A new brief from the ILO examines how generative AI could affect labour markets across the Association of Southeast Asian Nations (ASEAN). အိမ်အကူအလုပ်သမားများအတွက် သင့်တော်ကောင်းမွန်သော အလုပ်အကိုင်ဖြစ်ရေး အတွက် ဆက်လက်မစောင့်ဆိုင်းသင့်တော့ပါ

လွန်ခဲ့သော ၁၅ နှစ်က ဆွစ်ဇာလန်နိုင်ငံ၌ နေသာသော ဇွန်လ၏ နေ့ရက်တစ်ရက်တွင် ကမ္ဘာတစ်ဝန်းရှိ သန်းပေါင်းများစွာသော အိမ်အကူအလုပ်သမားများသည် ၎င်းတို့နှင့် ထိုက်တန်သည့် အသိအမှတ်ပြုမှုကို ရရှိခဲ့ကြသည်။

သို့သော် အမျိုးသမီးအများစုဖြစ်သည့် အိမ်အကူအလုပ်သမားများအပေါ် တန်ဖိုးထားမှုမရှိခြင်း၊ ကာကွယ် စောင့်ရှောက်မှု မလုံလောက်ခြင်းနှင့် ကိုယ်စားပြုမှု မရှိခြင်းများကို ရင်ဆိုင်နေကြရဆဲ ဖြစ်သည်။

အပြည်ပြည်ဆိုင်ရာ အလုပ်သမားစံနှုန်းတစ်ရပ်ဖြစ်သည့် အိမ်အကူအလုပ်သမားများဆိုင်ရာ ပြဌာန်းချက် သည် အိမ်အကူအလုပ်သမားများကို အခြားအလုပ်သမားများနည်းတူ အခွင့်အရေးနှင့် ကာကွယ် စောင့်ရှောက်မှုများ ရသင့်ရထိုင်သော အလုပ်သမားများအဖြစ် အသိအမှတ်ပြုခြင်းအားဖြင့် အပြောင်းအလဲ အတွက် အခြေခံအုတ်မြစ်ကို ချမှတ်ပေးခဲ့သည်။

ပြဌာန်းချက်ကို အတည်ပြုခဲ့ပြီးသည့် ၁၅ နှစ်အတွင်း နိုင်ငံအများအပြားတွင် အိမ်အကူအလုပ်သမားများ အတွက် ကာကွယ်စောင့်ရှောက်မှုများ ပိုမိုကောင်းမွန်လာခဲ့သည်။ ၂၀၂၁ ခုနှစ်အထိ တစ်ကမ္ဘာလုံး၌ အလုပ်သမားဥပဒေအရ အသိအမှတ်ပြုခံရသော အိမ်အကူအလုပ်သမား အချိုးအစားမှာ ၁၅ ရာခိုင်နှုန်း တိုးတက်လာခဲ့သည်။ ယင်းသို့တိုးတက်မှုများရှိသော်လည်း သန်းပေါင်းများစွာသော အိမ်အကူအလုပ်သမား များသည် အလုပ်သမားအခွင့်အရေးများ၊ လူမှုကာကွယ်စောင့်ရှောက်မှုများနှင့် သင့်တော်ကောင်းမွန်သော အလုပ်အကိုင်အခြေအနေများမှ ဖယ်ကျဉ်ခံထားနေရဆဲဖြစ်သည်။ ထိုသို့ ဖယ်ကျဉ်ထားခံရခြင်း အခြေအနေ များသည် မြန်မာနိုင်ငံတွင်လည်း ဆက်လက် ဖြစ်ပေါ်နေဆဲဖြစ်သည်။

