Šodien publicējām European Court of Auditors gada pārskatu par ES budžeta izpildi 2025. gadā.

Jaunajā plānošanas periodā līdz 2025. gada beigām bija izmaksāti 22 % no Latvijai paredzētā kohēzijas finansējuma un nedaudz vairāk nekā puse no Atveseļošanas un noturības mehānisma dotācijām.

Konkurence par ES finansējumu nākamajos gados pieaugs. Tāpēc līdztekus tam, cik daudz līdzekļu saņemam, jāuzdod jautājums, kādus rezultātus ar tiem sasniedzam. 🔎

Our annual report is out today. The error rate rose to 3.8%, EU borrowing keeps climbing, and the RRF shows the risks of paying for milestones instead of actual costs. These are lessons worth keeping in mind as the next EU budget takes shape. 👇

📢 The estimated level of error in remains too high, according to the European Court of Auditors’ Annual Report on the for 2025. 💶🌍

This matters for citizens, because weak spending checks can undermine confidence that funds reach eligible projects and deliver the intended results. It also matters for policy makers, as negotiations are continuing on the EU’s next long-term budget for 2028-2034.

Key facts:
⚠️ An estimated 3.8% of the EU budget was misspent in 2025.
⚠️ Irregular payments and weaknesses affect the COVID recovery mechanism.
⚠️ EU borrowing could reach €1 trillion by 2027.

Last week, we were pleased to welcome colleagues from Finanšu ministrija (Ministry of Finance of Latvia), Centrālā finanšu un līgumu aģentūra (Central Finance and Contracting Agency) and State Treasury at European Court of Auditors in Luxembourg.

While discussions on the next EU budget and the new national reform programme are currently underway, it was a good moment to sit down together and talk about what matters most right now: how EU funds are managed, where the risks lie, and how audit findings can help shape better decisions at home. Also, how to build a water-proof sound financial management system.

Many thanks to colleagues for their genuine interest in our work and for a fruitful exchange of ideas. These conversations are valuable for us at the ECA as well. Hearing first-hand how EU rules and funding work in practice in Latvia helps us keep our audits grounded in reality 🤝
I look forward to continuing our dialogue!

Our online stakeholder event "REPowerEU plan needs a coordinated boost" has concluded.

👏 Our sincere thanks to the speakers - Dan Jørgensen, Valdis Dombrovskis, Dr Yolanda García Mezquita, Olga Bogdanova and Neil Makaroff - for sharing their insights, and to everyone who joined us and took part in the discussion.

Together with ECA Member Mihails Kozlovs, participants discussed where the plan stands today, what our report found, and what is needed to keep Europe's energy transition and security on track. Common energy and climate objectives call for stronger common governance in planning, financing and delivery on the ground - and that message came through clearly.

📢 Over 500 media articles across Europe have featured the European Court of Auditors' latest report on the implementation and financing of the plan. It is a clear sign that Europe's energy transition and security remains high on the agenda.

The report looks closely at figures, targets and governance tools. But its main message is simple: the plan needs a strong and coordinated boost. Common energy and climate objectives call for stronger common governance in planning, financing and delivery on the ground.

What's next? Our online STAKEHOLDER EVENT "REPowerEU plan needs a coordinated boost" on 29 September, where we will present the conclusions of our report and discuss them with policymakers and experts.

Today the European Court of Auditors published report on REPowerEU — the EU's plan to phase out Russian fossil fuels and speed up the clean energy transition. It was a privilege to lead this audit and work with a competent team.

The main conclusion is that the REPowerEU Plan needs a strong and co-ordinated boost because it has not been delivering at the required scale and member states committed only a fraction of the EU money that is on the table.
The audit also highlights a fundamental policy challenge. The EU increasingly sets common energy and climate objectives, yet implementation remains highly dependent on national action. Achieving common objectives requires stronger common governance in terms of planning, financing and implementation on the ground.

🔍 Key findings:
▫ Member states committed just €54.3 billion of the close to €300 billion made available under the RRF — not even a fifth.
▫ National energy and climate plans, meant to steer REPowerEU on the ground, mostly set out no specific actions or targets for it.
▫ Russian oil and gas imports fell sharply, but mild winters and lower consumption due to high prices also played a large part, in parallel importing fossil fuels from other sources.
▫ Renewables: only 12 of the 45 measures had clear, measurable targets, adding up to 1.6 GW against a 103 GW objective.
▫ Cross-border grids were almost absent: three measures in two member states, one of them later withdrawn.
▫ Reporting on progress is not reliable or comparable, and the Commission is not required to verify the data it receives.

💡 We recommend that the Commission:
▫ Turn national energy and climate plans into a real steering tool, with identified investments, funding sources and clear performance indicators.
▫ Ask member states for annual information on budgets and financing sources, to know the size of the remaining gap.
▫ Attach clear, results-oriented targets and realistic timelines to future EU funding for clean energy and grid reinforcement.
▫ Define properly what counts as a genuine cross-border project and manage those investments better.
▫ Develop indicators that measure what was achieved, not just what was spent.
