Polling Steps for Voters

1. Arrival at Polling Place
Voter enters the polling place during official hours (7am–7pm).

Queue Controller ensures orderly lines and gives priority to elderly, disabled, or pregnant voters.

2. Identity Verification
Voter List & Ink Officer checks fingers for indelible ink.

Voter presents identification.

Officer verifies voter’s name on the Ward or Master Voter List.

Voter signs the Voter List (this signature is treated as an affidavit).

3. Ink Application
Officer applies indelible ink to the left little finger (or alternative if missing).

This prevents multiple voting.

4. Issuance of Ballot Papers
Ballot Paper Issuer provides:

White ballot papers for Nitijela and Local Government elections.

Blue ballot paper for the Referendum.

Issuer explains the voting process and, if necessary, issues Challenged Votes or Tendered Ballot Papers.

5. Voting in Secret
Voter proceeds to the voting booth.

Marks ballot papers according to instructions.

Assistance is permitted if requested, but secrecy of the vote must be maintained.

6. Depositing Ballots
Voter places all marked ballot papers (Nitijela, Local Government, Referendum) into the single mixed ballot box.

Polling Assistant ensures ballots are deposited correctly.

7. Exit
Voter leaves the polling place.

Police officer ensures no campaigning within 100 feet and maintains order.

Indelible ink ensures one vote per voter.

Police presence guarantees security and lawful conduct.

EBMs oversee all procedures and report irregularities.
