Marking the project’s official halfway point, this mission allowed MIMRA to evaluate performance and realign strategies to ensure all Project Development Objectives (PDO) are fully achieved before the project closes on September 30, 2029.

The Republic of the Marshall Islands (RMI) Special Envoy to the President, Hon. Anthony M. Muller, paid a courtesy call on the Prime Minister of the Independent State of Papua New Guinea, Hon. James Marape, on the margins of the inaugural Melanesian Oceans Summit in Port Moresby this week.

During the meeting, Minister Muller conveyed warm greetings from Her Excellency Dr. Hilda C. Heine, President of the Republic of the Marshall Islands, and expressed the President’s sincere appreciation to Prime Minister Marape and the Government of Papua New Guinea for the gracious invitation extended to attend the Summit.

Minister Muller also conveyed President Heine’s regrets for being unable to attend due to pressing national priorities and unforeseen circumstances, while commending Papua New Guinea for successfully hosting the inaugural Melanesian Oceans Summit — a landmark regional gathering reflecting Papua New Guinea’s strong leadership in ocean stewardship and regional cooperation.

Minister Muller further welcomed Papua New Guinea’s interest in establishing a diplomatic presence in Majuro to strengthen engagement with the Micronesian region. He noted that President Heine and the RMI Cabinet warmly support this initiative and look forward to assisting the Government of Papua New Guinea in identifying suitable land or office space for its future diplomatic mission.

The Special Envoy also conveyed the sincere condolences of the Government and people of the Republic of the Marshall Islands following the devastating impacts of Tropical Cyclone Maila across parts of Papua New Guinea. “On behalf of the Government and people of the Republic of the Marshall Islands, we extend our heartfelt condolences to all families and communities affected by Tropical Cyclone Maila, particularly across Milne Bay, East New Britain, West New Britain, New Ireland, the Autonomous Region of Bougainville, and Manus,” Minister Muller stated. “The Marshall Islands stands in solidarity with Papua New Guinea during this difficult time.”

Minister Muller also conveyed the Republic of the Marshall Islands’ acknowledgement and appreciation for the recent presentation of credentials by Ambassador Junior Aini to the Governor-General of Papua New Guinea, noting that this milestone reflects the continued strengthening of diplomatic relations and cooperation between the two Pacific nations.
Prime Minister Marape thanked Minister Muller and the RMI delegation for their visit and requested that his warm regards be conveyed to President Heine. Prime Minister Marape reaffirmed Papua New Guinea’s strong support for establishing a PNG Embassy in Majuro to strengthen engagement with the Micronesian region and deepen bilateral and regional cooperation between the two countries.

The Prime Minister also expressed strong support for the East New Britain Initiative (ENBi) and Pacific Island Tuna (PIT) partnership initiatives, including opportunities for tuna landing, offloading, and processing operations in Papua New Guinea while retaining Marshall Islands product ownership and value. In addition, Prime Minister Marape indicated Papua New Guinea’s willingness to make land available for future investment opportunities under the ENBi initiative and also extended support for Marshallese citizens who may be affected by sea level rise and climate change impacts in the future.

Prime Minister Marape further highlighted Papua New Guinea’s readiness to explore more affordable medical access arrangements for citizens of the Republic of the Marshall Islands through PNG’s local medical service rates with their specialized health clinics with world-class medical services.

The meeting reaffirmed the close friendship between the Republic of the Marshall Islands and Papua New Guinea, and both sides expressed their shared commitment to strengthening Pacific solidarity, regional cooperation, sustainable ocean management, and climate resilience.

Republic of the Marshall Islands and Papua New Guinea Reaffirm Commitment to Stronger Pacific Fisheries Cooperation

Hon. Anthony M. Muller, Presidential Envoy of Her Excellency President Hilda C. Heine and Minister of Natural Resources and Commerce of the Republic of the Marshall Islands and Honorable Jelta Wong, MP, Minister for Fisheries and Marine Resources of the Independent State of Papua New Guinea, met today for a bilateral consultation along the margins of the 1st Inaugural Melanesian Ocean Summit (MOS26). The meeting reaffirmed the strong partnership between the Republic of the Marshall Islands (RMI) and Papua New Guinea (PNG), particularly through the Parties to the Nauru Agreement (PNA) and shared efforts to strengthen Pacific ownership and stewardship of tuna fisheries resources.

Minister Muller conveyed warm greetings from H.E. President Dr. Hilda C. Heine and congratulated Papua New Guinea for successfully hosting the Melanesian Ocean Summit, describing it as, “a landmark event that underscores Papua New Guinea’s leadership in regional ocean stewardship.”

The discussions focused on strengthening Pacific-led fisheries development initiatives, including the continued advancement and upscaling of Pacific Island Tuna (PIT), regional processing opportunities, dockside offloading, and broader tuna industry cooperation between PNG, RMI, and the Federated States of Micronesia (FSM).