မြန်မာနိုင်ငံတွင် ဥပဒေနှင့် လူမှုကာကွယ်စောင့်ရှောက်မှု အကန့်အသတ်ရှိသော တရားဝင်မဟုတ်သည့် အလုပ်ခန့်ထားမှုစနစ်များ အောက်တွင် အလုပ်လုပ်ကိုင်နေသော အိမ်အကူအလုပ်သမားများ ထောင်ပေါင်း များစွာရှိနေပြီး အများစုမှာ အမျိုးသမီးများနှင့် မိန်းကလေးများ ဖြစ်ကြသည်။ အိမ်အကူအလုပ်သည် အိမ်ထောင်စုများ၊ စောင့်ရှောက်ရေးစနစ်များနှင့် စီးပွားရေးတစ်ခုလုံးအတွက် အရေးပါ၍ အထောက်အကူ ဖြစ်နေသော်လည်း မြင်သာမှုအနည်းဆုံး အလုပ်အကိုင်အမျိုးအစားများထဲမှ တစ်ခုအဖြစ် ဆက်လက်တည်ရှိ နေသည်။ အိမ်အကူအလုပ်သမားများသည် အလုပ်ချိန်များစွာလုပ်ကိုင်ရခြင်း၊ လုပ်ခလစာ နည်းပါးခြင်း၊ အလုပ်အကိုင်မတည်ငြိမ်ခြင်းနှင့် လူမှုကာကွယ်စောင့်ရှောက်မှုများ လက်လှမ်းမမီခြင်းတို့ကို ကြုံတွေ့နေရ သည်။

ပြည်ပသို့ သွားရောက်အလုပ်လုပ်ကိုင်ကြသော ရွှေ့ပြောင်းအိမ်အကူအလုပ်သမားများအတွက်မူ အဆိုပါ စိန်ခေါ်မှုများအပြင် ကန့်သတ်ထားသော လူဝင်မှုကြီးကြပ်ရေးစည်းမျဉ်းများ၊ လုပ်သားစုဆောင်းသည့် ကုန်ကျစရိတ်များ၊ ဘာသာစကားအခက်အခဲများ၊ အလုပ်ရှင်အပေါ် မှီခိုနေရမှုများနှင့် တရားဝင်နေထိုင်ခွင့် ဆုံးရှုံးမည်ကို စိုးရိမ်ရခြင်းများကိုလည်း ထပ်မံရင်ဆိုင်ရလေ့ရှိသည်။ ပိုမိုကောင်းမွန်သော အခွင့်အလမ်းများ ကို ရှာဖွေရန် ပြည်ပသို့ ထွက်ခွာကြသော်လည်း မမျှတသော လုပ်သားခေါ်ယူရေး လုပ်ငန်းစဉ်များ၊ ကြွေးမြီ ဝန်ထုပ်ဝန်ပိုးများနှင့် တစ်ဦးထဲအလုပ်လုပ်ရသော လုပ်ခွင်များတွင် အမြတ်ထုတ်ခံရမှုများကို ကြုံတွေ့နိုင် သည်။

ယနေ့အချိန်တွင် မြန်မာနိုင်ငံ ပြည်တွင်းနှင့် ပြည်ပရောက် မြန်မာအိမ်အကူအလုပ်သမားများကို ကာကွယ် စောင့်ရှောက်ရန် ယခင်ကထက် ပိုမိုအရေးကြီးလာသည်။ မြန်မာနိုင်ငံသည် စီးပွားရေးနှင့် လူမှုရေး စိန်ခေါ်မှု များကို ဆက်လက်ရင်ဆိုင်နေရသည့်အတွက် အိမ်အကူအလုပ်သမားများအတွက် ကာကွယ် စောင့်ရှောက်မှု၊ ကျွမ်းကျင်မှုဖွံ့ဖြိုးရေးနှင့် အထောက်အပံ့ဝန်ဆောင်မှုများကို ပိုမိုအားကောင်းလာစေရန် ဆောင်ရွက်ခြင်း သည် သင့်တော်ကောင်းမွန်သော အလုပ်အကိုင်နှင့် ဘေးကင်းလုံခြုံသော ရွှေ့ပြောင်းသွားလာခြင်း လမ်းကြောင်းများ ဖော်ဆောင်ရာတွင် အရေးပါသည်။

