تم اليوم، الخميس 18 جوان 2026، انتخاب الأستاذ سليم اللغماني قاضيًا بالمحكمة الدولية لقانون البحار للفترة 2026-2035، منذ الدور الأول، وذلك خلال الانتخابات التي أجريت بمقر الأمم المتحدة بنيويورك خلال الاجتماع السادس والثلاثين للدول الأطراف في اتفاقية الأمم المتحدة لقانون البحار.
ويجسد هذا الانتخاب الذي يتزامن مع احتفاء الدبلوماسية التونسية هذه السنة بالذكرى السبعين لإحداث وزارة الشؤون الخارجية، الثقة التي تحظى بها تونس وكفاءاتها العلمية والقانونية والأكاديمية لدى المجتمع الدولي. كما يعكس هذا الفوز المستحقّ المكانة العلمية المرموقة التي يتمتع بها المرشح التونسي باعتباره أحد أبرز المختصين في القانون الدولي العام وقانون البحار على المستويين الإقليمي والدولي.
ويُعدّ هذا النجاح ثمرة جهود دبلوماسية حثيثة ومتواصلة قادتها وزارة الشؤون الخارجية والهجرة والتونسيين بالخارج بتوجيهات من السيد رئيس الجمهورية، انطلقت بدايةً بالحصول على تزكية من الاتحاد الإفريقي للترشح التونسي. وتواصلت عبر سلسلة من الاتصالات والمشاورات الثنائية، المباشرة والهاتفية، أجراها وزير الشؤون الخارجية والهجرة والتونسيين بالخارج مع نظرائه من الدول الأطراف. كما شملت هذه الجهود العمل المكثف الذي قامت به البعثة الدائمة لتونس لدى الأمم المتحدة بنيويورك والبعثة الدائمة لتونس لدى الاتحاد الإفريقي بأديس أبابا من خلال تنظيم لقاءات مباشرة للمرشح التونسي مع ممثلي الدول الأطراف خلال زيارتيه إلى نيويورك وزيارته إلى أديس أبابا، فضلاً عن المساعي التي بذلتها مختلف هياكل الوزارة وبعثتنا الدائمة بجنيف، وسائر سفارات الجمهورية التونسية، مما أسهم في حشد تأييد واسع لهذا الترشح.
ويكتسي هذا الانتخاب أهمية خاصة باعتباره يعزز حضور القارة الإفريقية والعالم العربي داخل المحكمة الدولية لقانون البحار، ويساهم في ضمان تمثيل الكفاءات القانونية الإفريقية والعربية في إحدى أهم الهيئات القضائية الدولية المعنية بتطبيق أحكام اتفاقية الأمم المتحدة لقانون البحار وتطوير الفقه القضائي الدولي في هذا المجال الحيوي.
ويندرج ترشيح الأستاذ اللغماني لهذه الخطة في إطار التزام تونس الراسخ بدعم الشرعية الدولية وتعزيز سيادة القانون وتسوية النزاعات بالوسائل السلمية. كما يؤكد هذا الانجاز الجديد للدبلوماسية التونسية متعددة الأطراف المكانة التي تحظى بها تونس كشريك فاعل وموثوق به في كل الجهود الدولية الرامية إلى تعزيز الحوكمة الرشيدة للفضاءات البحرية وترسيخ احترام القانون الدولي.
وتتوجه الوزارة بهذه المناسبة بخالص عبارات الشكر والتقدير والامتنان إلى كافة الدول الشقيقة والصديقة التي منحت ثقتها للمرشح التونسي، بما يعكس ما تحظى به بلادنا من تقدير واحترام على الساحة الدولية، ويؤكد متانة علاقات الصداقة والتعاون التي تجمعها بمختلف شركائها.

Le Professeur Slim Laghmani a été élu, le jeudi 18 juin 2026, juge au Tribunal International du Droit de la Mer pour le mandat 2026-2035, dès le premier tour, lors des élections organisées au siège des Nations Unies à New York, à l'occasion de la trente-sixième réunion des États parties à la Convention des Nations Unies sur le Droit de la Mer.
Cette élection, qui coïncide avec la célébration par la Diplomatie tunisienne cette année du 70ème anniversaire de la création du Ministère des Affaires Etrangères, témoigne de la confiance dont jouissent la Tunisie ainsi que ses compétences scientifiques, juridiques et académiques auprès de la communauté internationale. Elle reflète également le mérite du candidat tunisien, reconnu comme l'un des plus éminents spécialistes du droit international public et du droit de la mer aux niveaux régional et international.
