This is the official page of the Joint Public Accounts, Expenditure and Audit Committee (PAC) of Liberia. It provides information about the establishment of PAC in 2013 by the rules of the House of Representatives and Senate to provide oversight of government spending and accountability, review public financial and procurement processes and procedures. Currently, the Committee has 22 (twenty two)

members (11 from each house) and is jointly chaired. The PAC reviews audit reports, investigates irregularities by holding public hearings, and makes recommendations to improve financial and compliance practices and restitute back to government from auditees. The secretariat was established to act as the technical team responsible for receiving and reviewing audit reports, hold public hearings and forwarding recommendations based on statutory requirements.

Invited institutions include Central Bank of Liberia (CBL), National Transit Authority (NTA), Ministry of Transportation (MOT), Ministry of Information, Culture and Tourism (MICAT), Executive Protection Services (EPS), and National Aquaculture and Fisheries Authority (NAFAA). JPAC Concludes Strategic Retreat in Tubmanburg: Focuses on Findings and Critical Next Steps

The Joint Public Accounts, Expenditures, and Audits Committee (JPAC) of the 55th Liberian Legislature has just concluded a pivotal strategic retreat in Tubmanburg, Bomi County. This retreat served as an urgent forum for the Committee to address significant challenges uncovered during recent public hearings on the Auditor General’s audit reports. The gathering focused on reviewing new findings, deliberating on the statute of limitations for financial misconduct, and strategizing on robust enforcement mechanisms for the implementation of JPAC’s recommendations to the Legislature and the Executive Branch.

Among the key issues raised during the retreat were discrepancies and irregularities in public financial management, as highlighted in the most recent audit reports and public hearings. These findings have underscored the pressing need for stronger legislative action and more aggressive oversight. The Committee expressed particular concern over systemic issues that have persisted despite previous recommendations, signaling a potential crisis in accountability within various government institutions.

The next steps identified include the fast-tracking of ongoing public hearings and the finalization of new reports that detail these findings and recommend stringent corrective measures. The Committee has resolved to push for legislative amendments ensuring that individuals and entities responsible for financial mismanagement are held accountable.

In addition to enforcement strategies, the JPAC emphasized the necessity of a coordinated approach with other oversight bodies and the Executive Branch to ensure the swift and effective implementation of its recommendations. The Committee will also enhance its public communication efforts to increase transparency and keep the Liberian public informed about the progress and outcomes of its work.

To strengthen public awareness and participation, the Committee is planning a crucial meeting with Lonestar MTN and Orange Liberia to discuss their involvement in disseminating SMS text message alerts to all registered phone numbers in Liberia regarding upcoming public hearings. This initiative is designed to enhance public awareness and engagement in governance, aligning with the companies' corporate social responsibility (CSR) strategies. By leveraging their extensive communication networks, Lonestar MTN and Orange Liberia can play a pivotal role in promoting transparency and accountability, ensuring that citizens are informed and actively involved in the democratic process

The retreat concluded with a renewed commitment to tackle the deep-rooted issues in Liberia’s public financial management system. The JPAC expresses its profound appreciation to the Bomi County Legislative Caucus for hosting the Committee and providing the necessary resources to facilitate this critical retreat. The Committee also thanks the Forestry Training Institute (FTI) for making its facilities available for the event.

The insights and decisions emerging from this retreat are expected to lead to more rigorous oversight and a more accountable government. The JPAC calls on all stakeholders to support these efforts as it moves forward with renewed vigor to address the challenges facing Liberia’s financial management and governance.