ကမ္ဘာတစ်ဝန်းနှင့် ဒေသတွင်း၌ တိုးတက်မှုများ ရှိလာခဲ့သော်လည်း ယခုအချိန်တွင် မေးခွန်းထုတ်ရမည့် အချက်မှာ လာမည့် ၁၅ နှစ်အတွင်း အိမ်အကူအလုပ်သမားများအား ပိုမိုကောင်းမွန်စွာ ကာကွယ် စောင့်ရှောက်နိုင်ရေးအတွက် အပြောင်းအလဲများကို မည်သို့ အရှိန်မြှင့်ဆောင်ရွက်ကြမည်နည်း ဟူသော အချက်ဖြစ်သည်။ ကျေးဇူးတင်စွာဖြင့် ယနေ့ အိမ်အကူအလုပ်သမားကဏ္ဍသည် လွန်ခဲ့သော ၁၅ နှစ်ကထက် ပိုမိုအားကောင်းလာပြီဖြစ်သည်။ နိုင်ငံများစွာက အိမ်အကူအလုပ်သမားများဆိုင်ရာ ပြဌာန်းချက်ကို အတည်ပြု လက်မှတ်ရေးထိုးခဲ့ကြသကဲ့သို့ အလုပ်သမား ကာကွယ်စောင့်ရှောက်မှုများကိုလည်း တိုးချဲ့ ဆောင်ရွက်လာကြပြီး အလုပ်သမားအခွင့်အရေးများကို လက်တွေ့အကောင်အထည်ဖော်နိုင်ရန် အဖွဲ့အစည်း ဆိုင်ရာ စွမ်းဆောင်ရည်များကိုလည်း မြှင့်တင်လာကြသည်။ အာဆီယံဒေသတွင်လည်း အင်ဒိုနီးရှားနိုင်ငံနှင့် ထိုင်းနိုင်ငံတို့က အိမ်အကူအလုပ်သမားများအတွက် ကာကွယ်စောင့်ရှောက်မှုများကို ယခုနှစ်နှင့် ၂၀၂၄ ခုနှစ် တို့၌ အသီးသီး တိုးမြှင့်ဆောင်ရွက်ခဲ့ကြသည်။

မြန်မာနိုင်ငံတွင် အိမ်အကူအလုပ်သမားများကို အသိအမှတ်ပြုခံရမှုနှင့် ကာကွယ်စောင့်ရှောက်မှုများ ပိုမိုခိုင်မာလာစေရန် အရေးပါသော ခြေလှမ်းများ လုပ်ဆောင်မှုရှိခဲ့သည်။ ILO ၏ TRIANGLE စီမံချက်သည် အရပ်ဖက်အဖွဲ့အစည်းများ အပါအဝင် မိတ်ဖက်အဖွဲ့အစည်းများ၏ ပံ့ပိုးကူညီမှုဖြင့် အိမ်အကူ အလုပ်သမားများအတွက် ကျွမ်းကျင်မှုဖွံ့ဖြိုးရေးသင်တန်းများ၊ ခေါင်းဆောင်မှုစွမ်းရည်မြှင့်တင်ခြင်း၊ အလုပ်သမားအခွင့်အရေးဆိုင်ရာ အသိပညာပေးမှုများ၊ လုံခြုံသော ရွှေ့ပြောင်းသွားလာမှုဆိုင်ရာ သတင်း အချက်အလက်များနှင့် ပံ့ပိုးရေးဝန်ဆောင်မှုများကို လက်လှမ်းမီ ရရှိလာခဲ့ကြသည်။ ထိုလုပ်ငန်းစဉ်များ ကြောင့် မြန်မာနိုင်ငံအတွင်း အလုပ်လုပ်ကိုင်နေသော အိမ်အကူအလုပ်သမားများနှင့် ပြည်ပတွင် အလုပ်အကိုင်ရှာဖွေနေသော ရွှေ့ပြောင်းအိမ်အကူအလုပ်သမားများသည် မိမိတို့၏ အခွင့်အရေးများကို ပိုမိုနားလည် သဘောပေါက်လာပြီး တောင်းဆိုကာကွယ်နိုင်စွမ်း မြင့်မားလာသည့်အပြင် အလုပ်အကိုင် အခြေအနေများကို တိုးတက်ကောင်းမွန်စေကာ ကူညီပံ့ပိုးရေး ကွန်ရက်များကိုလည်း ပိုမိုခိုင်မာစွာ တည်ဆောက်နိုင်ခဲ့သည်။

