Public procurement reform is about more than procedures, it is about strengthening transparency, accountability, fairness and public confidence across Government systems.
We are pleased to share the below statement from PENDA Consulting, recognising the collaborative efforts behind Montserrat’s procurement reform milestone and the successful launch of the training and capacity building initiative led by Government Procurement Services.
"It has been a privilege to work with the Government Procurement Services of Montserrat, developing their procurement manual, standard bidding documents, and associated forms.
Our training and capacity building initiative launched on the 18th of May, where the Honourable Reuben T. Meade, Premier of Montserrat welcomed the training. The Premier highlighted there is a misconception that the procurement process is a barrier to doing business. He explained that the training and development of the manual and documents will support the Ministries in demonstrating Montserrat are doing the right thing at all times. Ensuring everything is transparent, rules based and fair and that all departments work together for the common good of the country.
The PENDA team proudly extends its deepest gratitude to all stakeholders whose thoughtful reviews, insightful contributions, and steadfast engagement helped bring these documents to life, as well as to every participant whose active involvement in the training enriched the process and strengthened its impact. We offer special recognition to Mrs. Naomi Akoy-Bouguenon, Acting Division Chief, and Ms. Alice Castro, Operations Officer (Procurement), both of the Procurement Policy Division at the Caribbean Development Bank, for their exceptional support and valued contributions to GPS, the Honourable Kenya Lee, Financial Secretary, and the Head of Procurement for GPS, Alfredo Landaeta, together with his team, Nezry Fenton and Shakiel Gibbons. Their commitment, collaboration, and tireless efforts have been instrumental in achieving this significant milestone for Montserrat’s national development and in advancing a stronger, more transparent, and more effective procurement system for the country."