Minister Wong reaffirmed PNG’s full support for the ENBi Tripartite initiative and emphasized PNG’s commitment to working closely with the Marshall Islands to ensure the success of the partnership. PNG also conveyed its readiness to make available its fisheries infrastructure and processing facilities to support PIT operations, including landing, processing, and future upscaling opportunities.

Both sides acknowledged that certain provisions within the existing PIT arrangements and onboarding term sheet have presented challenges affecting commercial implementation and participation. The Ministers agreed on the importance of constructively reviewing and refining aspects of the arrangements to ensure greater commercial flexibility and opportunities for all participating parties while maintaining the broader vision and objectives of the initiative.

Minister Muller noted that the RMI remains committed to finding practical pathways forward for PIT and regional fisheries cooperation. The Ministers also discussed the growing strategic importance of the Pacific tuna industry and opportunities to strengthen Pacific ownership and participation across the tuna value chain. PNG acknowledged recent discussions relating to the Walmart canned tuna initiative and reaffirmed its understanding that the initiative is being led by the Marshall Islands as part of broader Pacific fisheries development efforts.

Minister Muller highlighted that the Marshall Islands was once the leading tuna transshipment hub in the world and noted that shifting weather patterns and operational trends may increasingly favor renewed fisheries activity in the central Pacific, including the RMI. The two Ministers further exchanged views on regional fisheries management, the US Treaty, monitoring and surveillance cooperation, and the importance of strengthening transboundary fisheries cooperation arrangements between PNG and RMI.

Minister Wong reiterated PNG’s strong bilateral friendship with the Marshall Islands, stating that PNG “will always stand with the Marshall Islands” and reaffirmed PNG’s full support for strengthening cooperation under the ENBi Tripartite framework. Both Ministers agreed to continue close consultations moving forward, including engagement with FSM and relevant stakeholders, to further operationalize the shared vision of a stronger Pacific-owned tuna industry grounded in sustainability, regional cooperation, and long-term economic benefits for Pacific Island countries.

Minister Muller also expressed his appreciation to Minister Wong for the constructive discussions and noted that he looks forward to welcoming Minister Wong and his delegation to Majuro for the 21st PNA Ministerial Meeting in June. The bilateral meeting concluded with a gift exchange between the two Ministers, symbolizing the strong friendship and continued partnership between the Republic of the Marshall Islands and Papua New Guinea. The Minister was accompanied by Ambassador Junior Aini, MIMRA International Fisheries Policy Advisor Asia Chong-Gum and MIMRA Legal Counsel Laurence E. Edwards, II.

Republic of the Marshall Islands and Republic of the Philippines Strengthen Fisheries Partnership Through Signing of Memorandum of Cooperation

On 11 May 2026, the Republic of the Marshall Islands (RMI), through the Marshall Islands Marine Resources Authority (MIMRA), and the Republic of the Philippines, through the Bureau of Fisheries and Aquatic Resources (BFAR), formalized a new partnership on fisheries cooperation with the signing of a Memorandum of Cooperation (MOC) at APEC Haus in Port Moresby, Papua New Guinea.

The signing ceremony took place on the margins of the 1st Inaugural Melanesian Ocean Summit and was attended by senior government officials and representatives from both countries. The opening prayer was delivered by H.E. Junior Aini, Ambassador of the Republic of the Marshall Islands to the Republic of Fiji and Pacific Islands Countries.

The ceremony was led by Special Envoy Anthony M. Muller, Minister of Natural Resources and Commerce and Chairman of the Board of MIMRA, and Hon. Francisco “Kiko” P. Tiu Laurel Jr., Secretary of Agriculture of the Republic of the Philippines.

The agreement establishes a framework for cooperation in key areas including sustainable fisheries management, aquaculture and mariculture development, trade and market access, capacity building, technical cooperation, and combating Illegal, Unreported, and Unregulated (IUU) fishing. The Memorandum of Cooperation also represents an important step toward strengthening regional collaboration between two ocean nations that share a deep reliance on marine resources for economic development, food security, and the livelihoods of their people.

A key highlight of the partnership is the long-anticipated advancement of cooperation in seaweed farming and harvesting, an area both countries have been exploring since initial discussions began in 2018. The agreement is expected to help pave the way for technical assistance, knowledge exchange, and future opportunities in aquaculture development, particularly in seaweed cultivation, which holds strong potential for sustainable livelihoods, food security, economic diversification, private sector growth, and greater innovation within the fisheries sector of the Marshall Islands, while also enhancing technical expertise and strengthening sustainable ocean governance between both countries.

In his remarks, Minister Muller described the signing as, “an important milestone in strengthening the partnership between the Republic of the Marshall Islands and the Republic of the Philippines through this Memorandum of Cooperation on fisheries.” He noted that the agreement reflects a shared vision for, “sustainable fisheries development, grounded in mutual respect and mutual benefit.”

