The Mining and Minerals Regulatory Authority (MMRA) on Monday held a stakeholder consultation meeting in Blantyre as part of the process of developing its Five-Year Strategic Plan aimed at strengthening governance and regulation of the country's mining sector.

The consultation sought to gather views and recommendations from key stakeholders on mining-related issues that should be addressed in the Strategic Plan, which will guide the Authority's operations in the next five years.

Speaking during the official opening of the meeting, MMRA Acting Director General Lloyd Muhara said the Strategic Plan will serve as the Authority's blueprint for effectively delivering its mandate.

He said the plan is expected to strengthen regulatory oversight, promote transparency and good governance, facilitate investment in the mining sector, and enhance the institution's capacity to execute its responsibilities.

"The Strategic Plan we are developing is not merely an institutional document. It is a public and living document that will guide how the Authority contributes to national development through effective mineral resource governance," Muhara said.

He added that the plan will be aligned with key national and sectoral development frameworks, including Malawi Vision 2063, the Malawi Implementation Plan I (MIP-1), the Agriculture, Tourism, Mining and Manufacturing (ATMM) Strategy, and the Economic Recovery Plan.

Muhara acknowledged the challenges currently affecting the mining sector, including illegal mining activities, weak enforcement mechanisms, environmental concerns, and institutional capacity constraints.

He said the Authority was keen to hear stakeholders' perspectives on how best to address these challenges and create a more sustainable and productive mining industry.

"As we deliberate today, let us collectively shape a Strategic Plan that will position the MMRA as a strong, credible and effective regulator capable of contributing meaningfully to socio-economic transformation through sustainable mineral resource management," he said.

The consultation brought together participants from civil society organisations, academic institutions, the media, Blantyre District Council, government ministries, mining industry players and financial institutions.

The stakeholder engagement forms part of MMRA's broader efforts to ensure that the Strategic Plan reflects the aspirations and priorities of all key actors in the mining sector while supporting Malawi's long-term development agenda.

A delegation from Cambridge Governance Partners (CGP) led by Dr. John Barker on Monday held a consultation meeting with officials from the Mining and Minerals Regulatory Authority (MMRA).

The meeting aimed to provide an opportunity for consultation and the exchange of views on strategic issues relating to the sustainable development and governance of the mining sector.

Acting Director General of MMRA Lloyd Muhara, briefed the delegation on the mandate of the Authority and the priority areas in which MMRA is seeking their support.

Government, through the Ministry of Energy and Mining, has engaged CGP to provide consultancy and technical advisory services aimed at advancing the sustainable development of Malawi’s mining sector in line with the Malawi Vision 2063.

The Consultancy essentially seeks to ensure that mining arrangements adequately safeguard the interests of Malawi and its citizens.

The Mining and Minerals Regulatory Authority (MMRA) is participating in the 36th Malawi International Trade Fair with a strong focus on promoting sustainable mining, investment opportunities, and public awareness of mineral regulation in the country.

The Trade Fair is taking place at the Chichiri Trade Fair Grounds in Blantyre under the theme, “Promoting Economic Stability through Enhanced Production and Industrialisation.”

MMRA’s participation demonstrates its commitment to supporting Malawi’s economic growth through a well-regulated and transparent mining sector.

The Authority is using the platform to engage with investors, industry stakeholders, students, and the general public on the role of mining in national development.

The Authority is also providing information on mining licences, compliance requirements, environmental protection, and community development initiatives linked to mining activities.

The Trade Fair presents an important opportunity for MMRA to educate the public on responsible mining practices while highlighting the government’s efforts to attract investment into the sector.

Members of the public are encouraged to visit the MMRA pavilion to learn more about Malawi’s mineral resources and the regulatory framework guiding the mining industry.

MMRA appoints Lloyd Muhara as Acting Director General

The Mining and Minerals Regulatory Authority (MMRA) has appointed Lloyd Muhara as its Acting Director General, with management and staff officially welcoming him during a meeting held on Monday.

Human Resources and Administration Manager Bright Kazembe introduced Muhara to members of staff and management, describing the occasion as an important step for the institution as it continues to grow and strengthen its operations.

Speaking during the meeting, Muhara said he brings 20 years of experience from the private sector, where teamwork and strong professional relationships are considered essential in achieving organisational goals.

He noted that although MMRA is still a relatively small and developing institution, it has significant potential to become a major organisation within the next five to ten years.

“The mining sector is key to Malawi’s economic transformation, and this institution has a critical role to play in supporting the sector’s growth,” Muhara said.

The new Director General also pledged to promote an open-door leadership policy during his tenure, encouraging staff members to freely engage with his office on matters affecting their work and the institution.

Muhara thanked management and staff for the warm welcome extended to him and expressed optimism about working together to advance the institution’s mandate.

In his closing remarks, Kazembe thanked the Director General for making himself available to meet staff members and for delivering encouraging remarks.

He further urged employees to continue improving their performance and remain committed to achieving the institution’s goals and objectives.

Muhara once served as Commissioner General of the Malawi Revenue Authority (MRA), High Court Judge, Chief Secretary to the President and Cabinet, among other roles.
