بيان صادر عن مؤسسة دار الثقافة والفنون والتراث
تُعرب مؤسسة دار الثقافة والفنون والتراث عن بالغ قلقها واستنكارها الشديد لما تتعرض له المباني التاريخية والأثرية في ليبيا من تعديات متكررة، تمسّ أصالتها وتهدد هويتها الثقافية والحضارية.
إن هذه المعالم، وفي مقدمتها قصر الخلد (متحف ليبيا)، ليست مجرد مبانٍ، بل تمثل ذاكرة وطنية حيّة وشاهدًا على تعاقب الحضارات التي شكّلت وجدان هذا الوطن. وعليه، فإن أي عبث بها أو تغيير في معالمها يُعد انتهاكًا صارخًا للتشريعات الوطنية، وعلى رأسها القانون رقم (3) لسنة 1995م بشأن حماية الآثار.
وتؤكد المؤسسة أن قرار تحويل قصر الخلد ومتحف ليبيا إلى "قصر للثقافة"، رغم ما يحمله من بُعد ثقافي، لا يجب أن يكون مبررًا لاستخدامه كمكاتب إدارية او لإجراء أي تغييرات تمس الطابع التاريخي أو المعماري الأصيل للموقع، أو تُفقده قيمته الأثرية التي لا تُقدّر بثمن.
وعليه، تطالب المؤسسة بما يلي:
1. الوقف الفوري لأي أعمال تعديل أو تطوير داخل المباني الأثرية دون إشراف الجهات المختصة.
2. الالتزام الكامل بأحكام القانون رقم (3) لسنة 1995م، وضمان تطبيقه دون استثناء.
3. تمكين مصلحة الآثار من أداء دورها الرقابي والفني بشكل مستقل.
4. فتح تحقيق عاجل في أي تجاوزات أو تعديات سابقة، ومحاسبة المسؤولين عنها.
5. إشراك المختصين والخبراء في أي مشروع يتعلق بإعادة توظيف المباني التاريخية.
6. الحفاظ على الهوية المعمارية والتاريخية لقصر الخلد ومتحف ليبيا كجزء لا يتجزأ من التراث الوطني.
إن مؤسسة دار الثقافة والفنون والتراث تجدد التزامها بالدفاع عن الموروث الثقافي الليبي، وتدعو كافة الجهات الرسمية والمجتمعية إلى تحمّل مسؤولياتها الوطنية في حماية هذه المعالم من الاندثار أو التشويه

Statement issued by the House of Culture, Arts and Heritage Foundation
The House of Culture, Arts and Heritage Foundation expresses its deep concern and strong condemnation for the repeated encroachments on historical and archaeological buildings in Libya, affecting its originality and threatening its cultural and civilizational identity.
These landmarks, foremost of which is the Mole Palace (Museum of Libya), are not just buildings, but represent a living national memory and a witness to the succession of civilizations that formed the conscience of this country. Accordingly, any tampering with it or changing its features is a flagrant violation of national legislation, foremost of which is Law No. (3) of 1995 on the Protection of Antiquities.
The Foundation confirms that the decision to turn the Khale Palace and the Libya Museum into a "palace of culture", despite its cultural dimension, should not be justified for using it as administrative offices or to make any changes that touch the authentic historical or architectural character of the site, or to lose its priceless archaeological value.
Accordingly, the Foundation requires the following:
1. Immediate suspension of any modification or development work inside the archaeological buildings without the supervision of the competent authorities.
2. Full commitment to the provisions of Law No. (3) of 1995, and ensure its implementation without exception.
3. Enable the Department of Antiquities to perform its supervisory and technical role independently.
4. Open an urgent investigation into any previous abuses or encroachments, and hold those responsible accountable.
5. Involvement of specialists and experts in any project related to the re-employment of historic buildings.
6. Preservation of the architectural and historical identity of Al-Khal Palace and the Libya Museum as an integral part of the national heritage.
The Dar for Culture, Arts and Heritage Foundation renews its commitment to defending the Libyan cultural heritage, and calls on all official and community authorities to assume their national responsibilities in protecting these landmarks from extinction or distortion.
