The World Bank Implementation Support Mission (ISM) today engaged key stakeholders to review progress on the 2,000 Schools Connectivity Initiative under the Digital Malawi Acceleration Project (DMAP).

The meeting brought together senior officials from the Ministry of Education, the Accelerating Sustainable and Clean Energy Transformation (ASCENT) Project, the Department of e-Government, and the Malawi Education and Research Network (MAREN) to discuss efforts to harmonise the provision of high-speed internet and electricity to public schools across Malawi.

Discussions focused on strengthening coordination among connectivity initiatives, addressing implementation challenges and ensuring the sustainability of school connectivity services.

Under DMAP, MAREN is responsible for providing high-speed broadband connectivity and network services to 2,000 schools nationwide. Meanwhile, the ASCENT Project is supporting the electrification of schools and health facilities, particularly in remote and off-grid communities.

Stakeholders noted that schools provided with reliable electricity, especially those in rural areas, become well-positioned to benefit from high-speed broadband connectivity, thereby enhancing opportunities for digital learning and access to online educational resources.

The Ministry of Education is a key beneficiary of both initiatives, making collaboration and coordination critical to ensuring that investments in digital connectivity and electricity translate into improved teaching and learning outcomes.

The stakeholders emphasised that greater synergy among the initiatives will be essential to creating digitally connected and empowered schools across Malawi.

The World Bank Implementation Support Mission (ISM), led by Task Team Leaders Tim Kelly and Paul Ndungutse, today held engagements with the Finance and Procurement teams to review progress and key updates on initiatives being implemented under the Digital Malawi Acceleration Project (DMAP).

During the finance session, the Mission reviewed the project’s Interim Financial Reports (IFRs), financial management processes, disbursement status, and other financial updates to assess progress and ensure compliance with World Bank requirements.

The procurement discussions focused on the implementation of the DMAP Procurement Plan, including the status of ongoing procurement activities, upcoming procurements, and measures to ensure timely delivery of project interventions.

The Mission also reviewed technical progress across key DMAP initiatives, including connectivity for 2,000 schools, connectivity for 500 public institutions, and the planned deployment of 100 cell towers under the Universal Service Fund (USF) Tower Initiative.

Discussions further covered progress on the Bomalathu e-services portal, particularly the onboarding of additional government services, as part of efforts to expand access to digital public services and accelerate Malawi’s digital transformation.

The World Bank Implementation Support Mission (ISM) today concluded its engagement in Blantyre with the Malawi Research and Education Network (MAREN) to review the implementation of key digital initiatives being supported under the Digital Malawi Acceleration Project (DMAP).

The discussions focused primarily on the Universal School Connectivity Initiative, under which MAREN is expected to connect 2,000 schools across the country, significantly expanding access to reliable and affordable digital connectivity for learners and educational institutions.

The meeting also considered key technical and operational aspects of the initiative, including operations and maintenance (O&M) requirements, sustainability, IP transit, the proposed operational model, and the number and categories of procurement transactions required to support implementation.

The parties further reviewed the development and strengthening of the core MAREN network, with discussions aimed at ensuring that the network has the capacity, resilience, and sustainability required to support increased connectivity to schools and other educational institutions.

The mission team was accompanied by officials from the Public Private Partnership Commission (PPPC), the DMAP Project Implementation Unit, and the Department of eGovernment in the Ministry of Information and Communications Technology.

The World Bank Implementation Support Mission (ISM), led by Task Team Leaders Tim Kelly and Paul Ndungutse, today engaged the Malawi Communications Regulatory Authority (MACRA) in Blantyre on the implementation of key digital initiatives being supported under the Digital Malawi Acceleration Project (DMAP).

The engagement brought together the mission team and MACRA officials led by Director General Dr. Mayamiko Nkoloma, alongside representatives from the Universal Service Fund (USF) and the Data Protection Authority (DPA).

Discussions focused on progress and implementation of key DMAP-supported initiatives, including the USF 100 Cell Towers Initiative, the Malawi Computer Emergency Response Team (Malawi CERT), electronic Know Your Customer (eKYC), Public Key Infrastructure (PKI), and the operationalisation of the Data Protection Authority.

The meeting also provided an opportunity for the parties to review progress, address emerging implementation issues, and strategize on the way forward to ensure that the initiatives achieve their intended objectives.

Under DMAP, the Government, through the USF Cell Towers Initiative, plans to facilitate the installation of 100 cell towers in underserved and rural areas across Malawi.

The project is also supporting the strengthening and operationalisation of the Malawi Computer Emergency Response Team (Malawi CERT), which is hosted at MACRA, to enhance the country's capacity to prevent, detect and respond to cybersecurity incidents.

In addition, DMAP is supporting the operationalisation of the Data Protection Authority, which is expected to play a critical role in strengthening data protection and privacy governance as Malawi continues to expand its digital economy and public digital services.