Ce succès est le fruit d'efforts diplomatiques soutenus et continus menés par le Ministère des Affaires Etrangères, de la Migration et des Tunisiens à l'Etranger, conformément aux orientations de Son Excellence Monsieur le Président de la République. Ces efforts ont débuté par l'obtention du soutien de l'Union Africaine à la candidature tunisienne, avant de se poursuivre à travers une série de contacts et de consultations bilatérales, tant en présentiel que par téléphone, entre le Ministre des Affaires Etrangères, de la Migration et des Tunisiens à l'Etranger et ses homologues des États parties.
Ces efforts ont également inclus le travail intensif accompli par la Mission Permanente de la Tunisie auprès des Nations Unies à New York et la Mission Permanente de la Tunisie auprès de l'Union Africaine à Addis-Abeba, notamment par l'organisation de rencontres directes entre le candidat tunisien et les représentants des États parties lors de ses deux visites à New York et de sa visite à Addis-Abeba. À cela se sont ajoutés les efforts déployés par les différentes structures du Ministère, par la Mission Permanente de la Tunisie à Genève ainsi que par l'ensemble des Ambassades de la République Tunisienne, contribuant ainsi à mobiliser un large soutien en faveur de cette candidature.
Cette élection revêt une importance particulière dans la mesure où elle renforce la représentation du continent africain et du monde arabe au sein du Tribunal International du Droit de la Mer. Elle contribue également à assurer la présence de compétences juridiques africaines et arabes au sein de l'une des plus importantes juridictions internationales chargées de l'application des dispositions de la Convention des Nations Unies sur le Droit de la Mer et du développement de la jurisprudence internationale dans ce domaine essentiel.
La candidature du Pr. Laghmani à cette fonction s'inscrit dans le cadre de l'engagement constant de la Tunisie en faveur de la légalité internationale, du renforcement de l'État de droit et du règlement pacifique des différends. Cette nouvelle réussite de la diplomatie multilatérale tunisienne confirme également la position de la Tunisie en tant que partenaire actif et digne de confiance dans les efforts internationaux visant à promouvoir une gouvernance efficace des espaces maritimes et à consolider le respect du droit international.

On Thursday, 18 June 2026, Professor Slim Laghmani was elected as a judge of the International Tribunal for the Law of the Sea for the term 2026–2035, from the first round, during elections held at United Nations Headquarters in New York at the thirty-sixth Meeting of States Parties to the United Nations Convention on the Law of the Sea.
This election, which coincides with the celebration by the Tunisian diplomacy this year of the 70th Anniversary of the establishment of the Ministry of Foreign Affairs, reflects the confidence enjoyed by Tunisia and its scientific, legal, and academic expertise within the international community. It also attests to the well-deserved distinction of the Tunisian candidate, who is regarded as one of the leading specialists in public international law and the law of the sea at both regional and international levels.
This achievement is the result of sustained and intensive diplomatic efforts led by the Ministry of Foreign Affairs, Migration and Tunisians Abroad, under the guidance of His Excellency the President of the Republic. These efforts began with securing the endorsement of the African Union for Tunisia’s candidacy and continued through a series of bilateral consultations and contacts—both direct and by telephone—conducted by the Minister of Foreign Affairs, Migration and Tunisians Abroad with his counterparts from States Parties. They also included the active engagement of Tunisia’s Permanent Mission to the United Nations in New York and its Permanent Mission to the African Union in Addis Ababa, notably through the organization of meetings between the Tunisian candidate and representatives of States Parties during his visits to New York and Addis Ababa. These efforts were further supported by the Ministry’s various departments, Tunisia’s Permanent Mission in Geneva, and all Tunisian Embassies, contributing to the mobilization of broad support for the candidacy.
This election is of particular significance as it strengthens the representation of the African continent and the Arab world within the International Tribunal for the Law of the Sea, and contributes to ensuring the presence of African and Arab legal expertise in one of the foremost international judicial bodies tasked with applying the provisions of the United Nations Convention on the Law of the Sea and advancing international jurisprudence in this vital field.
The nomination of Professor Laghmani for this position is part of Tunisia’s steadfast commitment to upholding international legitimacy, promoting the rule of law, and resolving disputes by peaceful means. This new achievement of Tunisia’s multilateral diplomacy further underscores the country’s standing as an active and reliable partner in international efforts aiming at strengthening good governance of maritime spaces and consolidating respect for international law.
