The critical importance of security in a world fraught with global challenges cannot be overemphasized. Security is foundational—it is both a prerequisite and a catalyst for development. It is for this reason that I am deeply pleased to officially launch the National Security Strategy of the Republic of Liberia (NSSRL).

Today marks a significant milestone in our collective journey toward building a peaceful, secure, and resilient nation. This Strategy is not merely a document; it is a reflection of our shared aspirations as a people and a clear roadmap for safeguarding Liberia’s sovereignty, territorial integrity, national stability, and democratic progress.

In an increasingly complex and interconnected world, the nature of threats to national security continues to evolve. From transnational organized crime and cyber threats to climate-related risks, economic vulnerabilities, and emerging public health challenges, our response must be proactive, coordinated, and forward-looking. The National Security Strategy provides us with the necessary framework to meet these challenges effectively.

Grounded in a comprehensive assessment of Liberia’s security environment, this Strategy prioritizes the protection of our citizens, the strengthening of our institutions, and the promotion of sustainable peace and development. Importantly, it recognizes that national security is not the sole responsibility of the traditional security sector, but a shared duty that encompasses good governance, justice, economic opportunity, and social cohesion.

As Chair of the National Security Council, I reaffirm this Administration’s unwavering commitment to strengthening the capacity, professionalism, and accountability of our security institutions. We will continue to invest in intelligence coordination, border security, and community-based approaches that foster trust between citizens and the state. Our true security rests upon how well we fulfill our democratic promise. The dividends of peace and security must trickle down to ordinary Liberians. Simply stated, as to how we manage the resources of the country so that no one is left behind. When this happens, security will be assured.

Deep in the heart of our nation are our chiefs, elders, local leaders, Superintendents, community leaders, civil society, and our religious community, who must be commended for their indispensable role in supporting our national security architecture.

Equally, this Strategy underscores the importance of partnership. We will deepen collaboration with regional and international partners, particularly within the Economic Community of West African States (ECOWAS), the Mano River Union (MRU), the African Union (AU), and the United Nations (UN), to address shared security challenges and promote collective stability.

Every citizen can be assured that their safety, security, and well-being remain at the heart of our national agenda. This Strategy is designed to ensure that every Liberian—regardless of location or circumstance—can live in dignity, free from fear, and with confidence in the future.

I have been informed that a series of consultations preceded the final design and development of this Strategy. Let me commend all stakeholders who contributed to its development, including government institutions, security agencies, civil society organizations, and our international partners. Your insights and commitment have been invaluable. Let me commend the National Security Advisor and his team, the Minister of Justice, and the entire Joint Security team for this historic success. Let me state that strategies change with time and conditions.

As we launch this National Security Strategy, I call upon all actors, public and private, to support its implementation. Let us work together, with unity of purpose and clarity of vision, to secure our nation for generations to come.

It is my honor and privilege to officially launch the National Security Strategy of the Republic of Liberia.

May God bless our efforts and the Republic of Liberia.

President Boakai Signs Book of Condolence for Fallen Catholic Clergymen ~ Honors their Legacy of Faith and Service

Monrovia, Liberia- His Excellency President Joseph Nyuma Boakai, Sr., has signed the book of condolence on behalf of the Government and people of Liberia in memory and honor of the late Reverend Father Alphonsus B. Mombo and Reverend Father Roland G. Biah, whose passing has brought sorrow to the Catholic community and the nation at large.

President Boakai, on Wednesday, May 27, 2026, led senior members of his Cabinet to the Catholic Archdiocese of Monrovia to console the Catholic Community during this difficult time of loss and grief.

Reverend Father Alphonsus Mombo, who served as the Rector of St. Charles Lwanga Pre-Major Seminary in the Pipeline Community, Monrovia, passed away on March 11, 2026, while Reverend Father Roland G. Biah, the Parish Priest of St. Anthony of Padua Parish in Gardnersville, Monrovia, died just a couple of days later on March 13.

Both clerics were ordained as priests by His Grace Archbishop Michael Kpakala Francis, the then Metropolitan Archbishop of the Metropolitan Archdiocese of Monrovia, in June of 2003.

During the solemn visit, President Boakai expressed profound sympathy to the Catholic Archdiocese, the bereaved families, and members of the Catholic Faith, describing the late clergymen as devoted servants of God who dedicated their lives to humanity, spiritual guidance, and national service.

