【Knowledge Co-Creation Program (KCCP) – Policies and Countermeasures against Illegal, Unreported and Unregulated (IUU) fishing】

Ms. Tatiana SHONIBER, is a participant from the Marshall Islands Marine Resources Authority (MIMRA). She completed a training on “Policies and Countermeasures against Illegal, Unreported, and Unregulated (IUU) fishing” in Japan from Jan. 13 to Feb. 6, 2026.

The participant gained new ideas of countermeasure against IUU fishing from the experiences of Japan. By focusing on the unreported key issue, she analysed that clear division of roles, strong coordination, and risk-based enforcement are effective and can be applied in RMI. She aims to expand MIMRA’s engagement with relevant stakeholders such as Sea Patrol, Parties to the Nauru Agreement (PNA), Pacific Islands Forum Fisheries Agency (FFA) and others to improve reporting (monitoring, control and surveillance).

JICA reaffirms its commitment to enhance the nation’s capacity development.

【JICA Volunteers in Republic of the Marshall Islands (RMI)】
 
 Ms. KUTSUMA Sachiko (Japanese Language Education) in Majuro Cooperative School has been teaching Japanese to Middle and High School students.
When Students come to the classroom, they cheerfully greet her in Japanese with “Konnichiwa”.
With an emphasis on future exchanges between the students in Coop School and Japanese students, Ms. KUTSUMA offers classes that help students enjoy listening and speaking while practicing reading and writing Japanese, with the aim of building practical expressions for real-life situations. We hope that through Japanese Language classes and cultural experiences, the students’ broader perspectives and values will be expanded.

 マジュロコープスクールで活動する久津間祥子隊員(日本語教育)は、配属先の中等部や高等部の生徒に日本語の授業を実施しています。
 授業前に教室に来た生徒は「こんにちは」と日本語で元気に挨拶しています。
 久津間隊員は将来的に配属先生徒と日本の学生との交流実施などを視野に入れ、授業では実際の場面に即した表現を学習できることなどをねらいに、生徒が楽しく日本語を聞き、発音し、読み書きの練習に取り組む授業を展開しています。
 日本語授業や文化体験等を通じ、生徒の視野や価値観が更に拡がることを期待しています。

【JICA Volunteers in Republic of the Marshall Islands (RMI)】
 
 Ms. SANO Hiroko (Information Communication and Technology) at CMI has played a key role in strengthening IT Helpdesk operations and supporting a range of additional activities. Her daily efforts led her to develop and implement an automated solution for issuing student vouchers. Further, she is currently working with interns from a local high school to perform Windows 10 upgrades. Since these upgrades can be done in several ways, she carefully explains each method and creates valuable learning opportunities for students, who are the future of the RMI.

 マーシャル諸島短期大学で活動する佐野浩子隊員(コンピュータ技術)は、配属先のITヘルプデスクの保守運用サービス改善等に取り組んでいます。
 活動開始以降のヘルプデスク業務を通じ発案・実装したバウチャー発行の自動化などにより、日々学生対応を実施しています。また、現地高校からのインターン生と一緒にWindows 10のアップグレード作業を実施しています。アップグレード作業には様々な方法があり、それぞれの比較も説明しながら、今後のマーシャルを支える生徒に多くの実りある機会を提供しています。

【JICA SEMINAR – Overview of Activities in RMI】

“Leading the World with Trust”

On March 19th, JICA Marshall Islands Office conducted its first seminar after the pandemic to key officials from the Government of the Republic of the Marshall Islands (RMI). The seminar highlighted key aspects of ongoing projects and JICA’s various cooperation schemes, including Grant Aid, Technical Cooperation, Volunteers, Follow-Up Cooperation, and other forms of assistance.

The main objective, to share information about JICA’s activities in RMI. By broadening outreach, we aim to deepen mutual understanding, strengthen partnerships, and enhance collaboration with local counterparts. The seminar also provided line ministries an opportunity to gain clearer insights into JICA’s objectives and cooperation schemes with the process of needs survey, contributing to more effective coordination moving forward. We extend our sincere appreciation to all the participants and reaffirm our commitment to support the nation’s capacity building and sustainable growth.

【JICA海外協力隊 in マーシャル諸島共和国】

2026年3月20日(金)に、加藤智香子隊員(小学校教育/ライロックレインボー小学校)と宮崎奈々隊員(小学校教育/ローラ小学校)が帰国の途に着きました。
帰国前には、在マーシャル日本国大使館や教育スポーツ訓練省への表敬訪問に加え、各配属先やJICA支所で最終報告を行いました。
加藤隊員はチームティーチングによる授業支援や児童の学力に応じた教材作成、全学年への毎月の小テストの実施や結果分析、教育省算数専門家とのカリキュラムの整理等に取り組みました。宮崎隊員は低学年クラスを中心に授業や授業計画作成支援、毎月の四則演算テストの実施や各学年教員の効果的な授業展開に向けた教材作成や整理等に取り組みました。
本邦企業により両配属先に寄贈いただいた電子黒板「MIRAI TOUCH」を活用した視覚的な授業展開へのサポート、マジュロ内公立校を対象にした「100% Goal Test」の実施等にも取り組み、現地教育環境の質の向上に取り組みました。帰国日当日は、配属先関係者や後輩隊員等に見送られながら帰国の途に着きました。
ご帰国後の更なるご活躍を祈念しています。

