The growing attention being given to Individual Learning Accounts (ILAs) in Malta is an encouraging sign for adult skills development. Both major parties have now included this initiative in their electoral manifestos.

ILAs support adults to access training through pre-financing.

It is positive to see broad recognition emerging around empowering adults to continue learning, and be adaptable in a changing labour market.

Over the past two years, the National Skills Council discussed this concept at both national and EU level and is currently working with stakeholders through a feasibility study exploring how ILAs could work effectively in Malta.

Continuous learning is today a need and no longer a luxury.

What if the future is not something we predict, but something we use to ask better questions today?

Recently, a group of colleagues from the National Skills Council travelled to Copenhagen to participate in the Applied Strategic Foresight course organised by the Copenhagen Institute for Futures Studies. Representing the Council were Kirsty Debono, Vladmir Cutajar Forte, and Glorianne Cachia. The initiative also included the sponsorship of two participants from the Institute for Education, Robert Cassar and Victoria Marie Jameson.

Throughout the course, participants explored how organisations can better navigate uncertainty, challenge assumptions, and think more strategically about the future. One idea stood out strongly: strategic foresight is not about having all the answers or predicting exactly what will happen next. Instead, it encourages us to move from asking “What will happen?” to exploring “What if?”

In a world that is constantly changing, this way of thinking can help organisations become more adaptable, reflective, and prepared for different possibilities ahead. Investing in continuous learning and collaboration remains an important part of how we strengthen our capacity to think about the future of skills, education, and work.

The National Skills Council met with the team at Happy Life to learn more about their new collaborative emotional wellbeing board game and the important work being carried out to support personal and social development through innovative learning methods.

The board game creates a safe and engaging space where teenagers and adults can explore real-life situations together, while developing emotional intelligence, critical thinking, empathy, communication, and positive mindsets. Through collaborative gameplay, participants are encouraged to reflect, support one another, and navigate challenges collectively, with the focus placed not on winning, but on understanding and growth.

It was inspiring to discover how experiential and play-based learning tools can support wellbeing, relationship-building, and transversal skills development across educational, community, and professional settings.

On Tuesday 19th May the National Skills Council hosted a meeting with the Building & Construction Authority (BCA) and the Malta Further & Higher Education Authority (MFHEA) to advance a shared priority: validating non-formal and informal learning.

It was a productive discussion focused on:
• Recognising valuable skills gained on the job and through experience
• Aligning validation with industry needs and quality standards
• Strengthening collaboration across regulators, education, and industry

We look forward to similar collaborations in other sectors, to ensure that such practices are done across industries.

Yesterday, the National Skills Council welcomed representatives from the Estonian Qualifications Authority SA Kutsekoda for a study visit focused on skills, labour market intelligence and the future of work.
Discussions explored Malta’s National Skills Strategy, skills intelligence, career guidance, VNFIL, labour market analysis, and the importance of stakeholder engagement in shaping responsive skills systems. The delegation also shared insights into Estonia’s Skills Registry and the upcoming Skills Compass, expected to be launched in June 2026.

Exchanges like these help strengthen collaboration, share knowledge and support more future-ready approaches to skills development across Europe.
