We are pleased to share that the PFM team successfully completed their initial Funds Chain Awareness and Onboarding Session with WB Consultant, Cherry Lyn Somcio.

The session introduced the concept of the Funds Chain, which refers to the full lifecycle of project funds, from budget allocation and release, to commitment, payment, and final reporting. Strengthening our understanding of this process is critical to ensuring that our resources are used efficiently, transparently, and in alignment with project objectives.

For WB-funded activities, an effective funds chain directly impacts how quickly and accurately funds are mobilized, tracked, and reported. By improving coordination across all stages, we can minimize delays and errors, whilst strengthening accountability. This supports effective utilization of project funds and improved implementation of project activities.

On behalf of the PIU, we extend our sincere appreciation to the Central Implementation Unit and Ms. Somcio for their guidance and expertise. Kommol tata.

PFM II Change Management Team Holds Inaugural Meeting

The Public Financial Management II (PFM II) Project successfully convened the inaugural meeting of its Change Management Team (CMT), marking an important milestone in advancing key public financial management reforms.

The meeting was opened by Project Manager Eugene Amor and CMT Chair Neri Wase, who welcomed members and highlighted the importance of collaboration and strong leadership in supporting the reform process.

Assistant Project Manager Robert Fitzpatrick delivered a brief project overview, outlining the role of the Change Management Team, providing an update on current project progress, and discussing the next steps for implementation.

A comprehensive presentation on procurement reforms was provided by Binita Shrestha, Procurement Advisor for the PFM II Project. She shared upcoming reform priorities and emphasized how the CMT will play an important role in supporting successful implementation across the government.

Members also received an update on ongoing Financial Management Information System (FMIS) reforms from U.S. GASB Specialist James Ley, who highlighted current progress and key developments.

We would like to thank the Ministry of Finance, Banking & Postal Services and all core members of the Change Management Team for their support in this important milestone. We look forward to continued collaboration as we work together to strengthen public financial management systems in the Republic of the Marshall Islands.

World Bank Conducts PFM II Implementing and Support Mission at the Ministry of Finance, Banking & Postal Services
Majuro, Republic of the Marshall Islands

The Strengthening Public Financial Management II Project (PFM II) welcomed it's World Bank Task Team to the Ministry of Finance, Banking and Postal Services (MOFBPS) from February 2–6 to undertake an Implementing and Support Mission (ISM) aimed at reviewing overall project implementation progress, assessing key technical components, and reinforcing collaboration between the Government of the Republic of the Marshall Islands and the World Bank to support effective delivery of project outcomes.

The World Bank delegation was led by Task Team Leader Patrick Umah Tete and Co-Task Team Leader Viengmala Phomsengsavanh, with support from PFM Specialist Simon Whitehead and Public Sector Specialist Pike Pike Aye. Throughout the mission, the team engaged with Secretary of Finance Ayako Yamaguchi-Eliou, MOFBPS senior management and staff, and members of the PFM II Project Implementation Unit (PIU).

Consultations focused on implementation status, operational priorities, and strategies to enhance performance, sustainability, and institutional capacity under the project. The engagements facilitated technical dialogue, strengthened coordination among stakeholders, and supported the identification of priority actions aligned with national reform objectives.

On behalf of the PFM II PIU, appreciation is extended to the Secretary of Finance, the management and staff of MOFBPS, and the World Bank Task Team for their collaboration, technical engagement, and continued partnership. The PFM II Project remains committed to supporting the Ministry's efforts to strengthen public financial management systems and institutional performance.

PFM II Project Steering Committee: Inaugural Meeting

The Public Financial Management (PFM) II Project successfully held its inaugural Project Steering Committee meeting, marking an important milestone for the new phase of the program. PFM II builds on and extends the foundations established under PFM I, further strengthening public financial management systems and practices.

During the meeting, the Project Implementation Unit presented an overview of overall implementation progress. This was followed by a technical presentation from PFM US GASB Specialist, James Ley, who discussed key high-level issues and the way forward regarding the Financial Management Information System (FMIS).

Committee members engaged in in-depth discussions on the project’s objectives, identified challenges, and explored practical ways for the project and its implementing agency, MoFBPS, to successfully achieve shared goals.

The PFM II Project extends its sincere appreciation to the Secretary of Finance, the Ministry of Finance management team, and the Attorney General for their strong support and guidance during this first Project Steering Committee meeting.