အိမ်အကူအလုပ်သမားအဖွဲ့အစည်းများလည်း တိုးတက်အားကောင်းလာခဲ့ပြီး ယနေ့တွင် အပြည်ပြည်ဆိုင်ရာ အိမ်အကူအလုပ်သမားများအဖွဲ့ချုပ် (IDWF) သည် နိုင်ငံပေါင်း ၇၁ နိုင်ငံမှ အဖွဲ့ဝင်အဖွဲ့အစည်း ၉၄ ဖွဲ့ကို စုစည်းထားပြီး အိမ်အကူအလုပ်သမား ၆၇၆,၀၀၀ ကျော်ကို ကိုယ်စားပြုလျက်ရှိသည်။

မြန်မာနိုင်ငံတွင်လည်း အိမ်အကူအလုပ်သမားများသည် ၄င်းတို့၏ စုပေါင်းအသံကို မြှင့်တင်နိုင်ရေးအတွက် ဖွဲ့စည်းတည်ဆောက်မှုများ ဆောင်ရွက်လာခဲ့ကြပြီး ထင်ရှားသော တိုးတက်မှုများ ရရှိခဲ့ကြသည်။ ILO နှင့် မိတ်ဖက်အဖွဲ့အစည်းများ၏ ပံ့ပိုးမှုဖြင့် ၂၀၂၃ ခုနှစ်တွင် မြန်မာနိုင်ငံ၏ ပထမဆုံး အိမ်အကူအလုပ်သမားများ ကိုယ်တိုင်ဦးဆောင်ဖွဲ့စည်းထားသည့် “မြန်မာအိမ်အကူအလုပ်သမားများအသင်း” ကို တည်ထောင် နိုင်ခဲ့သည်။ အဆိုပါအသင်းသည် အလုပ်သမားအခွင့်အရေးများ မြှင့်တင်ရေး၊ အိမ်အကူအလုပ်သမားများ အတွက် ပိုမိုကောင်းမွန်သော ကာကွယ်စောင့်ရှောက်မှုနှင့် အသိအမှတ်ပြုမှုများ ရရှိရေးအတွက် ဆောင်ရွက်ခြင်း၊ အိမ်အကူအလုပ်သမားများ အချင်းချင်း အတွေ့အကြုံများ ဖလှယ်နိုင်ခြင်း၊ စည်းလုံး ညီညွတ်မှုတည်ဆောက်နိုင်ခြင်းနှင့် အပြုသဘောဆောင်သော အပြောင်းအလဲများ ဖြစ်ပေါ်လာစေရန် ဆွေးနွေးဖလှယ်နိုင်သည့် ပလက်ဖောင်းတစ်ခု ဖန်တီးပေးခြင်းတို့တွင် အရေးပါသော အခန်းကဏ္ဍမှ ပါဝင်လျက်ရှိသည်။ ယင်းကြိုးပမ်းအားထုတ်မှုများသည် ပိုမိုပါဝင်ခွင့်ရှိပြီး တရားမျှတသော အနာဂတ် အလုပ်အကိုင်ဝန်းကျင်တစ်ခု တည်ဆောက်ရာတွင် အိမ်အကူအလုပ်သမားများ၏ စွမ်းအားနှင့် ခေါင်းဆောင်မှု အခန်းကဏ္ဍ၏ တိုးတက်အားကောင်းလာမှုကို ထင်ဟပ်ပြသလျက်ရှိသည်။

အိမ်အကူအလုပ်သမားဆိုင်ရာ ပြဌာန်းချက်ကို အတည်ပြုလက်မှတ်ရေးထိုးခြင်းသည် အိမ်အကူ အလုပ်သမားများကို ကာကွယ်စောင့်ရှောက်ရန်အတွက် အဓိကကျသော အခြေခံအချက်တစ်ရပ် ဖြစ်သော်လည်း ထိုသို့အတည်ပြုလက်မှတ်ရေးထိုးခြင်းသည် ခရီးလမ်းဆုံး မဟုတ်ပေ။ ထိုသို့ ဆောင်ရွက်ခြင်းက အိမ်အကူအလုပ်သမားများအတွက် အခွင့်အရေးများ၊ ကိုယ်စားပြုမှုများနှင့် လူမှုတရား မျှတမှုတို့၏ အစိတ်အပိုင်းတစ်ရပ်ဖြစ်ကြောင်း အာမခံပေးသည့် ကတိကဝတ်တစ်ရပ် ဖြစ်ပေသည်။

Decent work for domestic workers can’t wait
Fifteen years ago, on a sunny June day in Switzerland, millions of domestic workers worldwide gained the recognition they had long deserved.

