparency and accountability in the governance process.
The action of the Honorable House is laudable and in the spirit of concretizing this fight, the OGP Secretariat is calling on the Honorable Senate to concord with the House of Representatives in passing this act.
The OGP Secretariat acknowledges the Liberia Anti-Corruption Commission (LACC) and His Excellency, President Dr. George M. Weah for drafting and resubmitting the bill for passage at the Legislature. The Secretariat believes that their actions were in concert with good governance and indicate the government’s commitment to weeding out corruption in the governance process.
The Whistle blower and Witness protection act which secures the identity, and protects whistle blowers and witnesses is a milestone deliverable in OGP 4th National Action Plan launched on February 10, 2021. The OGP National Action Plan is a national agenda co-created by Government and Civil Society Organizations to promote transparency, accountability, responsiveness, citizens’ participation and inclusivity.