The President noted that Reverend Fathers Mombo and Biah exemplified humility, sacrifice, and dedication to the moral and spiritual development of society. He emphasized that their contributions to the Church and Liberia will remain a lasting inspiration to many.

The Liberian Leader further reflected on the important role of the Catholic Church in shaping national values, strengthening communities, and promoting compassion, peace, and responsible citizenship. He stated that the passing of the two priests is not only a loss to the Catholic Church, but to the entire nation.

The President signed the Book of Condolence, offering prayers for the peaceful repose of the souls of the departed clergymen,

The Government and people of Liberia join the Catholic Community in mourning this great loss with heartfelt condolences.

President Boakai Convenes 20th Cabinet Meeting , Raises Alarm on Citizens’ Welfare Abroad, Security Threats, and Decentralization Drive.

Executive Mansion, Monrovia: President Joseph Nyuma Boakai, Sr., on Thursday, May 28, 2026, presided over the 5th Cabinet Meeting since 2026 and the 20th Sitting of his Administration, focusing on governance reforms, national security concerns, public health preparedness, and the implementation of the Local Government Act.

The meeting, held in the Tea-House of the Executive Mansion, focused on the review and implementation of ongoing national priorities, with emphasis on decentralization, devolution, and effective implementation of Cabinet decisions across sectors.

During the sitting, President Boakai expressed concern over the status of Liberians residing in South Africa amid reports of rising insecurity and xenophobic attacks against Africans.

He mandated the Ministry of Foreign Affairs to urgently conduct a consular assessment to determine the situation of Liberian nationals and report findings to the Cabinet for immediate appropriate action.

“We were informed about the situation in South Africa and I have called the Acting Minister of Foreign Affairs to see whether we have some issues or if there are concerns about Liberians living in South Africa. I definitely believe that there are Liberians, in the part of the world. ” the President expressed.

The President further stressed that, while the Government awaits full verification, it remains committed to the protection of Liberians abroad and continues to monitor developments affecting citizens globally.

“Though we have not heard anything, we are waiting to hear if there is such a case to add some urgency to bring them home.” He added.

President Boakai expressed concerns about approximately 80,000 Burkinabes residing in Grand Gedeh and River Gee Counties illegally and the alleged involvement in illegal mining and agricultural activities, including operations within protected areas such as the Sarpo National Park. “There are reports that we have over 80,000 Burkinabes in this country, which is an alarming number. They are mostly involved in agricultural activities and mining. And what is mostly troubling is that they are mining in our national reserve. This is a situation we have to deal with,” he warned.

On public health, the President called on the Minister of Health to update the Cabinet on preparedness measures to prevent and respond to potential disease outbreaks, emphasizing the importance of vigilance in a globally interconnected environment. “You can say it is way in Congo. We have people traveling regularly, so we have to be on the alert,” he cautioned, urging Liberians and institutions to observe preventive health measures.

The Liberian Leader also placed strong emphasis on the implementation of the Local Government Act, describing it as a key instrument for decentralization, job creation, and improved service delivery across Liberia.

He urged the Cabinet to ensure that the Act is effectively implemented to empower local authorities, strengthen governance systems, and enhance citizen participation in national development.

Concluding the session, President Boakai stressed the importance of strict follow-up on Cabinet decisions, noting that effective implementation is critical to achieving government priorities and ensuring institutional efficiency across all sectors.

He reminded Cabinet members that the success of government policies depends not only on decision-making but also on consistent ex*****on and accountability.

President Boakai Issues Cabinet Directive on Excessive Foreign Trips, Orders Restrictions on Officials’ Travel

Executive Mansion, Monrovia: President Joseph Nyuma Boakai, Sr., has issued a cabinet directive significantly restricting official foreign travel by Cabinet Ministers and senior government officials, citing growing concerns over the need for stronger focus on mounting national priorities.

The directive immediately imposes stringent conditions on all foreign trips undertaken by ministers, heads of agencies and commissions, ambassadors, and other senior officials.

Issuing the "Cabinet Directive” at a cabinet meeting this afternoon, President Boakai asserted that some of the travels have negatively affected Cabinet participation and disrupted key government operations, depriving the Administration of critical policy input and leadership at important decision-making levels.

The President in the directive further noted that repeated international trips impose financial burdens on the Government at a time when resources are needed for urgent national development priorities.

According to the directive, no government official will be allowed to embark on official foreign travel without expressed prior approval from the President.