The adoption of the Domestic Workers Convention 2011 (No. 189) during the International Labour Conference in Geneva was a landmark moment, one that recognised domestic work as work like any other.

In Myanmar, domestic workers play a critical role in sustaining families, societies, and economies. They clean homes, cook meals, guard households and tend to gardens. They also care for children, older persons, and persons with disabilities in need of care and support.

However, domestic workers, the majority of whom are women, remain largely undervalued, under protected and underrepresented.

The Domestic Workers Convention – an international labour standard – created the foundation for change when it recognized domestic workers as workers, entitled to the same rights and protections as other workers.

In the fifteen years since its adoption, there are better protections for domestic workers in several countries. By 2021, there had been a 15-percentage point increase globally in the number of domestic workers recognized under labour laws. Yet despite this progress, millions remain excluded from labour rights, social protection and decent working conditions. These exclusions persist in Myanmar.
Myanmar is home to thousands of domestic workers, most of whom are women and girls working in informal arrangements with limited legal and social protection. Domestic work remains one of the least visible forms of employment despite its essential contribution to households, care systems and the wider economy. Many domestic workers face long working hours, low wages, job insecurity and limited access to social protection.

For migrant domestic workers who leave Myanmar and work abroad, these challenges are compounded by restrictive immigration rules, recruitment fees and costs, language barriers, dependency on employers and fear of losing legal status. Migrant domestic workers often leave Myanmar in search of better opportunities abroad, but may face unfair recruitment practices, associated debt, and exploitation in isolated workplaces.

Today, protecting Myanmar domestic workers at home and abroad is more urgent than ever. As Myanmar continues to experience economic and social challenges, strengthening protection, skills development and access to support services for domestic workers is critical to ensuring decent work and safe migration pathways for women workers.

While there has been progress globally and in the region, the question now is how we can accelerate change in the next 15 years to ensure their protection? Thankfully, the world of domestic work is also stronger than it was 15 years ago, with more countries having ratified the convention or otherwise extended labour protection and strengthened their institutional capacity to implement rights, including in ASEAN with Indonesia and Thailand increasing protections for domestic workers this year and in 2024 respectively. In Myanmar, important steps have been taken to strengthen the recognition and protection of domestic workers. Through the support of the ILO's TRIANGLE programme and in partnership with CSOs and other stakeholders, domestic workers have gained access to skills training, leadership development, rights awareness, safe migration information and support services. These initiatives have empowered both domestic workers employed within Myanmar and migrant domestic workers seeking employment abroad to better understand and claim their rights, improve their working conditions and build stronger support networks.

Domestic workers’ organizations have also grown: the International Domestic Workers Federation today brings together 94 affiliates in 71 countries, representing more than 676,000 domestic workers.
In Myanmar domestic workers have also been organizing, making significant progress in raising their collective voice. With support from the ILO and partner organizations, the Myanmar Domestic Workers Association was established in 2023 as the country's first organization led by and for domestic workers. The Association has played an important role in promoting labour rights, advocating for better protection and recognition of domestic workers, and creating a platform through which domestic workers can share experiences, build solidarity and engage in dialogue for change. These efforts demonstrate the growing strength and leadership of domestic workers in shaping a more inclusive and equitable future of work.

Ratification of the Domestic Worker’s Convention remains central to protecting domestic workers. But it is not the end of the journey; rather, it is a democratic commitment, a promise that domestic workers belong within rights, representation and social justice.
This is why today is more than an anniversary of the Domestic Worker’s Convention. It is a call to build and accelerate movements across sectors, borders and identities, grounded in shared interests and values. However, at current rates of progress, it would take 85 more years to ensure all domestic workers are protected. It’s too slow.

