ဆိုလာစွမ်းအင်သုံးပြီး လျှပ်စစ်စွမ်းအား ရယူခြင်းကို ငွေကြေးတတ်နိုင်သူတွေပဲ ရယူနိုင်တာလား၊

Low income ဝင်ငွေနည်းပါးတဲ့ အိမ်ထောင်စုတွေအတွက်ကော ဆိုလာလျှပ်စစ်စွမ်းအင်ကို ဘယ်လိုနည်းနဲ့ ရယူနိုင်လဲ၊

ဒါ အရေးကြီးတဲ့ မေးခွန်းပါ၊ လျှပ်စစ်မီး ပြတ်တောက်သွားတဲ့အချိန် ငွေကြေးတတ်နိုင်ပြီး ဆိုလာ တပ်ဆင်ထားတဲ့အိမ်တွေပဲ မီးတွေလင်းနေမယ်၊ ဝင်ငွေနည်းပါးတဲ့ အိမ်ထောင်စုတွေ နေထိုင်တဲ့ အိမ်တွေက အမှောင်ထဲမှာ ရောက်နေရင် မြို့ပြညဟာ နေ့တိုင်း “ကြယ်” တွေ မစုံ “လ” မသာတော့တဲ့အတွက် အဓိပ္ပါယ် ရှိတော့မှာမဟုတ်၊

ဒီပြဿနာကို ဖြေရှင်းဖို့ ကယ်လီဖိုးနီးယားမှာရှိတဲ့ Sacramento Municipal Utility District က ၂၀၀၇ ခုနှစ်မှာ Solar Shares Program တခုကို မိတ်ဆက်ခဲ့ပါတယ်၊

စီမံကိန်းအရွယ်အစားကလဲ အကြီးကြီးတွေ မဟုတ်တော့ လုပ်သာကိုင်သာ ရှိတာမျိုး၊ အိမ်ခြေ ၅၀ လား ၁၀၀ အတွက်လား အဲ့လိုမျိုးတွေအတွက် သုံးစွဲနိုင်ခြေရှိတဲ့ လိုအပ်တဲ့ပမာဏကို တွက်ချက်ထားတဲ့အပေါ် အခြေခံပြီး စတင်လို့ရနိုင်တဲ့ Solar Shares Program စီမံကိန်း အသေးစားလေးတွေပါ၊

စတင်ခဲ့တုန်းက ရေ/မီး စတဲ့ ဝန်ဆောင်မှုပေးတဲ့ Utility အဖွဲ့အစည်းတွေကနေ ရင်နှီးမြုပ်နှံပေးပြီး လုပ်ငန်းကို ဖေါ်ဆောင်ခဲ့တာမျိုးပါ၊
စတင် ရင်းနှီးမြုပ်နှံပေးတဲ့သူဟာ အစိုးရဘက်၊ ပုဂ္ဂလိကဘက် တဖက်ဖက်က ငွေကြေးတတ်နိုင်တဲ့သူ ဖြစ်နိုင်ရင် ဒီစီမံကိန်းအသေးစား Solar Shares Program ကို အကောင်အထည်ဖေါ်ပေးနိုင်မှု ပိုမို မြန်ဆန်နိုင်တာမျိုးပါ၊

ငွေကြေး ပြန်လည်ရရှိနိုင်မှုအနေအထားကလဲ စိတ်ချရတာမျိုးပေါ့၊
ရောင်းချလိုက်တဲ့ ဆိုလာလျှပ်စစ် စွမ်းအင်အပေါ် Prepaid လုပ်မလား၊ Postpaid လုပ်မလား၊ သုံးစွဲကြမယ့် အိမ်ထောင်စုတွေနဲ့ ညှိနှိုင်းပြီး ငွေခံနိုင်တာမျိုးပါ၊

ဈေးနှုန်းသတ်မှတ်ဖို့ကလဲ ခေါင်းစားစရာ မလိုပါဘူး၊ ရင်းနှီးမြုပ်နှံထားတဲ့ ငွေကြေးအပေါ်မှာ သူ့ရဲ့ Life Time Value အပေါ် အခြေခံပြီး အမြတ်အစွန်း ပမာဏတခုပါဝင် တွက်ချက်ထားတဲ့ တယူနစ်တန်ဘိုးကို ကောက်ခံနိုင်တာမျိုးပါပဲ၊ အဓိက Life Time အတွင်းမှာ လဲလည်ရမယ့် ပစ္စည်းတွေရဲ့ တန်ဘိုး၊ ဥပမာ ဘက်ထရီတွေ (အနည်းဆုံး ၅ နှစ်ကနေ ၁၅ နှစ်) ၊ အင်ဗာတာတွေ (၁၀နှစ်ကနေ ၁၂ နှစ်)၊ ဒါတွေကိုလဲ ထည့်သွင်း စဥ်းစားပြီး တွက်ချက်ထားရမယ်၊ အကောင်းဆုံးက ကိုယ်တပ်ဆင်ထားတဲ့ ပစ္စည်း ဖြန့်ဖြူးပေးတဲ့ မူရင်း ကုမ္ပဏီတွေဆီကနေ ရရှိတဲ့ အချက်အလက်တွေကို အသုံးပြုနိုင်တာမျိုးပါ၊

