๐Ÿ‡ฒ๐Ÿ‡ณ ๐Ÿ‡บ๐Ÿ‡ณ The 17th session of the Conference of the Parties to the UN Convention to Combat Desertification (COP17) is being held in Mongolia from August 17โ€“28, 2026.

More than 10,000 guests and delegates from 197 countries are attending COP17. A total of 3,142 personnel from the police and internal troops have been deployed to ensure the safety and security of participants, maintain public order, ensure traffic safety, protect children, and prevent potential risks.

Police personnel are carrying out their duties through mounted, vehicle and foot patrols, traffic management, and security operations at the conference venue. Community police officers and student police are also supporting public safety efforts.

In addition, 24-hour and scheduled security services are being provided at 40 hotels where guests and delegates are staying.

Odd-Even License Plate Traffic Regulation

From August 15 through September 12, 2026, vehicles will be permitted to participate in road traffic based on the last digit of their license plate, with odd- and even-numbered plates allowed on designated days. The regulation will be in effect daily from 07:00 to 21:00 and will apply regardless of traffic zones.

Vehicles with license plates ending in an odd number (1, 3, 5, 7, or 9) may travel on:

August: 15, 17, 19, 21, 23, 25, 27, 29, 31
September: 3, 5, 7, 9, 11

Vehicles with license plates ending in an even number (0, 2, 4, 6, or 8) may travel on:

August: 16, 18, 20, 22, 24, 26, 28, 30
September: 2, 4, 6, 8, 10, 12

The regulation will be enforced from 07:00 to 21:00 throughout the six central districts of Ulaanbaatar, with no district-based exemptions or zoning restrictions.

๐Ÿ“ข COP17 MONGOLIA: TEMPORARY TRAFFIC MANAGEMENT MEASURES IN ULAANBAATAR

The 17th Session of the Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD COP17) will be held in Ulaanbaatar from 17 to 28 August 2026.

As Mongolia prepares to host this major international conference, temporary traffic management measures will be introduced to ensure the safe and efficient movement of international delegates and guests, maintain road safety, and minimize traffic congestion.

๐Ÿš— ODD-EVEN LICENSE PLATE RESTRICTION

Starting 15 August 2026 for 28 days, vehicles will be subject to an odd-even license plate restriction:

๐Ÿ”น Vehicles with an odd-numbered license plate will be permitted to enter traffic on odd-numbered calendar days.

๐Ÿ”น Vehicles with an even-numbered license plate will be permitted to enter traffic on even-numbered calendar days.

๐Ÿ•– Restriction hours: 07:00โ€“21:00

๐Ÿ“ The restriction will apply regardless of the existing traffic zones.

Drivers are urged to check the last digit of their vehicle's license plate and plan their journeys accordingly.

๐Ÿ…ฟ๏ธ TEMPORARY PARKING RESTRICTIONS

Temporary restrictions will also be introduced at the Dunjingarav and Narantuul Market parking areas in connection with the conference.

Members of the public are therefore advised to:

โ€ข Plan their journeys in advance and use public transportation whenever possible;

โ€ข Comply with the applicable odd-even license plate restriction;

โ€ข Avoid parking in restricted areas or on roads where parking is prohibited;

โ€ข Follow temporary traffic signs, road markings, information boards, and instructions from traffic officers;

โ€ข Allow additional travel time, particularly when travelling through the Dunjingarav, Narantuul, and surrounding areas;

โ€ข Follow the lawful instructions of police officers and traffic controllers during temporary traffic management operations.

๐Ÿšจ The National Police Agency, in cooperation with relevant government authorities and organizations, will implement enhanced traffic management and public safety measures throughout the period of the international conference.

These measures are being implemented to ensure the safe movement of international participants, maintain traffic flow, and provide a safe environment for both visitors and residents of Ulaanbaatar during COP17.

We ask all drivers and members of the public for their cooperation, patience, and compliance with the temporary traffic arrangements.

Major General J. Bold, Commissioner General of the National Police Agency of Mongolia and Commander of the Internal Troops, today (July 29, 2026) welcomed a delegation from the Attorney-General's Chambers of the Republic of Singapore, led by Attorney-General Lucien Wong.

The meeting focused on strengthening bilateral cooperation in police and prosecutors, with discussions covering efforts to combat transnational organized crime, cybercrime, and economic crime. The two sides also exchanged views on enhancing cooperation in digital evidence management, information sharing, and capacity building for law enforcement personnel.

During the meeting, the Mongolian side presented its ongoing digital transformation initiatives, including the use of artificial intelligence and big data to support modern policing. The delegation was also briefed on the establishment and performance of Mongolia's Cyber Attack and Fraud Response Division, which was developed based on the operational model of Singapore's Anti Scam Command.

Both sides reaffirmed their commitment to expanding cooperation in cybersecurity, cybercrime investigations, and the preservation and handling of digital evidence.

At the Central Stadium, 713 officers were deployed to provide security, maintain public order, and facilitate the smooth conduct of the event.

The National Police Agency informs the public that the Naadam Festival holiday period will run from 10 to 19 July.

As many people will be travelling and participating in celebrations across the country, we encourage everyone to celebrate responsibly and observe the following safety measures:

๐Ÿš— Drive safely. Obey traffic laws, wear your seat belt, and never drive under the influence of alcohol.

๐Ÿก Secure your home. Before travelling, lock all doors and windows, switch off electrical appliances, and store valuables safely.

According to the latest weather forecast, from July 4 to July 9, daytime temperatures are expected to reach 30โ€“34ยฐC across the provinces of Uvs, Khovd, Zavkhan, Govi-Altai, Bayankhongor, Umnugovi, Dornogovi, Uvurkhangai, and Dundgovi, with temperatures rising to 34โ€“38ยฐC on some days. In addition, temperatures are forecast to reach 30โ€“34ยฐC in parts of Bulgan, Tuv, and Selenge provinces.

The National Police Agency advises the public to take necessary precautions against heat-related illnesses and heatstroke. During the hottest hours of the day, especially around midday, avoid prolonged outdoor activities whenever possible, stay in cool or shaded places.

โœ… In cooperation with the National Police Agency of Mongolia, Ms. Laura Kouassi, Recruitment Officer of the United Nations Police Division, led the Selection Assistance and Assessment Team (SAAT) in conducting the Assessment for Mission Service (AMS) for police officers nominated for deployment to United Nations peacekeeping operations from 17 to 22 June 2026.

โœ… A total of 56 police officers participated in the assessment, of whom 23 successfully met the required standards and qualified to serve as Individual Police Officers (IPOs) in United Nations peacekeeping operations.

This activity is one of the key initiatives implemented under the 2026 objective of the Police and Internal Troops Organization to โ€œsupport the professional development of personnel and strengthen specialized competencies.โ€ It plays an important role in validating officersโ€™ professional capabilities at the international level and expanding opportunities for participation in peacekeeping missions.

โœ… Mongolian Police organization has consistently contributed Individual Police Officers to United Nations peacekeeping missions, where they perform duties related to crime prevention and investigation, the maintenance of public order and public safety, the protection of human rights, and community-oriented policing. To date, 35 Mongolian police officers have successfully served in four United Nations peacekeeping missions, making a meaningful contribution to international peace and security under UN mandates.
