Regional Cooperation Council (RCC) serves regional cooperation in South East Europe to spark development and growth to the benefit of its people

The Regional Cooperation Council is an all-inclusive, regionally owned and led cooperation framework, launched on 27 February 2008 at the meeting of the Ministers of Foreign Affairs of the South-East European Cooperation Process (SEECP) in Sofia. It functions as a focal point for regional cooperation in SEE and its key role is to spark development in the region to the benefit of its people. RCC he

lps prosperity and growth through regional action in SEE, while advancing European and Euro-Atlantic integration. We see our region as a prosperous place of dialogue, freedom and mobility, rich in cultural heritage, where each person feels safe and protected by the rule of law. The organization is headed by the Secretary General, Majlinda Bregu, and has a Secretariat based in Sarajevo, and a Liaison Office in Brussels.

Minister Delegate Haddad, RCC SG Kapetanović and youth talked on EU, regional cooperation, youth participation, and the future of the region ⏭️ at Fireside talk organised by EU-funded and RCC-implemented project.
At the bilateral meeting, Minister Delegate & RCC SG focused on EU enlargement momentum, France’s continued engagement in the region and more.

France is an important partner and a participant in the RCC Board, supporting regional cooperation as a tool for stability, connectivity and a stronger European future of .

RCC Secretary General Amer Kapetanovic in the newest edition of Business Magazine BiH on economic growth, regional connectivity, and preparation for European Union integration while also taking a retrospective on the 18 years of the Regional Cooperation Council.

Regional cooperation is not an alternative to EU integration. It is its accelerator.

8th Board Meeting of the Integrative Internal Security Governance Initiative - , held in marked a milestone ⏭️ as the Board members took note and welcomed the future integration of IISG into RCC security portfolio

This transition reflects a gradual move from project-based coordination towards a sustainable regional platform for governance coordination, support, implementation monitoring and donor harmonisation.

Within the RCC, the future Security Governance Hub is expected to provide political continuity, institutional sustainability and stronger links with broader mechanisms, while preserving the expertise and regional ownership built through the IISG process.

RCC together with Hellenic Foundation for European & Foreign Policy (ELIAMEP) co-hosted “From Policy to People: Security and Opportunity through Regional Cooperation and EU Enlargement” side event at GLOBSEC today in ⏭️ bringing together policymakers and experts to discuss how regional cooperation and EU enlargement can jointly strengthen security, support economic convergence, and contribute to a more resilient South East Europe and Europe

In addition to RCC Head of the Political Department Pavle Janković, the panel brought together:
- Vladimír Bilčík, Senior Fellow at GLOBSEC;
- Christian Schmidt, High Representative for Bosnia and Herzegovina;
- Dr Predrag Zenović, Chief Negotiator of Montenegro;
- Hüseyin Bağcı, Professor at Orta Dogu Teknik Universitesi;
- Dr. Ana Krstinovska, Research Fellow at ELIAMEP,
- and Frauke Seebass, Visiting Fellow at the German Institute for International and Security Affairs.

Regional cooperation remains essential to ensuring that future EU accession strengthens the region’s resilience, connectivity & European future.

RCC Secretary General Amer Kapetanovic joined the opening of “Enhancing Skills for Public Employment Services” Amsep Wapes Amspe European Conference hosted by the Labour and Employment Agency of Bosnia and Herzegovina today in .

“Public Employment Services are becoming strategic institutions as bridges between people and opportunities, employers and skills, education systems and labour-market needs, national reforms and European standards. Employment policy can no longer be treated only as social policy. It is now a competitiveness policy, demographic policy, productivity policy and part of the European integration agenda.” said RCC SG

Conference gathered Public Employment Services leaders, policymakers, practitioners, researchers and partners to exchange solutions for strengthening skills, cooperation and human-centred employment services in a transforming labour market.

✅ talked on progress under Common Regional Market, Green Agenda and security cooperation
✅ discussion on SEE2030, following recent endorsement of its 3 core deliverables, and more

“Regional cooperation is strongest when it delivers visible, practical results. Over the past year, RCC has worked to turn political commitments into operational tools, measurable progress and concrete regional outcomes. Our task now is to keep this agenda moving with discipline, transparency and shared ownership, because the credibility of regional cooperation depends on implementation,” said RCC Secretary General Amer Kapetanović.
