The Ministry of Finance, Economic Planning and Development (poverty reduction and social protection) together with LDF and GIZ intend to strengthen the delivery of social protection in the country. As a way of improving the targeting and selection of beneficiaries of the public works programme, the UBR taskforce under the Ministry developed the Mthandizi Management Information System responsible for managing the targeting processes and gradual deployment of e-payments of selected households and individuals. Today, officials from the Ministry and LDF held a triangulation process with district officials of Nkhatabay in validating the MIS. The Taskforce received feedback from the officials and is expected to be piloted in Dedza and Nkhatabay in August. Various Stakeholders today validated the Malawi national social support programme work plan 2015 - 2018 . The meeting engaged key social protection partners including GIZ, UNICEF, FAO, WFP and LDF. The meeting validated and approved the 2015 - 2018 social protection work plan in harmonizing all social support programmes. Key among the agenda is the development of first of its kind "Unified Beneficiary Registry (UBR)" System for Social Protection in Malawi. The Ministry of Finance, Economic Planning and Development through the Poverty Reduction and Social Protection Division and various social support stakeholders intend to strengthen the delivery of social support systems in the country. Through an assessment of the current delivery of social support services, stakeholders agreed that challenges beset the successful delivery of such services. Based on the challenges, the Ministry and various stakeholders across the country held a two day workshop at Crossroads Hotel from 17 - 18th March 2015. Amongst some of the innovative solutions put forward by stakeholders and the Ministry include the harmonization of district social support committees, undertake harmonized targeting of the poorest households in Dedza and Nkhatabay and finally develop and implement the Unified Beneficiary System. The Strengthening of Social Support Systems is expected to enhance the way the poor and most vulnerable households are targeted in the country. The workshop has strongly enriched the way social support programmes will be delivered in the country.

The National Social Support Programme (NSSP) prioritized the Village Savings and Loans Programme, VSL, (similarly known as Village Banks, Banki Khonde) as an intervention aimed at improving the income levels among the moderate poor. VSL has proved to improve the lives of the ultra and moderate poor in the rural areas and it has also become a household name among people in the urban areas.

As one way of identifying the coverage and beneficiaries, the Ministry of Finance, Economic Planning and Development together with CARE Malawi carried a national wide Mapping exercise for VSL. The results of the mapping are encouraging and shows how innovative small programmes like Bank Khonde can have a direct impact on the lives of both the poor and equally well doing persons.

The Ministry together with CARE carried out a Data and Report Analysis for the mapping exercise between 22 - 28 October 2014 in Salima. The report gives details of coverage of Village Banks in every district including every TA and GVH level. It gives a picture of how quickly the rural masses have adopted the concept and believe that it can change their lives. The report can be used by Banks, mobile companies, agro dealers, equipment sellers to target the untapped market with their products and services.

The National Social Support Programme aims to reduce poverty through five key programmes namely Social Cash transfer, Public works, village savings and loans, microfinance and school meals. As part of strengthening the delivery of social support, the Ministry of Finance, Economic Planning and Development is in the processing of instituting the NSSP Monitoring and Evaluation System. With support from UNICEF, Claire Simon is leading the development of the M & E with support from Mc Neil Mhango, Pasha Twea and Bessie Msusa. The M & E system seeks to provide a robust mechanism for reporting Social Protection issues in the country. In the picture, Claire and the team doing a situation analysis in Nkhatabay. .

They may look ordinary but they are not!!.... These women, 16 in total, have accumulated savings worth 3,377,000 million kwacha over 9 months through village savings and loans programme. . They told our team that they can generate enough to build houses and at times have lots of money but they do not know what to do with it. Literally. They have better healthcare, sustainable businesses and better housing. This is an example how the National Social Support Programme can support the reduction of poverty though Village Banks.

The Social Support Systems Strengthening Pilot (SSSSP) is an innovative Government initiative aimed at enhancing coordination and delivery of national social support services in the country. Social support services currently consist of Social Cash Transfers (SCT), Public Works (PW), School Meals, Village Savings and Loans (VSL) and Micro-finance. The pilot will aim to better coordinate these programmes in the initial districts of Nkhata Bay, Phalombe, Dedza and Mchinji.
