We are continuing to publish EUROSAI Working Group on Municipality Audit member audit reports completed over the past and current year, highlighting key findings and recommendations on a wide range of municipal topics from across Europe.

📢 In July 2025, Valsts kontrole (SAI Latvia) published a performance audit report on municipal administrative commissions effectiveness to ensure an effective administrative infringement process.

🔴 1️⃣0️⃣ years ago – in June 2016, the Task Force on Municipality Audit (TFMA) was established at the initiative of the National Audit Office of Lithuania and approved by the EUROSAI Governing Board. Its mission was to strengthen cooperation in municipal auditing by bringing together SAIs and promoting knowledge exchange and international collaboration.

🤝 Over the past decade, TFMA has grown into a platform for learning, professional exchange and cooperation. Today, we are proud that it has evolved into a permanent Eurosai Working Group on Municipality Audit, comprising 28 member SAIs and continuing to support and connect the EUROSAI community in advancing excellence in municipal auditing.

🎊 Celebrating 1️⃣0️⃣ years of cooperation, knowledge sharing and impact – and looking forward to many more to come!

🎯 WGMA highlights at the EUROSAI Governing Board meeting in Rome

📊 At the 65th EUROSAI GB meeting, EUROSAI Working Group on Municipality Audit (WGMA) presented the activity progress report for June 2025 to May 2026, highlighting practical impact of implemented activities.

Presenting on behalf of WGMA, Chair Mr. Oskars Erdmanis emphasised the active exchange of experience among SAIs and the development of practical solutions in the field of municipal auditing. The presentation showcased key initiatives: masterclasses, annual seminars, compendiums and the launch of the WGMA Award for Best municipal audit.

🤝 During the meeting, WGMA’s work was recognised as a leading example of focused and practice-oriented collaboration within EUROSAI.

Looking ahead:

▶️ Cooperative audit on the quality of urban public space
▶️ WGMA Newsletter – anniversary edition

🔴 On 12 May, EUROSAI Working Group on Municipality Audit held its 8️⃣ master class on the topic “Selection of Criteria in Performance Audits” – one of the key elements in ensuring the quality, relevance and impact of audit work.

The event brought together around 1️⃣ 7️⃣ 0️⃣ participants, reflecting the strong interest and engagement of WGMA members and beyond.

📊 We were pleased to hear presentations from our members – SAI Serbia and Valstybės kontrolė (SAI Lithuania), as well as from our guest speaker Riksrevisionen (SAI Sweden) providing participants with a valuable long-term perspective on the topic.

▶️SAI Serbia presented a structured methodological approach to selecting audit criteria in performance audits.
▶️ SAI Lithuania shared practical experience in identifying audit criteria through the audit on the integration of foreign children into the general education system.
▶️ SAI Sweden provided lessons learned and good practices based on 20-year experience in performance auditing.

📢 The exchange of practical approaches and professional experience provided valuable insights into developing robust and relevant audit criteria, contributing to more impactful and reliable audit results.

💡 WGMA master classes provide a platform to exchange methodological knowledge, share best practices and strengthen professional cooperation. Our ultimate goal is to improve the quality, productivity and value of our audit work.

🎯 EUROSAI Working Group on Municipality Audit (WGMA) and EUROSAI IT Working Group (ITWG) successfully concluded the joint e‑seminar “From Data to Findings – Shortcuts for Audit Efficiency”, bringing together around 250 participants from more than 50 audit institutions worldwide.

💡 The seminar showcased how automation and data are used in audit work.

👏 We are especially grateful to WGMA members for sharing practical experiences from the municipal level, with presentations covering:
✔️ the use of IDEA in financial audits,
✔️ automation in IT system audits through international cooperation,
✔️ machine learning for monitoring municipal financial distress,
✔️ automated solutions for monitoring municipal company participations,
✔️ the use of GIS in audit work and presenting findings,
✔️ the role of e‑government in enabling data availability and automation.

🌍 In the Strategic Goal 1 annual meeting on 14 April, EUROSAI Working Group on Municipality Audit delivered a presentation on the effectiveness and challenges of our WG's activities.

We highlighted three core WGMA activities that bring practical added value to audit work across Europe:
✔️ Audit compendiums – supporting comparative analysis and methodological learning
✔️ Seminars and annual meetings – fostering discussion and engagement
✔️ Master classes – strengthening knowledge sharing and peer learning