Domestic workers are the bedrock of our economies and provide essential care services that enable hundreds of millions of women and men to participate in the labour market and in their family lives. Let us not make them wait for the labour protection that is rightfully theirs. Now is the time to ensure that domestic workers themselves enjoy a firm foundation of decent work. Our collective wellbeing depends on it.

Red Card to Child Labour: Fair Play for Children, Decent Work for Adults

On the accession of World Day Against Child Labour, we join states, employers' and workers' organizations, civil society, and development partners around the world in renewing our commitment to end child labour and protect the rights of every child.

This year's theme, "Red Card to Child Labour: Fair Play for Children, Decent Work for Adults," highlights the urgent need to ensure that every child can learn, play, and grow in a safe and supportive environment, free from exploitation.

As highlighted during a high-level event held on the sidelines of the International Labour Conference (ILC) 2026, the latest global estimates on child labour remind us that millions of children worldwide continue to be engaged in child labour. While progress has been made, much more needs to be done to accelerate action and achieve the global goal of ending child labour in all its forms.
Child labour deprives children of their childhood, education, health, and future opportunities. Addressing this challenge requires tackling its root causes through quality education, social protection, poverty reduction, and decent work opportunities for adults and families.

Achieving lasting progress requires collective action. Governments, employers' and workers' organizations, civil society organizations, communities, families, and development partners all have a role to play in creating an environment where children are protected from exploitation and empowered to reach their full potential.

Unemployment is steady — but decent work is not.

In 2025, the global unemployment rate held at 4.9% (unchanged from 2024) and is projected to stay at a similar level until 2027.

But the headline number hides deeper cracks: in 2026, global unemployment is forecast to reach 186 million, and the broader “jobs gap” (people who want work but don’t have adequate access to it) is projected at 408 million.

And when job quality stalls, inequality grows. In 2025, the global labour income share was 52.6%, still below its 2019 level (53.0%) — a sign that real wage growth hasn’t kept up.

Employment and Social Trends 2026 maps the pressures shaping work in the year ahead — and what it will take to turn resilience into inclusive growth.

Ma Swe Swe shares her learning from 15 years as a domestic worker in Singapore

My name is Swe Swe. I began working as a domestic worker in Singapore in 2010. When I first started working, I was assigned childcare responsibilities in addition to taking care of the house. Every morning, I had to wake up at 5 AM and do the housework before their child woke up. After the child was awake, I had to bath, feed and take care of them all day long. I was not allowed to sleep until the child had fallen asleep, so I had virtually no time to rest.

To pay for migrating to Singapore, I had to borrow money from a recruitment agency and had to repay the amount over a period of eight months. During this time, I did not receive any rest days at all. After one full year of this work schedule, I was extremely exhausted and could no longer continue.

By learning from the difficulties I faced, I was able to obtain better working conditions at my next job as a domestic worker. I continued working with that employer for the next 14 years. In 2025, I was finally able to return home to my family in Myanmar.

Working abroad is not as easy as many people think. The advice I would like to give to other people who are interested in migrating is to thoroughly learn the language in your destination country. Furthermore, you should train for the type of job you are going to do in advance. For example, women who plan to migrate for domestic work should attend training courses before going abroad.

When you actually start working as a domestic worker, the ability to manage household tasks systematically and to communicate effectively with your employer is extremely important. One option to improve your skills is the Three Good Spoons training school in Yangon, which provides very practical training courses not only for women who plan to work as domestic workers in Myanmar, but also for those who plan to work abroad.

၁၉၈၉ ခုနှစ်မှာ ထားဝယ်ကနေ ဂဏန်းပို့တဲ့ မော်တော်ဘုတ်စက်လှေလေးနဲ့ ထိုင်းနိုင်ငံကို သွားရောက်ခဲ့ပါတယ်။ ပတ်စ်ပို့ မရှိတဲ့အတွက် ပင်လယ်မှာ (၂) ညအိပ်ပြီးမှ ရနောင်းမြို့က ဆိပ်ကမ်းကို ရောက်လာနိုင်ခဲ့တာပါ။ အဲဒီအချိန်တုန်းက ရွှေ့ပြောင်းအလုပ်သမားတွေဟာ တရားဝင်အထောက်အထားစာရွက်စာတမ်း မရှိရင်လည်း ထိုင်းနိုင်ငံရဲ့ ရေလုပ်ငန်းမှာ အလုပ်အကိုင် လွယ်လွယ်ကူကူ ရရှိနိင်ပါတယ်။ အရင်တုန်းက ကျွန်တော်က ငါးဖမ်းအလုပ်သမားအဖြစ် လုပ်ကိုင်ခဲ့ဖူးတဲ့အတွက် လှေတစ်စီးကို ရေလုပ်သား (၃၈) ဦးပါတဲ့ ငါးဖမ်းစက်လှေတစ်စီးမှာ အလုပ်ရခဲ့ပါတယ်။