【JICA Volunteers in Republic of the Marshall Islands】
Ms. KATO Chikako (Primary School Education/ Rairok Rainbow Elementary School) and Ms. MIYAZAKI Nana (Primary School Education/ Laura Elementary School) completed their assignments and returned to Japan on March 20th (Fri.).
Before returning, they paid Courtesies to Embassy of Japan and PSS. Both conducted their final presentation at their assigned places and at JICA Office.

Ms. KATO focused on supporting classroom through Team Teaching, conducting monthly test for all grades & analyzing the result, creating teaching aids tailored to the students’ academic levels, and collaborating with Mathematics Specialists in PSS to refine the curriculum and others.

Ms. MIYAZAKI focused on supporting lessons and lesson plans, especially for lower grades, administrating monthly arithmetic tests, and creating and organizing teaching aids to support teachers in the grades to conduct effective lessons and others.

Both volunteers have worked to improve the quality of educational environment by utilizing the interactive electrical board “MIRAI TOUCH” donated by Japanese Company to both schools and conducted 100% Goal Test at all public schools in Majuro. As they returned to Japan, they were seen off by colleagues in schools, fellow JOCVs and others. We sincerely wish them continued success in their future endeavors back home.

【Countermeasures against Cybercrime】

Mr. Titus Jr. JEMLOK, is a participant from the College of the Marshall Islands (CMI). He completed a JICA training in Japan from Jan. 26 to Feb. 11, 2026. Mr. Titus presented his learnings and shared his action plan to provide digital literacy training programs for RMI government employees. As part of this national initiative, CMI is responsible for improving digital skills, promoting safe use of online systems, and supporting cybersecurity awareness across government offices.

The participant gained insights to learn Japanese knowledge and experiences of cybercrime including legal system, investigation method/ skill and cooperation with private sector. He further learned to strengthen collaboration and cooperation among national police of participating countries and Japan.

JICA remains committed to strengthening the nation’s capacity and extends its best wishes to Mr. Titus as he aims to implement his action plan.

【JICA Volunteers in Republic of the Marshall Islands (RMI)】
 JICA Volunteers who spent 6 months made activity plans and exchanged views at their assignment places.
Mr. TAKEUCHI Toru (Statistics/ National Energy Office, NEO) explained the rationale behind his focus on NEO’s website dashboard and the digitization of procedures related to energy-efficient products under their jurisdiction, as well as his activity plan. Using a prepared demo screen for his presentation, he engaged in a discussion with colleagues regarding additional requests and future prospects.
Mr. KAWANO Kazuhiko (Primary School Education/ Long Island Elementary School, LIES) explained his activity plan, which is based on findings he identified through daily classroom support. This plan focuses on supporting students’ basic arithmetic calculations and involves collaboration with teachers to introduce teaching aids such as worksheets and develop lesson plans.
 We look forward to the future activities they will undertake in collaboration with their colleagues.

 派遣期間6か月を経過したJICA海外協力隊員が、それぞれの配属先で活動計画の説明や意見交換を行いました。
 竹内徹隊員(統計/国立エネルギー局)は、配属先WEBサイトのダッシュボードや配属先が所管するエネルギー効率化に関連する製品の手続きのデジタル化等に着目した経緯や活動計画を説明しました。予め作成したデモ画面を用いた説明により、配属先関係者から追加要望や今後の展望などの意見交換が行われました。
 川野一彦隊員(小学校教育/ロングアイランド小学校)は、普段の授業支援を通じて得た問題意識をもとに、児童に対する四則計算への注力や、教員との協働によるワークシート等の教材導入や授業計画へのアプローチなどの活動計画を説明しました。
 配属先関係者と取り組む今後の活動展開に期待しています。

【Social Participation of Persons with Disabilities through a Community-Based, Inclusive Approach】

Ms. Janet SCHMIDT, is a participant from the Ministry of Culture and Internal Affairs (MoCIA). She completed a JICA training in Japan from Jan. 14 to Feb.21, 2026.

Ms. Janet presented her learnings and shared her goals to increase capacity building with organizations of persons with disabilities to train and educate the community taxi drivers on the barrier free and reasonable accommodation. The participant gained insights to utilize local resources to enable promotion of the social participation and livelihood of persons with disabilities from the experiences of Okinawa.

JICA remains committed to strengthening the nation’s capacity and extends its best wishes to Ms. Janet as she implements her action plan.

