Attention! Attention! Attention!

Citizens Actions For Better Liberia (CABEL) is calling the attention of the (so called) "Majority Bloc" to the pending ruling which the Supreme Court will be coming down with not in the too long distance future!

When the ruling suggest your "bloc" sitting in Chamber under the authority of Speaker Kofa to have him legally removed as Speaker of the 55th House of Representatives and you refuse to do so, be assured that you will be responsible for the outbreak of yet another civil war, unfortunately, in the Republic of Liberia.

We know that, you are depending on the authority of the police to lawlessly challenge the Supreme Court's judgement as previously; therefore, be assured that, we will depend on the authority of the "army" to ensure that the sanctity of lawfulness is guaranteed in the Republic of Liberia!

The Bus Stop! No Crossing Over!

"Bus Stop"! No Crossing Over into the 2024 Government with impunity for all wrongdoings including corruption by government officials in our governance system!

Claims Courts will and must form part of our justice system in the 2024 Government!

There is going to be no impunity for any wrongdoing, including corruption, by any public official, including the president, based on the technicality of the law. We will fully constitute the Judiciary Branch of Government with Claims Courts in our justice system.

In common law jurisdiction, civil proceedings are taken for the purpose of obtaining compensation for injury; whereas, the purpose of criminal proceedings are to inflict punishment.

This system of absolute civil and criminal impunity for Government or persons acting under its authority (applied to corruption, constitutional contravention, injury, abuse: whether in property, contract, tort or otherwise) will be resisted, at all cost, by "Citizens Actions For Better Liberia-CABEL" in the 2024 Government!

Any Liberian who is not prepare to ensure that the Judiciary Branch of Government be fully constituted with "Claims Courts" as part of our justice system should not present him/her self for the presidency of the Republic of Liberia during the up coming elections on October 10, 2023!

Injustice in our governance system must be stopped! Enough is enough! Too much is a mess!

Representative Gray's actions at the University of Liberia injured many citizens and they must be obtaining compensation for their injuries!

According to Article 26 of the 1986 Constitution of the Republic of Liberia, no court, at present, in our justice system that has the prescribed jurisdictional powers over Representative Gray for civil proceedings to be taken for the purpose of obtaining compensation for the injuries he caused citizens affected at the University of Liberia!

Again! There is no court in our justice system at present to inflict punishment on Representative Gray in any criminal proceedings!

We challenge any lawyer, including the Chief Justice of the Supreme Court to prove otherwise! (It is a bet; Two Million United States Dollars each!)

Why do you think Representative Gray was so bold and fearless about his march on the University of Liberia's main campus?

He is aware that there is no court at present in our justice system that has the prescribed jurisdictional powers over his actions or inactions!

Until we can have Claims Courts in our justice system, Representative Gray and his likes can not be legally stopped from doing what he did over and over to the University of Liberia.

Liberia's problem is not the individuals but the system!

Why should we continue with a system in which civil proceedings or criminal proceedings not be properly taken for the purpose of obtaining compensation for injuries or inflicting punishment against Government or persons acting under its authority?

The only reason why we have such governance system is the absence of Claims Courts in our justice system!

The Constitution is very clear in Article 26: if any citizen's rights are constitutionally contravened or is injured by Representative Gray or persons acting under the authority of Government, such citizen has the right to bring suit for appropriate redress; however, "such suits... shall ORIGINATE in a Claims Court; appeals from judgement of the Claims Court shall lie directly to the Supreme Court."(my emphasis)

Now that we do not have Claims Courts in our justice system, which court has the prescribed jurisdictional powers over Government or persons acting under its authority to find the appropriate redress? Do you see why the lawlessness by public officials? Technically, we can find no legally redress against persons acting under the authority of Government!

The Law is technical!

CAUTION! CAUTION! CAUTION!

The 2024 Government without "Claims Courts" in our justice system will be very dangerous: the authority of the Government without Claims Courts in our justice system has not, and will not strengthening our national integration and unity of us people of Liberia into one body politic!

To ensure that we can strengthen our national integration and unity among us people of Liberia into one body politic, the Judiciary Branch of Government must be fully constituted with Claims Courts in our justice system by the National Legislature and signed into the full force of the law by the President.

As long as public officials can go with impunity for all wrongdoings including corruption based on the technically of the law, persons acting under the authority of Government can never be mindful of his or her behaviors! Public officials "don't care", from one government to the other!

Look, fellow Liberians, we came into this world with nothing; and certainly, we will carry nothing out of this world!

All the wealth you, public officials, are amassing for yourselves, while managing our national economy and natural resources, as a government, will profit you nothing if you loose your souls in hell! Heaven is the best place to spend eternity!