Minister Muller also acknowledged that the agreement was the result of nearly two years of engagement and collaboration between both sides and highlighted the importance of translating the partnership into practical outcomes for both countries. “Through this cooperation, we look forward to translating our shared priorities into tangible outcomes, strengthening our fisheries sectors while ensuring the sustainability of our ocean resources for future generations,” he stated.

Secretary Laurel emphasized that the Memorandum demonstrates the two nations’ “shared commitment to sustainable fisheries development, responsible ocean governance, and stronger economic and social ties.” He further noted that the partnership builds on discussions dating back to 2018 on seaweed farming and aquaculture cooperation.

“The Philippines values promoting mutually beneficial economic opportunities between our countries,” Secretary Laurel said. “Through this cooperation, we aim to explore responsible access arrangements for fishing and joint commercial fishing ventures, consistent with the domestic laws, regulations, and international obligations of both parties.”

Secretary Laurel also underscored the importance of strengthening cooperation on fisheries trade standards, traceability systems, and regional conservation efforts, noting that the MOC reflects “trust, shared aspirations, and our collective vision for a sustainable blue economy that benefits our peoples and supports regional stability and prosperity.”

As ocean nations, both the Marshall Islands and the Philippines recognized the importance of regional cooperation and responsible stewardship of marine resources to ensure long-term sustainability, food security, and economic resilience.

The signing ceremony concluded with the formal exchange of the Memorandum of Cooperation, presentation of gifts, and a commemorative photo opportunity.

Honorable Anthony M. Muller, Special Envoy of the President of the Republic of the Marshall Islands and Minister of Natural Resources and Commerce, is representing Her Excellency President Dr. Hilda C. Heine and the Republic of the Marshall Islands (RMI) at the 1st Inaugural Melanesian Ocean Summit (MOS26) being held from May 11–14, 2026 at APEC Haus in Port Moresby, Papua New Guinea.

Hosted by Honorable James Marape, GCL, MP, Prime Minister of the Independent State of Papua New Guinea, under the theme “Ensuring Ocean Protection with Sustainable Ocean Economies,” the Summit has brought together Heads of State, Ministers, regional organizations, development partners, scientists, conservation leaders, and ocean stakeholders from across the Pacific and beyond to advance regional cooperation on ocean governance, marine conservation, sustainable fisheries, blue economies, and climate resilience.

The Summit marks a significant milestone for the Pacific region as leaders work toward a more coordinated and Pacific-led approach to ocean stewardship. Discussions throughout the week focus on marine protected areas, ocean financing, blue economy initiatives, marine scientific research, ocean governance, climate adaptation, and strengthening regional monitoring and enforcement efforts against Illegal, Unreported, and Unregulated (IUU) fishing.

Minister Muller delivered remarks during Plenary 2: Ocean Leaders’ Pledges, Commitments and Ambitions, where he highlighted the Marshall Islands’ national and regional commitments to ocean conservation and sustainable ocean governance.

“The Marshall Islands comes to this plenary with a simple message: our pledges must be rooted in what we are already doing, our commitments must be owned by our communities, and our ambitions must match the scale of the ocean crisis before us,” Minister Muller stated.

In his address, Minister Muller highlighted the RMI’s establishment of its first national marine sanctuary in 2025, protecting approximately 48,000 square kilometers of ocean around the remote atolls of Bikar and Bokak. “By declaring these waters as national marine sanctuaries, the Marshall Islands has taken a decisive step to fully protect them from fishing and other destructive activities. This is not only an environmental decision. It is a decision about identity, food security, intergenerational responsibility and national stewardship,” he said.

Minister Muller also underscored the importance of community-led conservation through the Marshall Islands’ Reimaanlok conservation planning framework and the Protected Areas Network (PAN), emphasizing that conservation efforts must remain rooted in local communities, traditional knowledge, and sustainable livelihoods.

“This bottom-up process is one of the most important contributions the Marshall Islands can share. It reminds us that ocean protection succeeds when communities do not simply receive decisions, but help make them,” he noted. He further reaffirmed the RMI’s commitment to regional collaboration through the Micronesian Challenge 2030 and expressed support for the emerging Melanesian Ocean Corridor of Reserves (MOCOR), highlighting the importance of Pacific solidarity in advancing ocean protection efforts.

“Let this Conference be remembered not only as a Melanesian achievement, but as a moment of Pacific unity. A moment when Micronesia stood with Melanesia. A moment when we moved from ambition to implementation, from isolated efforts to a connected Blue Pacific vision,” Minister Muller stated.

Throughout the Summit, leaders are expected to advance discussions on sustainable financing for marine protection, strengthen regional partnerships, and reinforce Pacific leadership in global ocean governance ahead of international environmental and climate negotiations.

The Republic of the Marshall Islands continues to advocate for stronger regional cooperation and Pacific-led solutions that protect marine biodiversity, strengthen food security, support sustainable economic opportunities, and safeguard the ocean for future generations.
