เมื่อวันที่ ๒๑ ก.ค.๖๙ เวลา ๑๘๓๐ น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง เข้าร่วมงานวันครบรอบ ๙๙ ปี ของการก่อตั้งกองทัพปลดปล่อยประชาชนจีน (PLA) (The 99th Anniversary of the Founding of the People's Liberation Army of China) ณ ห้องบอลรูม โรงแรม Novotel Yangon Max โดยมี Senior Colonel Qu Zhe ผชท.ทหาร สปจ./ย่างกุ้ง เป็นประธาน ผู้ร่วมงานประกอบด้วย Ms. Ma Jia ออท. สปจ. ณ กรุงย่างกุ้ง พลเอกอาวุโส Kyaw Swar Lin รองผู้บัญชาการทหารสูงสุด และ ผู้บัญชาการทหารบกเมียนมาร์ พร้อมด้วยผู้แทนจากฝ่ายทหาร มม. ทั้งสามเหล่าทัพ ทูตานุทูตต่างประเทศ พร้อมด้วย ผชท.ทหารต่างประเทศ/ย่างกุ้ง สำหรับทีมประเทศไทยมี นางสาวเชาวนี ตังวงศ์ประเสริฐ อุปทูต ณ กรุงย่างกุ้ง พร้อม ผชท.ทั้งสามเหล่าทัพ และข้าราชการ สอท. เข้าร่วมงาน ซึ่งสามารถเสริมสร้างความสัมพันธ์กับทาง สอท.สปจ. ณ กรุงย่างกุ้ง และผู้ร่วมงานได้เป็นอย่างดี

On 21 July 2026 at 1830 hrs, Senior Captain Rak Rakbamrung, Thai Naval Attaché to Yangon, attended the reception commemorating the 99th Anniversary of the Founding of the People's Liberation Army (PLA) of China, held at the Ballroom of Novotel Yangon Max Hotel. The event was hosted by Senior Colonel Qu Zhe, Defence Attaché of the People's Republic of China to Yangon.

Among the distinguished guests were Ms. Ma Jia, Ambassador of the People's Republic of China to Myanmar; Senior General Kyaw Swar Lin, Deputy Commander-in-Chief of Defence Services and Commander-in-Chief (Army) of Myanmar; senior representatives from the Myanmar Armed Forces, members of the diplomatic corps, and foreign defence attachés accredited to Yangon.

Representing Team Thailand were Ms. Chaowanee Tangwongprasert, Chargé d’Affaires at the Royal Thai Embassy in Yangon, together with the Thai Defence, Army, Navy, and Air Attachés, as well as officials from the Royal Thai Embassy.

เมื่อวันที่ ๒๑ ก.ค.๖๙ เวลา ๑๐๓๐ น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง พร้อมด้วยข้าราชการทีมประเทศไทย ร่วมทำกิจกรรมจิตอาสาบำเพ็ญสาธารณประโยชน์เฉลิมพระเกียรติพระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในโอกาสพระราชพิธีเฉลิมพระชนมพรรษา เนื่องในโอกาสวันเฉลิมพระชนมพรรษา ๒๘ ก.ค.๖๙ ณ ณ วิหาร Mahar Thin Gyan Buddha Image Statue ด้วยการมอบเงินบริจาคทำบุญและร่วมทำความสะอาดลานบริเวณโดยรอบวิหารฯ โดยมี นางสาวเชาวนี ตังวงศ์ประเสริฐ อุปทูต ณ กรุงย่างกุ้ง เป็นประธานฯ

On 12 June 2026 at 1130 hrs, Senior Captain Rak Rakbamrung, Thai Naval Attaché to Yangon, together with members of Team Thailand, participated in a volunteer community service activity in honour of His Majesty the King on the auspicious occasion of His Majesty’s Birthday Anniversary, 28 July 2026.

The activity was held at the Mahar Thin Gyan Buddha Image Statue, where participants made charitable donations to the temple and joined in cleaning the surrounding grounds as a public service. The event was presided over by Ms. Chaowanee Tangwongprasert, Chargé d’Affaires at the Royal Thai Embassy in Yangon.