【Knowledge Co-Creation Program (KCCP) – Sustainable Tourism Resource Management and Development (Natural Resources)】

Mr. Albert ALFRED, is a participant from the Office of Commerce, Investment and Tourism (OCIT). He completed a training on “Sustainable Tourism Resource Management and Development (Natural Resources)” in Japan from Jan. 28 to Feb.27, 2026.

Mr. Albert presented his learnings and shared his goals to expand OCIT engagement to develop more tourism activities and to educate locals with sustainable tourism.

The participant gained insights to learn methods of regional development through the promotion of conservation and utilization of tourism resources in Japan. He also gained knowledge on the conservation and development of tourism resources (natural resources) adapted to the tourism sector.

JICA remains committed to strengthening this nation’s capacity and extends its best wishes to Mr. Alfred as he works toward achieving his goals.

[Project for Establishment of Asset Management System of Roads, Bridges and Heavy Machineries in SIDs]

Dr. Khawaja Ali, Ph.D., a civil and structural engineer, was dispatched to the Ministry of Public Works, Infrastructure and Utilities/Project Management Unit (MPWIU/PMU) in Majuro. This short-term mission aimed to provide hands-on training to staff as part of an ongoing JICA’s technical cooperation namely “Establishment of Asset Management System of Roads, Bridges and Heavy Machineries in SIDs”.

Since his arrival on February 23, Dr. Khawaja worked together with staff of MPWIU to accomplish two primary objectives within a two week period. He and his counterparts presented the activities and findings at the wrap-up meeting today (March 5). Their first task was to measure and collect data on road surface conditions. Secondly, to assess traffic volumes, pavement layers, and estimate the bearing capacity of the road and bridge. The wrap up meeting was attended by MPWIU Secretary Walter Myazoe, Assistant Secretary Rason Morris, representatives from the Embassy of Japan and the JICA Marshall Office.

JICA wishes that the MPWIU management will utilize the acquired skills and data for improving the management of infrastructure assets with evidence.

【JICA海外協力隊 in マーシャル諸島共和国】

2026年2月26日(木)に、田島さゆり隊員(看護師/マジュロ病院)と吉田夏喜隊員(デザイン/天然資源商業省貿易投資部)が帰国の途に着きました。
帰国前に各配属先で最終報告を行いました。
田島隊員はカルテやマニュアルなど病院内の書類の電子化や医療物品リストの作成、継続看護教育に向けた各機関との連携、KCCPで知見を培った同僚との5S-KAIZEN活動等について報告しました。
吉田隊員は2024年のBob Festivalのマスコット製作をはじめとした広報活動、大阪・関西万博のパビリオンのデザイン設計や運営、万博で得られた顧客アンケートをもとに現地企業へのデザイン改良に向けた渉外活動などを報告しました。
2年間を振り返り「与えたものよりも、与えられたものの方が大きかった」との実感と、配属先関係者に支えられ過ごした貴重な2年間を胸に、在マーシャル日本国大使館や外務・貿易省への表敬訪問も実施し、後輩隊員等に見送られながら帰国の途に着きました。
ご帰国後の更なる飛躍を祈念しています。

【JICA Volunteers in Republic of the Marshall Islands】
Ms. TAJIMA Sayuri (Nursing/ Majuro Hospital) and Ms. YOSHIDA Natsuki (Design/ Ministry of Natural Resources and Commerce, Division of Trade and Investment) completed their assignments and returned to Japan on the 26th of February (Thur.).

Ms. Tajima reported on the digitization of various hospital documents—including medical records and manuals—the preparation of medical supply inventories, collaboration with multiple organizations and institutions for continuing nursing education, and the implementation of 5S-KAIZEN activities together with a colleague trained through the KCCP program.

Ms. Yoshida reported on a range of public relations initiatives, including creating the mascot for the 2024 Bōb Festival, designing and managing the Expo 2025 Osaka, Kansai, Japan pavilion, and conducting outreach activities to help local companies and products improve their designs based on customer feedback gathered at the Expo.

Reflecting on their two-year experience, they shared that “what we gained far exceeded what we were able to give.” With deep appreciation for the colleagues who supported them throughout their service, they made courtesy visits to the Embassy of Japan in the Marshall Islands and the Ministry of Foreign Affairs and Trade. Afterwards, they departed to Japan, warmly seen off by current volunteers and others.
We sincerely wish them continued success in their future endeavors back home.

Mr. Francis Takatsuki, is a participant of JICA’s Scholarship program called the SDGs Global Leader program. He is temporarily back in Majuro during his spring break to conduct solar trainings as his official duty. He worked full time at the Marshall Energy Company (MEC) where he was originally recruited and is here to train newly recruited solar technicians at the National Energy Office (NEO) - who sponsored his trip.

Following this short training, he will return to Japan third week of March to continue his studies for a bachelor’s degree.
JICA extends its appreciation to MEC and NEO for their ongoing support in fostering future leaders.

JICA further wishes Mr. Takatsuki every success in his work and academic journey.