It seems like "Money" can fool people, isn't it? Money never seems to be enough, no matter how much you have!

When do you think you can finish using up all those moneys you are amassing before the day of eternity? Ohh! don't you know that the day of eternity is coming, or that, every day that passes by, we are a step closer to eternity?

My friend, we only need a plate or bowl of food; a spot to lie; a suit to wear; a car to ride; and it really doesn't take much at all to make a living!

Therefore, this time around, let us bring dignity to bear fruits with us people of the Republic of Liberia from now to eternity. Our public officials should not be above the authority of the law! Our 1986 Constitution can't be saying one thing, and we, the people, think we should be doing something else!

Our Constitution says, if our "rights granted under this Constitution... are constitutionally contravened"; or we are "injured by an act of the Government or any person acting under its authority, whether in property, contract, tort or otherwise, shall have the right to bring suit for appropriate redress. All such suits brought against the Government" (or any person acting under the authority of government) "shall originate in a Claims Court; appeals from judgement of the Claims Court shall lie directly to the Supreme Court". (Article 26)

We don't have Claims Courts in our justice system; where do we, the people, bring suits against public officials who will choose to constitutionally contravene our rights or injured us?

As soon as public officials become aware that "The Court", according to the 1986 Constitution, which has the prescribed jurisdictional powers over persons acting under the authority of Government does not exist in our justice system, they become "law unto themselves"! They fearlessly convert public moneys unto themselves! They do whatever pleased them with no regards for the rules of law! What a pity!

We can assure you fellow Liberians, there will be no stealing of public moneys with impunity in the 2024 Government! Therefore, whoever wants to be the president of the 2024 Government of the Republic of Liberia must be prepared to sign Claims Courts into the full force of the law within the "first ninety days" of office!

The Reason Why Corruption Is Rampant In Liberia!

The Circuit Courts have no binding judgement on persons acting under the authority of Government!

Those who act under the authority of Government are the ones managing the national economy and natural resources of Liberia!

Because persons acting under the authority of Government can go with impunity based on the technicality of the law for all wrongdoings including corruption, the managers of Liberia's national economy and natural resources proudly divert public moneys, with no remorse, to their personal uses.

The 1986 Constitution of the Republic of Liberia is very clear: Circuit Courts have no binding judgement over any person acting under the authority of Government!

But why do you think corruption in our goverance system is so common and alarming?

The Constitution says suits brought against any person acting under the authority of Government shall originate in a "Claims Court"!

Circuit Court is not Claims Court!

Circuit Courts are part of our justice system; but, Claims Courts are not part of our justice system!

We challenge any Liberian: two million-usd each:

No Circuit Court has binding judgement on persons acting under the authority of Government! Therefore, persons acting under the authority of Government are bond to conduct themselves dishonestly and abusive and corrupt; because, "Claims Court", (not Circuit Court, which has binding judgement on persons acting under the authority of Government) does not exist in Liberia's justice system!

No one should have the right not to support, uphold, protect and defend this Constitution of the Republic of Liberia if he or she should be the President!

The Constitution says, we the citizens can find redress against our abusers or injurious who act under the authority of Government in a Claims Court; therefore, no one will prevent Liberia from having Claims Courts in her justice system!

Can it be any reason outside courts not to have jurisdictional powers over Government or persons acting under the authority of your Government?

We are wondering why the Senators continue to ignore this argument about our basic and fundamental rights granted under this Constitution of Liberia?

It is our sixteenth​ fundamental right! (Article 26)

For we, the people, to be able to find redress against our abusers or injurious who act under the authority of Government, Claims Courts must form part of our justice system according to Article 26!

Frankly, no Liberian should be our president if he or she does not care about our basic and fundamental rights granted under this Constitution of Liberia!

The Constitution says, if anyone of us citizens is "injured by act of the Government or any person acting under its authority, whether in property, contract, tort or otherwise, shall have the right to bring suit for appropriate redress. All such suits...shall originate in a Claims Court; appeals from judgement of the Claims Court shall lie directly to the Supreme Court."

Please answer this question: since we do not have Claims Courts in our justice system, where are we, the people, to find redress against our abusers or injurious who act under the authority of Government?

Our abusers or injurious who act under the authority of Government continue to go with impunity based on the technicality of the law! The law says Claims Courts, and we do not have Claims Courts in our justice system; therefore, judgement can not be binding from any Circuit Court in our justice system on any person acting under the authority of Government!

The next Government of Liberia without Claims Courts in our justice system is very dangerous for healthy society! It will stultify peace and tranquility among us Liberians!

My friend, the kind of corruption we are experiencing in our goverance system can not, and should not, be repeated in the next "Government of Liberia-2024"! Claims Courts must form part of our justice system!