เมื่อวันที่ ๑๒ มิ.ย.๖๙ เวลา ๑๑๓๐ น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง และภริยา ได้ให้การรับรองและอำนวยความสะดวกแก่ พล.ร.ต.จักษวัฏ สายวงค์ ผอ.สนผ.ยก.ทร. และคณะผู้แทนกองทัพเรือ ในโอกาสเดินทางกลับ ภายหลังเสร็จสิ้นภารกิจการประชุมความร่วมมือทางทหาร Navy to Navy Talks ครั้งที่ ๑๐ ณ สนามบินนานาชาติกรุงย่างกุ้ง
การปฏิบัติดังกล่าวเป็นไปด้วยความเรียบร้อย และมีส่วนสนับสนุนการดำเนินภารกิจของคณะผู้แทนกองทัพเรือให้บรรลุวัตถุประสงค์ ตลอดจนสะท้อนถึงความสัมพันธ์อันดีและความร่วมมืออันใกล้ชิดระหว่างกองทัพเรือไทยและกองทัพเรือเมียนมา ซึ่งมีการพัฒนาอย่างต่อเนื่องบนพื้นฐานของมิตรภาพและความเข้าใจอันดีระหว่างกัน

On 12 June 2026 at 1130 hrs, Senior Captain Rak Rakbamrung, Thai Naval Attaché to Yangon, accompanied by his spouse, extended courtesies and provided assistance to RADM Chaksawat Saiwong, Director of the Naval Policy and Planning Division, Royal Thai Navy, and the Royal Thai Navy delegation upon their departure from Yangon International Airport following the successful completion of the 10th Navy-to-Navy Talks.

The support and facilitation provided contributed to the smooth ex*****on of the delegation’s mission and the successful achievement of its objectives. The visit also reflected the strong and enduring relationship, mutual trust, and close cooperation between the Royal Thai Navy and the Myanmar Navy, which continue to develop on the foundation of friendship, mutual understanding, and shared commitment to bilateral cooption.

เมื่อวันที่ ๑๑ มิ.ย.๖๙ เวลา ๐๘๓๐ น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง ได้นำ พล.ร.ต.จักษวัฏ สายวงค์ ผอ.สนผ.ยก.ทร. และคณะ เข้าเยี่ยมชมศูนย์ฝึกทหารเรือ กองทัพเรือเมียนมา โดยมี พล.ร.จ.คุน อ่อง จ่อ ผู้บัญชาการศูนย์ฝึกทหารเรือ ให้การต้อนรับอย่างอบอุ่น พร้อมบรรยายสรุปเกี่ยวกับการจัดการฝึกศึกษาและการพัฒนากำลังพลของกองทัพเรือเมียนมา ตลอดจนสาธิตการฝึกยิงปืนสั้นและการฝึกยิงตอร์ปิโด
ในโอกาสดังกล่าว ผู้แทนกองทัพเรือทั้งสองฝ่ายได้ร่วมลงนามในการประชุมความร่วมมือทางทหาร Navy to Navy Talks ครั้งที่ ๑๐ ซึ่งนับเป็นอีกก้าวสำคัญในการเสริมสร้างความสัมพันธ์อันดี ความไว้วางใจ และความร่วมมือทางทหารระหว่างกองทัพเรือไทยและกองทัพเรือเมียนมาให้มีความใกล้ชิดและเป็นรูปธรรมยิ่งขึ้น
ต่อมา เวลา ๑๓๐๐ ได้นำคณะเดินทางทัศนศึกษาสถานที่สำคัญทางศาสนาและวัฒนธรรมของเมียนมา ได้แก่ เจดีย์คาบาเอ วัดงาทัตจี และวัดเชาทัตจี เพื่อเสริมสร้างความเข้าใจอันดีด้านศาสนา ศิลปวัฒนธรรม และความสัมพันธ์อันแน่นแฟ้นระหว่างทั้งสองประเทศ

On 11 June 2026 at 0830 hrs, Senior Captai Rak Rakbamrung RTN, Naval Attaché to Yangon, accompanied RADM Chaksawa Saiwong, Director of the Naval Policy and Plans Division, Royal Thai Navy, and delegation members on a visit to the Naval Training Center of the Myanmar Navy.

The delegation was warmly received by Commodore Khun Aung Kyaw, Commander of Naval Training Command, who provided a comprehensive briefing on the Myanmar Navy’s education and training management system, as well as its personnel development programs. The visit also included demonstrations of pistol marksmanship training and torpedo firing exercises.

On this occasion, representatives of both navies jointly signed the Minutes of the 10th Navy-to-Navy Talks, marking another significant milestone in strengthening the longstanding friendship, mutual trust, and military cooperation between the Royal Thai Navy and the Myanmar Navy, while further enhancing practical and substantive bilateral relations.

