A fairer Malta starts with practical ideas. Momentum’s Pre-Budget Document 2027 sets out proposals to support workers and families, tackle the cost of living, make housing more affordable, improve transport, and strengthen good governance across Malta and Gozo.

Budget 2027: Helping businesses and their employees thrive

A successful economy is one where businesses grow, employees earn better wages, and everyone has the opportunity to prosper.

Momentum is proposing a €360 weekly minimum wage, government support for SMEs to manage wage increases, tax incentives to bring skilled Maltese professionals home, and opportunities for employees to share in the success of the businesses they help build.

“We want to create the right conditions for businesses to thrive, workers to progress, and Malta to grow sustainably, ensuring that economic success benefits both employers and employees,” said Kyle Pullicino, spokesperson for Momentum.

Momentum publishes Pre-Budget Document 2027
Momentum has published its Pre-Budget Document 2027, setting out a series of proposals aimed at building a fairer Malta, supporting workers and families, and improving the quality of life of communities across Malta and Gozo.

The proposals focus on making the tax system fairer, directing public resources towards those who need them most, addressing the cost of living, making housing more affordable, improving transport, investing in research, and strengthening good governance.

“We are presenting practical proposals because we believe Malta can do better. Our aim is to put forward ideas that benefit the wider community, support ordinary people, and contribute to a fairer and more sustainable future for our country,” said Dr. Matthew Agius, member of Momentum’s Executive Committee.

Malta needs a national plan to tackle Oriental hornets, protect our native honeybees and support beekeepers facing significant colony losses.

Momentum spokesperson Dr Alastair Farrugia is calling for urgent action, compensation for affected beekeepers, early-spring measures to control emerging hornet queens, and sustained investment in scientific research and native honeybee conservation.

Families should not pay for superyachts and private jets to enjoy subsidised fuel.

Momentum, led by Prof. Arnold Cassola, is proposing a fairer approach: protect households and small businesses, end subsidies for luxury fuel consumption, and redirect the savings into renewable energy, battery storage and water conservation.

Public money should protect people’s essential needs, not subsidise luxury.

Malta is losing a day a week to traffic. We cannot afford to wait decades for a solution.

Momentum is calling for Budget 2027 to fund subsidised shared cabs, more frequent buses, dedicated bus lanes and safer pavements.

Make sharing a cab cheaper than driving alone. We already have the roads, vehicles and technology to start making a difference within months.

The solutions are there. What is missing is the political will to act.

Let's fix traffic now, not decades from now.