Meanwhile, the Liberian Leader has also introduced a “Virtual Participation First Policy,” directing Ministries, Agencies, and Commissions to prioritize participation in international meetings through platforms such as Zoom and Microsoft Teams whenever practical.

The Chief Executive and Chair of the Cabinet further mandates that all travel requests must now provide detailed justification, including the strategic relevance of the trip to Liberia, estimated costs, funding sources, delegation composition, and explanations as to why virtual participation would not be sufficient.

President Boakai in the directive stressed that physical attendance at conferences and international engagements will only be approved where it is “demonstrably necessary” and clearly in Liberia’s national interest.

The President ordered that, except under extraordinary circumstances, no Cabinet Minister or senior official should undertake more than one official foreign trip per quarter unless expressly authorized by him.

Additionally, travel requests will be denied if the absence of the official is likely to affect Cabinet deliberations, institutional leadership, urgent decision-making, or critical government functions.

The directive also reinforces strict compliance with government travel regulations, including limitations on class of travel, per diem allowances, accommodations, and related expenditures.

Implementation and monitoring of the directive will be jointly supervised by the Ministry of State for Presidential Affairs and the Cabinet Office, while reserving the right to grant exceptions in cases involving compelling national interests.

The President cautioned that all officials are expected to fully comply with the new policy in the interest of responsible governance, operational efficiency, and prudent management of public resources.

President Boakai Receives Letter of Credence from Four Newly Accredited Ambassadors to Liberia

His Excellency, President Joseph Nyuma Boakai, Sr. received Letters of Credence from four newly accredited Ambassadors to Liberia; namely: Kenya, Italy, Denmark and Bangladesh.

Receiving the letters on Monday, May 25, 2026 during the ceremony in his Office, President Boakai, in separate engagements, conveyed warm greetings on behalf of the Government and people of Liberia and lauded the Ambassadors for accepting accreditation to Liberia as he reflected on the long-standing relationship Liberia has with Kenya, Italy, Denmark and Bangladesh.

"We are grateful to have you here as an ambassador to this country as we hope that during your stay here, you will find Liberia as a country that you will enjoy working with," the
chief architect of Liberia’s Foreign Policy said as he welcomed each newly accredited Ambassador.

He assured each Ambassador of his Government’s commitment to enhancing partnership with their respective nations to promote shared prosperity.

President Boakai highlighted international relations, trade, investment, mining, geology, agriculture, health, and tourism as key areas of cooperation that can significantly enhance bilaterial relations between Liberia and the nations each of the Ambassadors represents. He added that these areas present vast opportunities for fostering mutual growth and shared prosperity.

In particular, to the Kenyan Ambassador, the President reiterated the Government’s request for the opening of a Kenyan Embassy in Monrovia. He asserted that the opening of the Embassy would facilitate visa and consulate operations and make interactions between the two nations more effective.

The Liberian Leader further reinforced his Government’s commitment to collaborating with Kenya and the International Community in shared endeavor to ensure peace and security across Africa and the world.

Responding to the President's charge at specific intervals, the accredited envoys expressed their appreciation for the reception and vowed to work in the interests of their countries and Liberia.

Ambassador Isaac Keen Parashina from Kenya conveyed tidings of peace from President Ruto, promising to work with the Government of Liberia in the interest of the bilateral relationship between Liberia and Kenya.

Italian Ambassador Roberta Di Lecce, who will be resident in Cote d'Ivoire, on behalf of the Italian Government expressed optimism in working with the Government of Liberia for the benefit of the two countries.

“I hope that my mission will continue to serve for the benefit of the people of the two countries,” Ambassador Di Lecce assured.

For his part, Danish Ambassador Jakob Linulf conveyed warm felicitations from King Fedrick, the Government and people of Denmark.

He expressed pride in representing his country, especially as the 10th ambassador of his country to serve in Liberia. and commit to working with the Government in strengthening Liberia-Denmark bilateral relations for the benefit of the two countries.

Lastly, Bangladeshi Ambassador Miah MD. Mainul Kabir expressed pride in being assigned to Liberia and committed to enhancing Liberia-Bangladeshi relations.

The Liberian Leader concluded by imploring each Ambassador to strive to strengthen and improve the already existing bilateral relations between Liberia and their respective nations. He assured them of his Government’s commitment his Government's commitment to working with each of them for successful and productive tours of duty. He reciprocated the friendship greetings from their respective heads of state and government.