Later at 1300 hrs, the delegation visited several prominent religious and cultural landmarks in Myanmar, including Kaba Aye Pagoda, Nga Htat Gyi Pagoda, and Chauk Htat Gyi Pagoda. The visit aimed to promote greater mutual understanding of religion, arts, culture, and the close relationship between the two cories.

เมื่อวันที่ ๑๐ มิ.ย.๖๙ เวลา ๐๘๓๐ น. น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง ได้นำ พล.ร.ต.จักษวัฏ สายวงค์ ผอ.สนผ.ยก.ทร. เข้าเยี่ยมคำนับ พล.ร.จ.อ่อง อ่อง หน่าย ผบ.ภาคกลางทหารเรือเมียนมา ณ กองบัญชาการภาคกลางทหารเรือเมียนมา เพื่อกระชับความสัมพันธ์อันดีและเสริมสร้างความร่วมมือระหว่างกองทัพเรือไทยและกองทัพเรือเมียนมา โดยบรรยากาศการหารือเป็นไปด้วยความอบอุ่นและเป็นมิตร สะท้อนถึงความสัมพันธ์อันใกล้ชิดระหว่างทั้งสองกองทัพเรือ และเมื่อเวลา ๑๐๐๐ น. พล.ร.ต.จักษวัฏ สายวงค์ ผอ.สนผ.ยก.ทร. ในฐานะหัวหน้าคณะผู้แทนกองทัพเรือไทย พร้อมด้วย พล.ร.จ. On 10 June 2026 at 0830 hrs, Senior Captain Rak Rakbumrung RTN, Naval Attaché to Yangon, accompanied Rear Admiral Chaksawat Saiwong, Director of the Policy and Planning, Naval Operations Department, Royal Thai Navy, on a courtesy call to Commodore Aung Aung Naing, Commander of the Central Naval Command, Myanmar Navy, at the Headquarters of the Central Naval Command.

The visit was conducted to further strengthen the longstanding friendship and enhance cooperation between the Royal Thai Navy and the Myanmar Navy. Discussions were held in a warm and cordial atmosphere, reflecting the close and enduring ties between the two navies.

Later, at 1000 hrs, Rear Admiral Chaksawat Saiwong, as Head of the Royal Thai Navy Delegation, together with Commodore Khun Aung Kyaw, Commander of Naval Training Command, representatives from both navies, and the Naval Attaché to Yangon, participated in the 10th Navy-to-Navy Talks.

The meeting focused on key areas of bilateral cooperation, including maritime security, joint naval exercises, exchange programs for naval officers and cadets, as well as future initiatives to further promote relations and cooperation between the two navies.

The talks were conducted successfully and achieved all intended objectives, demonstrating the shared commitment of both navies to further strengthening their friendship and expanding military cooperation for mutual benefit in the years ahead.

On 9 June 2026 at 1030 hrs, Senior Captain Rak Rakbumrung RTN, Naval Attaché to Yangon, and his spouse welcomed Rear Admiral Chaksawat Saiwong, Director of the Policy and Planning, Naval Operations Department, Royal Thai Navy, as Head of the Delegation, together with members of the delegation, on the occasion of their official visit to Myanmar to participate in the 10th Navy-to-Navy Talks (NTNT), hosted by the Myanmar Navy.
Activities conducted during the visit included:
• A courtesy call on the Chargé d'Affaires at the Royal Thai Embassy in Yangon.
• A preparatory meeting for the 10th Navy-to-Navy Talks.
• A visit to the Botataung Pagoda by the Royal Thai Navy delegation.

ตามประกาศสำนักพระราชวัง เรื่อง การสิ้นพระชนม์ของ พลเอกหญิง สมเด็จพระเจ้าลูกเธอ เจ้าฟ้าพัชรกิติยาภา นเรนทิราเทพยวดี กรมหลวงราชสาริณีสิริพัชร มหาวัชรราชธิดา ได้นำมาซึ่งความโศกเศร้าและอาลัยยิ่งแก่พสกนิกรชาวไทยทั่วประเทศ

On 18 May 2026 at 1900 hrs, Senior Captain Rak Rakbamrung RTN, Thai Naval Attaché to Yangon, and his spouse hosted a dinner reception for Colonel Choi Youngbae, Defence Attaché of the Republic of Korea in Yangon, and his spouse; Colonel Jaswinder Singh Gill, Defence Attaché of India in Yangon, and his spouse; together with Colonel Nakeo Hiroshi, Defence Attaché of Japan in Yangon, and his spouse.

