Members of Constituency 15 Governors, led by Liberia’s Minister of Finance and Development Planning and Chair of the Constituency, Augustine Kpehe Ngafuan, on Thursday held a high-level engagement with Dr Sidi Ould Tah, President of the African Development Bank Group, on the margins of the 2026 Annual Meetings.

The Constituency through Minister Ngafuan expressed appreciation for the strong partnership and support provided by the Bank across Liberia, The Gambia, Sierra Leone, Sudan, and Ghana, particularly in macroeconomic stabilization, domestic resource mobilization, infrastructure, agriculture, energy, and crisis response.

The Constituency Governors who were present in the meeting were Augustine Kpehe Ngafuan, Minister of Finance and Development Planning – Liberia and Chair of the Constituency, Seedy Keita, Minister for Finance – The Gambia, Mr. Alimamy Bangura, Alternate AfDB Governor of Sierra Leone, Mr. Badreldien Ahmed Alternate AfDB Governor of Sudan.

Speaking specifically on Liberia, Minister Ngafuan highlighted improved macroeconomic performance, including GDP growth of about 5.1%, record domestic revenue mobilization, and declining inflation..

He commended the Bank’s support for budget financing, imcreased resource mobilization in the mining sector, and key infrastructure projects such as the Zwedru-Fish Town- Harper transport corridor.

The Liberian Finance Minister also emphasized the need for continued support amid external shocks arising from the Middle East crisis.

Minister Ngafuan also emphasized the importance of increasing the Constituency representation within the AfDB workforce.

The President, Dr. Sidi Ould Tah in response thanked the AfDB's Constituency 15 delegation for the presentation and for the frank update on the macroeconomic situation, portfolio performance, and key development challenges facing member countries.

He also expressed appreciation for the Constituency’s support for his Four Cardinal Priorities and for the proposed New Financial Architecture for Development (NAFAD) initiative.

The President took note of the concerns raised regarding staffing and representation of Constituency 15 countries within the Bank.

He assured the delegation that the issue had been duly noted and that once the detailed organizational structure is approved by the Board, Management would give attention to staffing matters, including representation and deployment across the Bank.

The Liberian delegation attending the ongoing Annual Meetings of the African Development Bank (AfDB) Group led by Finance and Development Planning Minister Augustine Kpehe Ngafuan on Thursday held a high-level bilateral meeting with Dr. Abdul B. Kamara, Acting Vice President for Regional Development, Integration and Business Delivery at the AfDB, aimed at strengthening Liberia’s partnership with the Bank in advancing regional integration, accelerating critical infrastructure delivery in Liberia, and expanding cross-border trade initiatives within the Mano River Union sub-region.

During the discussions, Liberia’s Minister of Finance and Development Planning, Augustine Kpehe Ngafuan, expressed the Government of Liberia’s appreciation for the AfDB’s longstanding support to transformative regional and national development projects, including the Côte d’Ivoire–Liberia–Sierra Leone–Guinea (CLSG) Power Interconnection Project, the Zwedru–Fish Town–Harper Highway Project, and the Cavalla River Bridge linking Liberia and Côte d’Ivoire.

Minister Ngafuan also emphasized the importance of increasing Liberia’s representation within the AfDB workforce, which currently stands at 11 persons, describing it as very low. He encouraged the Bank to support efforts to improve Liberian representation.

The finance minister further informed the AfDB Acting Vice President that Liberia has recorded significant progress in improving the performance of its project portfolio. According to him, the country’s portfolio disbursement rate has increased from 43 percent to 51 percent, while the percentage of flagged projects has declined from 47 percent to 32 percent, reflecting ongoing efforts by the government to strengthen project implementation and delivery.
Minister Ngafuan also highlighted the AfDB-sponsored Youth Entrepreneurship Investment Bank (YEIB), an ambitious initiative intended to provide financing and business support to approximately 30,000 youth-led enterprises across the country. He stressed the importance of linking the YEIB initiative with the ongoing Special Agro-Industrial Processing Zone (SAPZ) Project in Buchanan, Grand Bassa County, also sponsored by the Bank, to create sustainable opportunities for youth employment, agribusiness development, and value addition.

Additionally, the Liberian Finance Minister underscored the urgency of the pavement of the Buchanan–Cestos Corridor Road Project as part of the Coastal Highway, describing it as a critical missing link in Liberia’s national transport network and an essential component for improving connectivity, trade, and economic growth across the southeastern region of the country.

For his part, Dr. Abdul B. Kamara acknowledged the concerns raised by Minister Ngafuan, particularly regarding Liberian representation at the AfDB.

He noted that besides positions allocated to countries within AfDB Constituencies, all positions within the management and the general workforce of the Bank are competitively hired. Notwithstanding, he informed the Liberian delegation that the Bank is currently reviewing the participation of citizens of member countries within its staff, encouraging and incentivising the increased representation of countries whose representation is low.