အဲ့အချိန်ကစပြီး (၂၅) နှစ်လုံးလုံး ငါးဖမ်းလှေအမျိုးမျိုးပေါ်မှာ ပြောင်းလုပ်ခဲ့ပြီး၊ ဗဟုသုတနဲ့ အတွေအကြုံတွေ အများကြီး ရခဲ့ပါတယ်။ ငါးဖမ်းလုပ်ငန်းဟာ အရမ်းပင်ပန်းပြီး၊ အန္တရာယ်များသလို၊ လုပ်ငန်းကျွမ်းကျင်မှု အများကြီး လိုအပ်ပါတယ်။ အလုပ်ချိန်ကလည်း ပုံမှန် မရှိပါဘူး။ ကျွန်တော်တို့ တခါတလေ (၃) ၊ (၄) ရက် ဆက်တိုက် နေ့ရော၊ ညပါ မအိပ်မနား လုပ်ရပါတယ်။ လပေါင်းတော်တော်များများက နေ့တိုင်းနီးပါး ပင်လယ်မှာ အလုပ်လုပ်ရပြီး၊ (၄) ရက် (၅) ရက်လောက်ပဲ ကမ်းမှာနားတဲ့အခါ ပိုက်ချုပ်၊ လှေပြင် လုပ်ရပါတယ်။ ခက်ခဲကြမ်းတမ်းတဲ့ ဘဝဖြစ်ပြီး၊ အချင်းချင်းကြား အကြမ်းဖက်မှုတွေဖြစ်ရင် ပြင်းပြင်းထန်ထန် ထိခိုက်ဒဏ်ရာ ရတာတွေ၊ အသက်ပါ ဆုံးရှုံးတာတွေကို တွေ့ဖူးပါတယ်။

အရင်တုန်းကဆိုရင် ကျွန်တော် တစ်လကို လုပ်အားခ ၃,၅၀၀ ဘတ်ပဲ ရပါတယ်။ လုပ်ငန်းကျွမ်းကျင်ပြီး ထိုင်းစကားပြောတတ်တဲ့အချိန်မှာတော့ လုပ်အားခ ၇,၅၀၀ ဘတ်ထိ တိုးပြီးရခဲ့ပါတယ်။ အခုချိန်မှာတော့ ရေလုပ်သားတွေရဲ့ လုပ်အားခက အရင်ထက် ပိုရပါတယ်၊ ဒါပေမဲ့ သူတို့ရဲ့ ဗဟုသုတ၊ လုပ်ငန်းကျွမ်းကျင်မှုနဲ့လည်း အများကြီး သက်ဆိုင်ပါတယ်။

သိပ်ပြီး မပြောင်းလဲသေးတဲ့အရာတစ်ခုကတော့ ငါးဖမ်းလှေတွေပေါ်က ဘေးကင်းလုံခြုံရေးဆိုင်ရာစံနှုန်းတွေပဲ ဖြစ်ပါတယ်။ ငါးဖမ်းလုပ်သားတွေ ညဖက် အလုပ်လုပ်ရတဲ့အချိန်မှာ မီးအလင်းရောင် ကောင်းကောင်းမရတော့၊ ထိခိုက်ဒဏ်ရာရတာတွေ၊ ပင်လယ်ထဲပြုတ်ကျသေဆုံးတာတွေ လွယ်လွယ်ကူကူ ဖြစ်နိုင်တဲ့အပြင်၊ ခြေလက်တွေ စက်ထဲပါသွားတာမျိုးလည်း ရှိပါတယ်။ ဒီလိုမတော်တဆမှုတွေ ဖြစ်ပေမဲ့ ငါးဖမ်းလုပ်သားတွေဟာ အခြေခံဆေးကုသမှုပဲ ရရှိပြီး၊ နစ်နာကြေးတွေ မရရှိပါဘူး။ ငါးဖမ်းလှေပေါ်မှာ လုံလောက်တဲ့ အကာအကွယ်ပစ္စည်းကိရိယာ၊ အရေးပေါ်ဆေးပုံး၊ သန့်ရှင်းတဲ့သောက်သုံးရေတွေ မရှိတာ များပါတယ်။

