Until Everyone Is Safe.

The UN Refugee Agency (UNHCR) marked World Refugee Day in Montenegro through dialogue, legal education and visible acts of solidarity.

In Podgorica, the diplomatic community, institutions, students and partners came together to reflect on global displacement trends, protection priorities in Montenegro, and the shared responsibility to ensure that people forced to flee can access safety, rights and opportunities to rebuild their lives in dignity.

At the Faculty of Law of the University of Montenegro, UNHCR also marked the completion of the 20th annual Legal Clinic on Refugee Law, organized in cooperation with the Faculty of Law since 2007. This year, 90 students completed the course, gaining practical knowledge on refugee law, statelessness and asylum procedures.

As part of the commemoration, the Millennium Bridge in Podgorica was illuminated in blue, sending a message of solidarity with people forced to flee war, violence and persecution.

Protection must remain non-negotiable. Inclusion must be made practical. Solutions must be pursued with determination.

Through a partnership established back in 2007, the Faculty of Law of the University of Montenegro and UNHCR have successfully implemented a three month legal clinic in International Refugee Law for 90 final-year undergraduate students.
This year also marked the 20th generation of participants, who, in addition to theoretical knowledge, had the opportunity through field visits to learn about the lives of asylum seekers in Montenegro, as well as the free legal aid provided by NGOs and the work of the UN system in Montenegro.
The program concluded with eight moot court simulations, where students applied their acquired knowledge to hypothetical cases.
The activity was supported by the European Union through the project “Protection-Sensitive Migration Management Systems in the Western Balkans”.


Kroz partnerstvo uspostavljeno još 2007. godine, Pravni fakultet Univerziteta Crne Gore i UNHCR uspješno su realizovali tromjesečnu pravnu kliniku iz međunarodnog izbjegličkog prava za 90 studenata završne godine osnovnih studija.
Ove godine obilježena je i 20. generacija polaznika, koji su, pored teorijskih znanja, imali priliku da se kroz terenske posjete upoznaju sa zivotima trazilaca azila u Crnoj Gori, kao i sa besplatnom pravnom pomoći koju pružaju nevladine organizacije i radom UN sistema u Crnoj Gori
Program je završen sa osam simulacija suđenja (moot court), gdje su studenti primijenili stečeno znanje na hipotetičkim slučajevima.
Aktivnost je podržala Evropska unija kroz projekat „Protection-Sensitive Migration Management Systems in the Western Balkans“.

On 20 June, marking World Refugee Day, UNHCR and the Civic Alliance joined the morning program on TV Crna Gora to share global displacement trends and highlight the situation of persons forced to flee in Montenegro.
We once again emphasized the importance of safeguarding the right to asylum as a fundamental human right—especially in these challenging times. Because until everyone is safe, none of us truly are.
We are grateful to TV Crna Gora for helping amplify a message of solidarity with refugees and all those seeking safety.

Yesterday in Berane, we supported the Fudbalski savez Crne Gore - Football Association of Montenegro, to organize a football festival as part of the project “Football for Unity: Integrating Refugee and Stateless Communities in Montenegro through Sport”.

Around 60 girls and boys — refugee children and children from the local community — played in mixed teams, enjoyed the game, and learned about teamwork, fair play, respect and acceptance through football.

Sport has the power to bring children together, break down barriers and build a stronger sense of community.

UNHCR Montenegro continues to support the Ministry of Interior (MoI) in implementing the closing benchmarks for EU accession chapter 24, foreseen by the Government’s Action Plan, while further strengthening the national asylum system.
At today’s workshop, representatives of the MoI’s Asylum Directorate and UNHCR discussed practical challenges related to identifying and assessing material elements of asylum claims, determining the credibility of applicants for international protection, and conducting interviews with children and other vulnerable groups. The discussion also revisited relevant international standards in these areas.
The workshop was supported by the European Union through the IPA III project Protection Sensitive Migration Management Systems in the Western Balkans ( ) and is being implemented regionally with FRONTEX, EUAA and IOM.

UNHCR Crna Gora nastavlja da pruža podršku Ministarstvu unutrašnjih poslova u sprovođenju završnih mjerila iz Akcionog plana Vlade za Poglavlje 24, kao i u daljem jačanju sistema azila.
Na današnjoj radionici, predstavnici Direkcije za azil MUP a i UNHCR a razgovarali su o praktičnim izazovima u identifikaciji i ocjeni materijalnih elemenata zahtjeva za azil, utvrđivanju kredibiliteta tražilaca međunarodne zaštite, kao i o izazovima u intervjuima sa djecom i drugim ranjivim grupama. Poseban fokus bio je i na podsjećanju na međunarodne standarde u ovim oblastima.

Together with the Frontex Fundamental Rights Office and the Ministry of the Interior of Montenegro, UNHCR supported a two day training for Montenegrin Border Police and Frontex border guards deployed in Montenegro. 🇲🇪🤝
The training focused on identifying people in need of international protection within mixed migration movements, with special attention to vulnerable groups such as children, older persons, and victims of trafficking. It also highlighted the responsibilities of police officers in protecting the rights of asylum seekers.
Beyond learning, the sessions created space for exchanging experiences and discussing real life challenges faced in daily work.

Zajedno sa Kancelarijom Frontexa za osnovna prava i Ministarstvom unutrasnjih poslova Crne Gore, UNHCR je podržao dvodnevni trening za Graničnu policiju Crne Gore i Frontex granične čuvare raspoređene u Crnoj Gori. 🇲🇪🤝
Trening je bio usmjeren na identifikaciju lica u potrebi za međunarodnom zaštitom u okviru mješovitih migracionih kretanja, uz poseban fokus na ranjive grupe poput djece, starijih osoba i žrtava trgovine ljudima. Takođe je istaknuta odgovornost policijskih službenika u zaštiti prava tražilaca azila.
Pored sticanja znanja, treninzi su omogućili razmjenu iskustava i razgovor o stvarnim izazovima sa kojima se policijski službenici suočavaju u svakodnevnom radu.