In the meantime, he encouraged qualified Liberians to closely monitor vacancies and professional opportunities advertised on the Bank’s official platforms.

The AfDB Acting Vice President praised Liberia for improvements in its disbursement rate and for reducing the number of flagged projects.
The African Development Bank (AfDB) currently has 17 projects in Liberia valued at 350 million US Dollars.

Today, May 27, 2026, Finance and Development Planning Minister Augustine Kpehe Ngafuan and the Liberian delegation attending the 2026 African Development Bank Annual Meetings held discussions with a delegation from the Kuwaiti Fund for Arab Economic Development (KFAED) led by Director General Waleed Shamlan Al-Bahar.

The discussions focused on concluding arrangements for the formal signing of a financing agreement between the Kuwaiti Fund and the Government of Liberia pursuant to an earlier commitment of approximately US$15 million made by the Kuwaiti Fund to help fund the pavement of the road from Salayea to Konia in Lofa County. The Salayea-Konia leg is part of the Gbarnga–Mendikorma Highway. The Kuwaiti Fund is part of a group of Arab lenders, including the Saudi Fund, BADEA, and OFID, that have given financial commitments to fully fund the pavement of the road from Salayea to Voinjama.

Finance Minister Ngafuan and Director General Waleed Shamlan Al-Bahar also discussed plans of the Kuwaiti Fund to scale up support to other critical areas of Liberia’s development agenda.

Ngafuan Calls for Stronger AfDB Support as Constituency 15 Countries Navigate Global Economic Pressures

Brazzaville, Congo – The Chairman of the African Development Bank (AfDB) Constituency, Liberia’s Finance and Development Planning Minister Augustine Kpehe Ngafuan, has underscored the resilience of the constituency's countries amid mounting global economic uncertainties, while calling for deeper partnership and stronger institutional support from the African Development Bank Group.

AfDB Constituency 15 comprises The Gambia, Ghana, Liberia, Sierra Leone, and Sudan, which collectively engage the African Development Bank on development financing, governance, and economic transformation priorities.

Delivering a special statement at the Annual Meeting of the Constituency in Brazzaville on Monday as the Annual Meetings of the AfDB began, Minister Ngafuan noted that member countries continue to confront a difficult global environment characterized by elevated inflation, commodity price volatility, climate-related shocks, and tightening access to external financing.
Despite these challenges, the Constituency 15 Chairman praised the resilience demonstrated across the constituency and emphasized the urgent need for expanded analytical, advisory, and financial support to help countries strengthen macroeconomic buffers, diversify their economies, and build long-term resilience.

Minister Ngafuan stressed that access to affordable and predictable financing remains critical for fragile and transition states across the constituency. He called for a robust replenishment of the African Development Fund (ADF), sustained support for the Transition Support Facility (TSF), and an expanded deployment of innovative financing mechanisms, including blended finance and private-sector mobilization instruments.

The Liberian Finance and Development Planning Minister further emphasized the importance of increased representation of member states of the Constituency in the AfDB workfoce and stronger decentralized operations within the African Development Bank, noting that effective country-level presence significantly improves portfolio implementation, accountability, and delivery of development outcomes.

He reaffirmed the constituency’s support for reforms aimed at enhancing the Bank’s operational efficiency, transparency, and responsiveness to member states, while encouraging continued collaboration between the Bank and African countries in advancing sustainable development goals.

Reporting on Liberia, Minister Ngafuan highlighted encouraging macroeconomic developments despite persistent structural vulnerabilities and external shocks. He noted that Liberia continues to record steady, though modest, economic growth driven primarily by the agriculture, mining, and services sectors, while pursuing key structural reforms to strengthen domestic revenue mobilization, improve public financial management, and create a more favorable business environment.

According to the Minister, Liberia’s active African Development Bank portfolio currently comprises 17 projects valued at approximately US$350 million, covering critical sectors including transport, energy, agriculture, governance, and finance. He noted that transport alone accounts for 64 percent of the portfolio, reflecting Liberia’s commitment to improving road connectivity, regional integration, and trade facilitation.

Minister Ngafuan also highlighted significant improvements in portfolio performance between 2023 and 2025. Liberia’s disbursement ratio increased from 43 percent in 2023 to 51 percent by November 2025, while flagged projects declined from 47 percent to 32 percent over the same period. He attributed these gains to stronger collaboration between the Government of Liberia and the Bank.

Reaffirming Liberia’s unwavering commitment to the African Development Bank Group and its development mission across the continent, the Minister declared: “We came here in a spirit of partnership, accountability, and shared ambition to build an Africa that is prosperous, inclusive, and resilient.”