The gathering was arranged to further strengthen friendly relations and to exchange useful information and perspectives among the defence attachés. The evening was conducted in a warm, cordial, and highly friendly.

เมื่อวันที่ ๑๓ พ.ค.๖๙ เวลา ๑๘๓๐ น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง และคุณเบญจพร รักษ์บำรุง ภริยา ได้เป็นเจ้าภาพจัดเลี้ยงอาหารค่ำเพื่อเป็นเกียรติแก่ นายยอดยิ่ง ศุภศรี อุปทูต ณ กรุงย่างกุ้ง และคณะนักการทูต ณ สน.ผชท.ทร.ไทย/ย่างกุ้ง ในการนี้ ได้มีการแลกเปลี่ยนข้อคิดเห็นและข้อมูลสถานการณ์ในเมียนมาอย่างสร้างสรรค์ ภายใต้บรรยากาศที่เป็นกันเองและอบอุ่น อันเป็นการส่งเสริมความเข้าใจอันดีและกระชับความสัมพันธ์ระหว่างหน่วยงานที่เกี่ยวข้องให้แน่นแฟ้นยิ่งขึ้น

On 13 May 2026 at 1830 hrs, Senior Captain Rak Rakbamrung RTN, Thai Naval Attaché to Yangon, and his spouse hosted a dinner reception in honour of Mr. Yodying Suphasri, Chargé d’Affaires, Royal Thai Embassy in Yangon, together with members of the diplomatic corps, at the Office of the Royal Thai Navy Attaché in Yangon.

On this occasion, constructive exchanges of views and updates on the situation in Myanmar were conducted in a warm and cordial atmosphere, further promoting mutual understanding and strengthening the close relations among the relevant agencies. The event proceeded smoothly.

เมื่อวันที่ ๕ พ.ค.๖๙ เวลา ๑๘๓๐ น.อ.รักษ์ รักษ์บำรุง ผชท.ทร.ไทย/ย่างกุ้ง ร่วมงานเลี้ยงรับรองบนเรือ INS Satpura (F-48) ซึ่งเป็นเรือที่เข้ามาส่งมอบยุทโธปกรณ์เรือและระบบรักษาความปลอดภัยชายฝั่ง ให้แก่ ทร.มม. โดยมี พล.ร.อ. Dinesh K Tripathi เสนาธิการอินเดีย เป็น ผบ.หน่วยเรือ โดยงานเลี้ยงครั้งนี้ มีผู้แทนจากฝ่ายทหารเมียนมา ได้แก่ พล.ท.โก โก อู เสธ.ทหาร มม. เป็นแขกเกียรติยศฝ่ายเมียนมา พร้อมด้วย เสธ.ทร.มม. จก.อุทกศาสตร์ จก.อู่ทหารเรือ ผบ.หน่วยยามฝั่งเมียนมา และ ผชท.ทหารต่างประเทศ/ย่างกุ้ง เข้าร่วมงาน ซึ่งการเยือนเมียนมาครั้งนี้มีเรือ INS Sunaya (P-57) ซึ่งเป็นเรือฝึก ทร.อินเดีย เข้าจอดเยี่ยมเมืองท่าย่างกุ้งด้วย โดยเรือฝึกดังกล่าวมีนายทหารเรือต่างชาติจำนวน ๑๖ ประเทศ เข้าร่วมฝึก รวมถึงนายทหารเรือจากประเทศไทยจำนวน ๒ นาย

On 5 May 2026 at 1830 hrs, Senior Captain Rak Rakbamrung RTN, Thai Naval Attaché to Yangon, attended a reception aboard INS Satpura (F-48), an Indian Navy vessel deployed to deliver naval equipment and coastal security systems to the Myanmar Navy. Admiral Dinesh K. Tripathi, Chief of the Naval Staff of India, served as the Commander of the visiting naval task group.

Distinguished guests from the Myanmar Armed Forces attending the reception included Lieutenant General Ko Ko Oo, Chief of Staff (Army, Navy and Air) of Myanmar, who attended as the Guest of Honour representing the Myanmar side, together with senior Myanmar Navy officers, including the Chief of Naval Hydrographic Centre, the Director General of Naval Dockyards, the Commander of the Myanmar Coast Guard, as well as foreign defence attachés stationed in Yangon.

During this visit to Myanmar, INS Sunaya (P-57), an Indian Navy training vessel, also made a port call at Yangon. The training programme aboard the vessel included naval officers from 16 countries, including two Royal Thai Navy officers from Thailand.
