Congratulations to the Liberia National Police (LNP) for arrest!!

Since June 23rd last year, the Liberian government placed a stay order on the issuance of the National Identification Card (Citizen ID Card) and since than, the National Identification Registry (NIR) is yet to issue a single ID Card to anyone in the public.

Man Arrested for Forgery

Margibi County, March 11, 2026: Police in Margibi County have arrested a 39-year-old man identified as Nyumah Sesay.
Suspect Sesay was arrested in connection with the production and distribution of fraudulent National Identification Cards in Weala, Margibi County.

The arrest followed intelligence that the suspect was charging Ten United States Dollars (US$10.00) as fees to obtain the National Identification Cards for individuals in his community.

During investigation, Sesay admitted that three unidentified individuals approached him at his computer shop requesting National Identification Cards. He stated that although he was not authorized to produce such cards, but he collected US$10.00 from each person and travelled to Monrovia where he obtained the cards from a producer.
The suspect further informed investigators that he does not know the alleged producer personally and has no contact information for him.

Police investigations established that the fraudulent cards were intended to be used to obtain employment with Jeety Rubber Corporation.

Based on the findings, Nyumah Sesay has been charged with Tampering with Public Records and Forgery in violation of the Revised Penal Law of the Republic of Liberia.

The accused is currently detained and will be forwarded to court for prosecution.

NIR Executive Director Appointed to National Policy Working Group on Refugees, Migration and Statelessness.

As part of ongoing national efforts to strengthen the repatriation and resettlement of refugees in Liberia, the Executive Director of the Liberia Refugee Repatriation and Resettlement Commission (LRRRC) has appointed Andrew Peters, Executive Director of the National Identification Registry (NIR), as a Member of the newly established Policy Working Group (PWG).

The Policy Working Group (PWG) has been constituted to guide the formulation, review, and implementation planning of national policies, legislation, and strategies relating to refugees, migration, and statelessness in Liberia. The PWG will serve as a multi-stakeholder advisory and technical coordination body, providing strategic direction, expert guidance, and evidence-based recommendations to relevant government institutions to ensure inclusive and sustainable policy outcomes.

The inclusion of the NIR Executive Director reflects the critical role of national identification in addressing issues surrounding migration management and the prevention of statelessness. Through biometric registration and identity verification systems, the NIR remains central to strengthening national data integrity and ensuring legal recognition for citizens and lawful residents.

Speaking to his Senior Management Team, Hon. Andrew Peters welcomed the appointment with appreciation and reaffirmed his commitment to contributing meaningfully to the process. He emphasized that the core mandate of the National Identification Registry is to provide a unique biometric identifier that guarantees existence, verification, and traceability for all citizens and legal residents of Liberia.

Hon. Peters further stated that strengthening the national identification system is essential to addressing gaps that contribute to statelessness and to supporting inclusive national development. He pledged to bring his technical expertise and institutional experience to the PWG to help shape policies that promote dignity, legal identity, and equal access to rights and services for all.

The National Identification Registry remains committed to collaborating with relevant stakeholders to advance national priorities and support government efforts aimed at building a more inclusive and legally recognized society.

We are thrilled to share some fantastic news with the public and our partners!

The General Auditing Commission (GAC) of Liberia has just released its latest report on the implementation of audit recommendations across public institutions in the country. We are proud to announce that the National Identification Registry (NIR) stands out as one of Liberia’s top-performing public institutions in this crucial area!

According to the GAC’s thorough and independent assessment, the NIR achieved a remarkable leap in compliance with audit recommendations, moving from a 35% implementation rate in previous years to an impressive 80% in the latest assessment. This extraordinary progress places the NIR at the very top among all public institutions evaluated, setting a new benchmark for excellence in public sector accountability and transparency.

The audit assessment not only highlights our commitment to upholding the highest standards of financial management, but also recognizes the effectiveness of the internal monitoring strategies we have put in place. These strategies, designed and implemented by the dedicated NIR management team, have ensured that audit recommendations are not just noted, but actively followed up and enforced. The GAC specifically commended the NIR for these efforts, acknowledging the Registry’s ongoing dedication to good governance and responsible stewardship of public resources.

Reacting to this achievement, NIR Executive Director Hon. Andrew Peters expressed his excitement and gratitude. Monrovia--Liberia--- Commissioner Cytirus K. Kerby of the Governance Commission (GC) Tuesday, January 20, 2026 paid a working visit to the Executive Director of the National Identification Registry Liberia (NIR) Hon. Andrew Peters to strengthen intergovernmental agencies working relationship between their two entities.

Commissioner Kerby said the purpose of her visit was to thank the NIR Boss for the level of transformations taking place at the National Identification Registry since his arrival at the entity as Executive Director and at the same time get a first hand understanding on the value attach to the National ID Card (Citizen ID card) and how the Governance Commission can be a help to the NIR in the area of civic education.

For his part, the NIR Executive Director thanked Commissioner Kerby and her team for the acknowledgment and described their visit as timely.

Director Peters said his entity is open to work with all line Ministries and Agencies of government, the Private Sector, Civil Society institutions and the public to get everyone (citizen and foreign legal resident) throughout the country enroll in the National Biometric Identification System (NBIS) as government and donor partners depend on these data to carry on development in urban and rural communities.

The Governance Commission delegation was headed by Madam Cytirus K. Kerby, Commissioner, Madam Cecelia N. Flomo, Program Manager and Madam Rosetta Jones, Policy Analyst-III.

At the conclusion of their discussion, both Director Peters and Commissioner Kerby agreed to sign a Memorandum of Understanding (MoU) in the coming weeks for the Governance Commission to buttress the NIR in its civic education drive.

The discussion was followed with a tour of the NIR New Head Office.