အခုချိန်မှာတော့ ကျွန်တော် ထိုင်းငါးဖမ်းလှေမှာ မလုပ်ကိုင်တော့ဘဲ၊ ကိုယ်ပိုင် စီးပွားရေးတခုဖြစ်တဲ့ ကမ်းဇော်ဆီကြိတ်ပြီး ဖောက်သည်တွေဆီ ဆိုင်ကယ်တစ်စီးနဲ့ အိမ်တိုင်ရာရောက် လိုက်လံပို့ဆောင်ပေးတဲ့ အလုပ်ကို လုပ်ကိုင်နေပါတယ်။ ရိုးရှင်းတဲ့ဘဝ ဖြစ်ပေမဲ့၊ ထိုင်းနိုင်ငံမှာ ရွှေ့ပြောင်းငါးဖမ်းလုပ်သားအဖြစ် လုပ်ကိုင်ခဲ့တဲ့ အတွေ့အကြုံကနေတဆင့် ဘေးကင်းလုံခြုံပြီး၊ ဂုဏ်သိက္ခာရှိတဲ့၊ ရေရှည်တည်တံ့တဲ့ အသက်မွေးဝမ်းကြောင်းမှုရဲ့ တန်ဖိုးကို သင်ယူခဲ့ရပါတယ်။

Ko Moe Oo works for over 25 years as a fisher in Ranong, Thailand

My name is Moe Oo and I am from Thayetchaung, Tanintharyi Region. Until the age of 19, I lived with my parents, working as a farmer and on small fishing boats. But because of the limited livelihood opportunities, I decided to migrate to Thailand for work.

In 1989, I crossed into Thailand on a fishing boat carrying crab from Dawei. Because I did not have a passport, I had to spend two nights at sea before reaching port in Ranong. At that time, Thailand’s fishing sector offered easy access to employment for migrant workers, even if you did not have legal documents. Because I already had prior experience as a fisher, I was offered a job on a large fishing vessel with 38 crew members.

For the next 25 years, I worked on various fishing boats and gained a lot of knowledge and experience. Work in fishing is physically demanding, hazardous and requires a lot of skill. The hours are unpredictable and we often worked for three or four days and nights in a row without rest. During most months, we were at sea nearly every day, with only a few days at port repairing the nets and the vessel. It was a hard life and I witnessed violence that resulted in serious injury or death.

In my early years, I earned only 3,500 Thai baht per month. When my skills and Thai language ability improved, my wages increased to 7,500 baht. Today, fishers can earn a lot more than that but it really depends on their knowledge and experience.

One thing that hasn’t changed very much is that the safety standards on fishing vessels are still poor. When fishers are working at night with poor lighting, it can easily lead to injuries and fatalities from falling overboard or getting a limb caught in the machinery. In most cases, workers receive only basic medical treatment and no compensation for these accidents. The boats often still lack sufficient protective equipment, first aid kits or clean drinking water.

These days, I no longer work on a fishing boat in Thailand. Now I run a small business and deliver oil directly to my customers by motorcycle. It’s a simple life but I learned from my experience as a migrant fisher in Thailand about the value of a secure, dignified and sustainable livelihood.

To other Myanmar people who are planning to work in the fishing industry, my advice is to set clear financial goals, save your earnings, keep upgrading your skills and choose your social networks carefully. For many migrant fishers, they are not able to save enough money to support their families back home and end up getting trapped in a cycle of migration to pay their bills. I also think that because fishing is a high-risk occupation, migrant fishers should be given better access to protective equipment, first aid kits, fresh drinking water and social protection in Thailand.