သူတို့ဆီမှာတော့ ဒီ Solar Shares Program ကို ၂၀၁၀ ကတည်းက ဥပဒေပြုမှတ်တမ်းသွင်းထားပြီး စံသတ်မှတ်ချက်တွေတည်ဆောက်ကာ အကောင်အထည်ဖေါ်ဖို့ ခွင့်ပြုထားတာမျိုးပါ၊ ၂၀၁၀ က Colorado မှာ Community Solar Garden’s Act ကို ဥပဒေပြု မှတ်တမ်းရေးဆွဲခဲ့ပါတယ်၊ ဒီလိုမျိုး Solar လုပ်ငန်းတွေအပေါ်မှာ ရင်နှီးမြုပ်နှံတဲ့ လုပ်ငန်းရှင်တွေနဲ့ သုံးစွဲတဲ့ အိမ်ထောင်စုတွေကလဲ Incentive မက်လုံးအဖြစ် $ per kWh or $ per Watt အဖြစ် နှစ်ချီပြီး ခံစားခွင့်ရတာမျိုးတွေကိုလဲ ထည့်သွင်းရေးဆွဲထားတာမျိုးပါ၊

သူတို့ဆီမှာတော Solar Investor တွေအတွက် Green Loan တွေလဲ သူ့စည်းမျဥ်းနဲ့အတူ ခွင့်ပြုထားတာမျိုးဖြစ်လို့ ဆိုလာ စီမံကိန်းတွေကို အကောင်အထည်ဖေါ်နိုင်ဖို့ အခွင့်အလမ်းများစွာ ရနေတာမျိုးပါ၊
ဒီ Solar Shares Program စီမံကိန်းလေးတွေက နိုင်ငံတကာမှာ Community Shared Solar အမည်နဲ့လည်း နာမည်ကြီးပါတယ်၊

ကျွန်တော်တို့နိုင်ငံမှာလဲ အကောင်အထည်ဖေါ်လို့ ရနိုင်တာမျိုး၊ ဖြစ်နိုင်တာမျိုးပါ၊ အထူးသဖြင့် မြို့ပြတွေမှာ အကောင်အထည်ဖေါ်လို့ အသင့်တော်ဆုံးနဲ့ အကောင်းဆုံး ရင်းနှီးမြုပ်နှံမှု အမျိုးအစားတွေပါ၊
ကျွန်တော်တို့ဆီမှာ တခြား ရင်းနှီးမြုပ်နှံမှု အမျိုးအစားတွေလဲ ရှိပါသေးတယ်၊

ဥပမာ PPP (Public-Private Partnership) Program တွေနဲ့ ဆောင်ရွက်နေတာမျိးပေါ့၊ ဒါပေမယ့် မြို့ပြတွေနဲ့ အလှန်းဝေးနေတာမျိုးဖြစ်နေဆဲပါ၊

ခုလိုအချိန်မှာ ဒီ Solar Shares Program တွေကို မြို့ပြတွေမှာရှိတဲ့ ကွန်ဒိုအဆောက်အဦးတွေ၊ လုံးချင်းအိမ်စုလေးတွေ၊ Housing Complex ဆိုတဲ့ တန်ဘိုးနည်းအိမ်ယာတွေမှာ အကောင်အထည်ဖေါ်သင့်တဲ့ စီမံကိန်းတွေပါ၊

ကျွန်တော်တို့ သုံးစွဲသူတွေရဲ့ လိုအပ်ချက်မှာ ဝယ်နိုင်စွမ်းအားမဲ့နေရင် Demand အဆင့်လို့ သတ်မှတ်လို့ မရပါဘူး၊ သူတို့အတွက် လိုအပ်ချက်လဲရှိတယ်၊ ဝယ်နိုင်စွမ်းအားလဲ ရှိတယ်၊ အဲ့လိုပြည့်စုံတဲ့အခြေအနေမျိုးကိုမှ Demand လို့ သတ်မှတ်နိုင်တာမျိုးပါ၊
