The Minister of Justice and Constitutional Affairs, Honourable Charles Mhango SC,
is currently paying a courtesy call to the Office of the Ombudsman at its premises in St. Martin’s House, City Centre, Lilongwe.

The Honourable Ombudsman, Grace Tikambenji Malera, is presently engaging the Minister in a high-level debriefing session. The discussion focuses on the institution's core mandate, mission, vision, key activities and recent achievements in upholding administrative justice in Malawi.

Ombudsman Malera is also briefing the Minister on pressing operational challenges facing the institution, alongside strategic next steps aimed at enhancing its daily operations.

Following the debriefing session, the Honourable Ombudsman will guide Minister Mhango on a tour of the Office of the Ombudsman premises.

Excellence in public service delivery begins with reporting for duties on time.

Machinga District Commissioner Dr Martha Magreta Sineta has reminded council staff to report for work on time and observe professional standards in their conduct and appearance.

In a memorandum dated August 12, 2026, Dr Sineta said management had noted cases of employees reporting for work after the official 7:30 a.m. starting time.

She also raised concerns over the dressing of some employees, saying their attire does not meet the Malawi Code of Ethics and Conduct and public service standards.

The memorandum outlines expectations on appropriate clothing, neat hair and beards, polished shoes and well-ironed clothes.

Dr Sineta has directed heads of departments to lead by example, warning that continued failure to comply with workplace rules may attract administrative action.

OMBUDSMAN’S IMMIGRATION INVESTIGATION REPORT RECEIVES PARLIAMENTARY ATTENTION

The Minister of Justice and Constitutional Affairs, Honourable Charles Mhango, presented the Office of the Ombudsman’s Systemic Investigation Report to Parliament on the 27th of July, 2026.

The Report titled, “Interrogating the Systemic Administrative and Service Delivery Failures in the Department of Immigration and Citizenship Services” was presented to Members of Parliament during the on-going 3rd Meeting of the 52nd Session of Parliament.

This follows the recent release of the Report by the Honourable Ombudsman Grace Tikambenji Malera, in which she outlines Key Findings, Recommendations and Directives that require action for the Department of Immigration’s administrative reforms.

Honourable Mhango later moved a motion to refer the Report to the Legal Affairs Committee of Parliament for scrutiny and parliamentary oversight. The motion was duly passed.

This significant step, presents an opportunity to the Office of the Ombudsman to ensure that its Directives lead to the desired administrative reforms at the Department of Immigration and Citizenship Services.

The Office of the Ombudsman Malawi is participating in an ongoing Capacity Building Programme hosted in Windhoek, Namibia.

Centered on the theme "Forensic Investigations and Digital Case Handling: Integrating Technology in the Anti-Corruption Ecosystem," the three-day training workshop brings together Ombudsmen, governance experts and investigators.

Stakeholders will be capacitated to strengthen institutional capabilities in forensic investigations, enhance digital case management and technology-driven complaint handling as well as fostering the exchange of best practices in administration of justice and protection of human rights.

This training aligns within the Office’s priorities to modernize its operations by transitioning towards a fully digitized approach to handling and managing complaints.

Representing the Office, the Honourable Ombudsman, Grace Tikambenji Malera, is scheduled to deliver a presentation tomorrow and share insights on "Investigation Reporting: Legal and Forensic Standards". She is also joined by the Principal Investigations and Research Officer, Horrace Chingaipe.

The Capacity Building Programme is organized by the Office of the Ombudsman of the Republic of Namibia, in close collaboration with the African Ombudsman and Mediators Association (AOMA) and the African Ombudsman Research Centre (AORC).

Public awareness remains key to empowering communities with the information they need to make informed decisions and ensure that their human rights are protected.

With support from the European Union under the Chilungamo Programme II, three institutions: Legal Aid Bureau, Malawi Human Rights Commission, and Office of the Ombudsman conducted community sensitization meetings in the areas of Traditional Authorities Nthache, Govati, and Kanduku in Mwanza District.

The meetings focused on raising awareness of the institutions' functions and mandates to enhance access to justice and promote the protection of human rights.

The engagements also provided community members with an opportunity to lodge complaints regarding injustices they encounter in exercising their rights or accessing public services.

In addition to conducting public rallies, the governance institutions engaged Area Development Committees (ADCs) to strengthen their capacity to promote good governance and hold public institutions accountable.

Vice Chairperson of Govati Area Development Committee, Shyreen Sila, described the meetings as an eye-opener.

"The meetings have helped us understand what is expected of public institutions serving our communities. We can now identify and address issues affecting our schools, hospitals and other public offices. Where we are unable to resolve them, we know where to lodge complaints," she said.
