أصبح الاعتماد على شبكة الإنترنت ووسائل الاتصالات الحديثة في مختلف مجالات الحياة كبيراً جدا بشكل أبرز أهمية قصوى للتركيز على المخاطر التي قد تنتج. وعلى الرغم من أنه ليست هناك ضمانات كاملة للحماية من المخاطر إلا أن هناك خطوات وقائية توفر الحماية والسلامة، مما أستدعي قيام وزارة الاتصالات والمعلوماتية بالتحرك سريعا لأنشاء اللبنة الاساسية عن طريق إدارة امن وسلامة المعلومات بالوزارة. ولحرص الوزارة والحك
ومة على أهمية الدور المنوط بهذه الادارة تم اقتراح تغيير إدارة امن وسلامة المعلومات بالوزارة لتكون هيئة وطنية لأمن وسلامة المعلومات وقد صدر القرار رقم (28) رسميا من مجلس الوزراء بتاريخ 22 يناير 2013.

قيادة ليبيا لتوفير أنجح الطرق والخدمات لضمان الحماية والسلامة لسرية ونزاهة المعلومات والبيانات في تكنولوجيات المعلومات والاتصالات والبنية التحتية والموارد المتعلقة وضمان توفرها من خلال تقديم خدمات عالية الجودة. والعمل على تموضع ليبيا في مكانة متميزة على كافة الاصعدة في مجال امن وسلامة المعلومات اقليميا وقاريا ودوليا.

Cybersecurity is a growing global phenomenon, which according to reports are increasing at more rapid rate in our region than any other region of the world. Consequently, Libya need to urgently scale up efforts to combat the threats through inclusive approach involving government, private sector, academia and civil society organizations. As a swift response to that, the National Information Security and Safety Authority (NISSA) established by a decree No # (28) in 22nd January 2013 by the Ministerial Council of the State of Libya
NISSA leads the Government of the State of Libya in protecting proactively and actively the cybersecurity space & infrastructure, in terms of services and data that encompasses technological aspects, Information Assurance and Compliances, as well as developing local cybersecurity operation, event management capabilities and achieve cyber resilience. To lead the state of Libya in safeguarding dynamically the confidentiality, integrity, availability and resiliency of Information and Communication Technologies (ICT) infrastructure, resources, services and data by providing top-quality information security and safety services, also, to be positioned as an authoritative source for trusted information security expertise in the region. Promote and sustain secure use of ICTs as well as prevent, detect and respond effectively to the associated risks. Information Security Assurance and Compliances (Regulations, Legislations, Laws, Policies, Standards, Procedures and Guidelines).
