Konrad-Adenauer-Stiftung Baltic States Konrad-Adenauer-Stiftung is active in the Baltic States since the 1990s We encourage people to lend a hand in shaping the future along these lines.

Freedom, justice and solidarity are the basic principles underlying the work of the Konrad-Adenauer-Stiftung (KAS). The KAS is a political foundation, closely associated with the Christian Democratic Union of Germany (CDU). As co-founder of the CDU and the first Chancellor of the Federal Republic of Germany, Konrad Adenauer (1876-1967) united Christian-social, conservative and liberal traditions.

His name is synonymous with the democratic reconstruction of Germany, the firm alignment of foreign policy with the trans-Atlantic community of values, the vision of a unified Europe and an orientation towards the social market economy. His intellectual heritage continues to serve both as our aim as well as our obligation today. In our European and international cooperation efforts we work for people to be able to live self-determined lives in freedom and dignity. We make a contribution underpinned by values to helping Germany meet its growing responsibilities throughout the world. With more than 70 offices abroad and projects in over 120 countries, we make a unique contribution to the promotion of democracy, the rule of law and a social market economy. To foster peace and freedom we encourage a continuous dialog at the national and international levels as well as the exchange between cultures and religions. Human beings in their distinctive dignity and with their rights and responsibilities are at the heart of our work. We are guided by the conviction that human beings are the starting point in the effort to bring about social justice and democratic freedom while promoting sustainable economic activity. By bringing people together who embrace their responsibilities in society, we develop active networks in the political and economic spheres as well as in society itself. The guidance we provide on the basis of our political know-how and knowledge helps to shape the globalization process along more socially equitable, ecologically sustainable and economically efficient lines. We cooperate with governmental institutions, political parties, civil society organizations and handpicked elites, building strong partnerships along the way. In particular we seek to intensify political cooperation in the area of development cooperation at the national and international levels on the foundations of our objectives and values. Together with our partners we make a contribution to the creation of an international order that enables every country to develop in freedom and under its own responsibility. The focus of Konrad Adenauer Foundation in the Baltic States:

With our consulting and education projects in the Baltic States we contribute to education and further training of leaders and members of parliament as well as to party system stabilization. Moreover, even after Baltic States accession to the EU and NATO we encourage the information exchange about political goals and institutions within the Euro-Atlantic structures. It includes strengthen our local partners to enable to develop the own initiative and to contribute in the EU’s and NATO’s foreign and security policy dialogue in securing the external Eastern European border. Furthermore we contribute in transferring the experience gained in building democratic and constitutional structures of the Baltic States under the “democracy export” principle to the neighboring countries. The main focus we put at this process is public relations and networking to and between politicians, decision-makers as well as consulting institutes and education institutions. 🇱🇻 | Latvia’s New Cabinet of Ministers
Approved by the Saeima

A new Cabinet was formed after Prime Minister Evika Siliņa resigned on 14 May 2026.

🏛️ The crisis followed the dismissal of Defence Minister Andris Sprūds, after drone-related security incidents raised concerns about Latvia’s defence readiness.

The new Cabinet was approved by the Saeima and is expected to work until the parliamentary elections in October 2026.

🪖 The Cabinet will focus on security, defence, border protection and national resilience, while also addressing budget discipline, competitiveness and key infrastructure projects.

The coalition includes the United List, the National Alliance, the Union of Greens and Farmers, and New Unity — 66 seats in total.

🔵 This year’s Lithuanian–German Forum took place in Bremen, with a focus on security and defence policy, as well as cooperation in the defence industry.

A clear message emerged from the discussions: Europe needs to act more strategically. Procurement remains too slow, and defence capabilities must be strengthened by making better use of civilian industry. Deterrence also starts with mindset – political will and credibility matter.

💬 On practical defence cooperation, the Lithuanian side highlighted its strength in niche technologies and stressed that cooperation should come before competition.

💬 At the beginning of May, Goethe-Institut Riga hosted a reading and discussion with Latvian writer Inga Žolude.

In her novel “Tēvs”, Žolude reconstructs the memories of her father, who was suffering from Alzheimer’s, weaving them together with the history of “Homo sovieticus” and the traumas of the 20th century.

🖋️ The evening opened a broader conversation on memory, identity and the ways in which political systems, family histories and social narratives shape what we remember. It also invited parallels between Soviet and East German experiences of socialisation and coming to terms with the past. The discussion continued with questions from the audience and reflections on how societies and individuals confront difficult histories.

🔵 This year, we attended the Lennart Meri Conference (International Centre for Defence and Security - ICDS) in Tallinn – one of the region’s key annual gatherings for foreign, security and defence policy discussions.

At a time when Europe’s security environment remains under serious pressure, formats like this are essential for bringing together political decision-makers, experts and partners for open and honest exchange.

💬 The discussions in Tallinn underlined once again that security in our region cannot be taken for granted. Russia’s war against Ukraine, hybrid threats, societal resilience, transatlantic cooperation and Europe’s ability to act with greater strategic clarity all remain central questions for Estonia, Germany and the wider Baltic region. These conversations matter because they help turn shared concerns into practical cooperation and long-term political commitment.

During the conference, we also had the opportunity to meet with Estonia’s Foreign Minister, the Estonian Ambassador to Germany and the German Ambassador to Estonia. The exchange highlighted the close partnership between Estonia and Germany, as well as the importance of continued dialogue between allies who share the same commitment to freedom and democracy.

Oliver Morwinsky introduced the guests to Latvia’s recent history and highlighted the important role of the Konrad-Adenauer-Stiftung in the Baltic states, especially in light of the security policy developments of recent years.

🔵 Today’s discussion asked a timely question: what does it take for Latvia to remain secure, cohesive, and future-ready in an increasingly uncertain environment?

The event brought together two important perspectives. Dmitri Teperik presented the Baltic States resilience measurement study, sharing comparative insights on perceived threats, trust, well-being, hope, distress, and readiness to support others in times of crisis.

💬 These findings were then placed in a broader long-term perspective through the University of Latvia’s work on the Latvia 2050 Development Strategy, linking resilience with human capital, governance, competitiveness, regional development, technology, security, and social cohesion.

The main takeaway – in the Baltic region, resilience is not a distant or abstract concept. It is part of how societies understand security, preparedness, and the ability to stand together under pressure. Measuring resilience helps us better understand where societies are strong, where vulnerabilities remain, and how evidence can support smarter decisions for the future.
