National Human Rights Commission Mauritius

The National Human Rights Commission (NHRC) is an independent institution established under the Protection of Human Rights Act 1998.

Its primary objectives are to promote and protect human rights.

Yesterday, 22 September 2026, the NPMD held a capacity-building session at Association Kinouété on the Certificate of Character Act 2026, which came into force on 1 July 2026.

The team explained which convictions can now be removed from a Certificate of Character and which convictions stay on it, as well as the protections relating to employment and non-discrimination. Participants raised practical questions on multiple convictions, foreign convictions and offences committed by minors.

The NHRC and Kinouété also discussed ways to strengthen their collaboration in support of the rehabilitation and reintegration of persons with convictions.

Deprivation of liberty is not deprivation of dignity, and a conviction should not close every door.

The September 2026 edition of the NHRC Newsletter is out now.

This special edition is dedicated to the Commission's First Annual Symposium on Human Rights, held on 1 August 2026 in collaboration with Middlesex University Mauritius, with reflections on business and human rights, reconciliation and reparatory justice, and transgenerational trauma.

It also brings news of the Commission's work over the past two months, including the visit of OHCHR, outreach sessions with NGO DIS-MOI and the Citizens Advice Bureau, and the Chairman's addresses to young people on constitutional reform and strong human rights institutions.

The Commission welcomed on this 17th of September 2026 the CEO of National Agency for Drug Control (NADC) Mr Kunal Naik. The latter started by introducing the agency's vision mission and organisation chart.

He then elaborated on the challenges NADC was facing with regards drug control in Mauritius and Rodrigues. Ways of collaboration were explored between the two institutions.

La Commission a animé le mardi 1 septembre 2026 une session de sensibilisation et d''information sur les droits humains au Citizens Advice Bureau de Bois des Amourettes. Devant une assistance très attentive des habitants de la region, MM Kavi Boodhun, investigator et JM Richard, membre de la Human Rights Division ont présenté les principes de base des droits humains et leur mise en application. La presentation de Commission a fait suite à celle de représentants de l'Independent Police Commission (IPCC).

On Thursday August 20th 2026 , the Commission welcomed Mr. Ponsamy(Sam) Poongavanon for a “SHARING MINDS” session.

The least one can say is that no one can be insensitive to an interaction or encounter with Poongavanon – Former inmate awaiting death penalty, he saw his conviction commuted to 20 years penal servitude and since his liberation is now a writer, journalist, motivational speaker and Pastor. Sam in a nut shell shared his journey, his transformation fuelled by faith and a sincere desire to amend. He converted his imprisonment into an education voyage making the most of correspondence courses available at the time and imposing to himself a rigorous self discipline. For the last twenty years he has been travelling and teaching in the Indian Ocean, Africa and Canada. Poongavanon is also the editor of an online news wire and officiates as Pastor in an evangelical church. Is the author of 8 books his latest publication “ Ne “condamnez pas deux fois” ( do not convict twice) addresses the issue of certificate of character which often proves to be an hindrance to reintegration on ex inmates in mainstream society.

At the end of the session Poongavanon remitted a copy of his book “ From Pit to Pulpit” for the Commission's library to Mrs Najah Ahmed, Deputy Chair of the Commission.

A l ’initiative du Cardinal Maurice Piat, Evêque Émérite de Port Louis, pour une prise en compte particulière des détenus âgés ou en fin de vie au sein du système carcéral, des représentants d’institutions concernées par cette problématique se sont rencontres au siège de la Commission cette semaine.

Etaient aussi présents, M James Adeline de l’Aumônerie des prisons , le père George Othello Aumônier de la prison, le Senior Welfare Officer des prisons, M Vijay Naraidoo President de la Senior Citizens Council et Sec Gal de l’ONG Dis-MOI ainsi que les membres de la Commission.

Un consensus s’est dégagé pour la prise en compte des situations de détenus âgés, et en fin de vie au cas par cas. Il a aussi été convenu la mise en place d’un protocole a cet effet prenant en considération, la nature et l’objet de la condamnation, l’âge, l’état de sante du détenu, l’accessibilité des soins et la capacite des familles d’accueillir et prendre en charge les personnes concernés. Le cas des détenus étrangers a également fait l’objet d’une attention particulière. Il a été enfin convenu que dans un premier temps un groupe de 17 détenus sera pris en considération afin de formaliser la démarche auprès des autorités concernées, une prochaine rencontre est prévue dans un mois pour une mise a jour des differentes initiatives.

Youth Voices for Gender Equality

On Tuesday 11 August 2026, the Commission was pleased to take part in the National Dialogue on Youth Voices for Gender Equality. The event was organised by the University of Mauritius in collaboration with the Gender Equality Foundation to mark International Youth Day 2026, under the theme "Youth Voices for Gender Equality: Shaping a Gender-Equal Mauritius".

The Commission was represented by Mr Jean Marie Richard, Member of the National Human Rights Commission.

Gender equality is a human right, and the young people who spoke on Tuesday made clear that they intend to hold all of us to it.

🔹 NPMD meets the Commissioner of Prisons

This week, the National Preventive Mechanism Division of the Commission received the Commissioner of Prisons, Mr R. A. Beekun, and his team of the Mauritius Prison Service.

The exchange covered a range of issues from the situation of remand detainees, illegal stays, to food and rehabilitation as well as staff training and staff wellbeing. It was a constructive and open discussion, and both institutions reaffirmed their commitment to keeping channels of communication open and to working together in the interest of persons deprived of their liberty.

The NPMD thanks the Commissioner and his team for their availability and looks forward to continued collaboration.