Government urges private investment in digital connectivity

Government has called on the private sector involved in digital infrastructure and connectivity to step up investment and partnerships to accelerate the expansion of affordable and reliable digital connectivity across Malawi.

Principal Secretary for E-Government in the Ministry of Information and Communications Technology, Mr. Prosper Mopiwa, made the call on Monday during a Consultative Meeting on Digital Malawi Connectivity Initiatives – Rural Broadband held in Blantyre.

The Ministry, in collaboration with the Public Private Partnership Commission (PPPC), organized the meeting with support from the World Bank-funded Digital Malawi Acceleration Project (DMAP).

Mopiwa said the scale of Malawi’s connectivity challenge requires collective action, stressing that Government cannot deliver the country’s digital transformation agenda alone.

“Digital transformation cannot be delivered by Government alone. It requires a whole-of-government and whole-of-society approach, underpinned by strong public-private partnerships,” he said.

He noted that while DMAP is making significant investments in digital infrastructure and services, the country’s connectivity needs extend beyond the project’s current targets.

The Mopiwa also highlighted other major investments under DMAP, such as the planned deployment of approximately 2,000 kilometres of fibre-optic infrastructure, strengthening of the National Data Centre, expansion of the Bomalathu Data Exchange Platform, and the transition to a next-generation digital identification system.

In his remarks, PPPC Chief Executive Officer Arthur Nanthuru described the DMAP targets of 100 towers, 500 public institutions and 2,000 schools as more than infrastructure targets, saying they represent opportunities to improve the lives of Malawians.

“100 towers. 500 public institutions. 2000 schools. Behind every number is a community that can gain better access to information, a public institution that can serve citizens more effectively, and a school where teachers and learners can gain access to digital resources, knowledge and new opportunities,” he said.

Nanthuru emphasised that DMAP’s investments must be viewed as investments in people, education, public services and economic opportunity rather than infrastructure alone.

He further said the ultimate measure of success should not only be the number of towers constructed or institutions connected, but whether citizens experience meaningful improvements in access to knowledge, public services and economic opportunities.

World Bank Task Team Leader Paul Ndungutse said the engagement was important in strengthening collaboration among stakeholders and supporting the effective implementation of DMAP’s connectivity interventions.

The consultative meeting brought together senior Government officials, the World Bank, PPPC, the Malawi Communications Regulatory Authority (MACRA), network operators, technology companies and other stakeholders.

The World Bank Implementation Support Mission (ISM) for the Digital Malawi Acceleration Project (DMAP) has continued its assessment of project implementation, focusing on progress in digital infrastructure, connectivity and digital public services.

The mission, led by Task Team Leaders Tim Kelly and Paul Ndungutse, held a productive session with the DMAP Project Implementation Unit (PIU), led by Project Manager Chimwemwe Matemba, to review progress across key project components and identify measures to accelerate implementation.

Discussions focused on key initiatives, including the National Data Centre in Lilongwe, Bomalathu e-services portal, 2,000-school connectivity initiative, Public Institution Connectivity Initiative targeting 500 sites, and the Universal Service Fund (USF) 100-Tower Initiative.

A five-day World Bank Implementation Support Mission (ISM) for the $150 million Digital Malawi Acceleration Project (DMAP) has commenced in Blantyre with a courtesy call on the newly appointed Chief Executive Officer of the Public Private Partnership Commission (PPPC), Mr. Arthur Nanthuru.

The mission, led by World Bank Task Team Leaders Tim Kelly and Paul Ndungutse, will run from 31 August to 4 September 2026 and aims to review progress on implementing DMAP, identify emerging challenges, and agree on priorities for the next phase of implementation.

The courtesy meeting marked the first formal engagement between the World Bank mission team and Mr. Nanthuru since he assumed office as PPPC Chief Executive Officer in April 2026.

Discussions focused on key areas of project implementation, including progress under DMAP, institutional coordination, the 2026/27 workplan and budget, procurement, financial management, and the implementation of key project activities.

PPPC is the implementing agency for DMAP, working closely with the Ministry of Information and Communications Technology and other key government institutions to advance Malawi’s digital transformation agenda.

Later today, the World Bank mission will engage the DMAP Project Implementation Unit (PIU) for a comprehensive review of project implementation progress.

The mission will also participate in a Consultative Meeting on Digital Malawi Connectivity Initiatives – Rural Broadband, focusing on the Universal Service Fund (USF) Cell Tower Initiative, Public Institution Connectivity, and School Connectivity Initiative.

The mission will further hold consultations with various Ministries, Departments and Agencies (MDAs) that are beneficiaries and key stakeholders in the implementation of DMAP.

The Implementation Support Mission is expected to provide an opportunity for the Government and the World Bank to assess achievements, address implementation bottlenecks, and strengthen coordination to ensure that DMAP delivers its intended development outcomes.
