Thyolo communities urged to embrace sanitation and hygiene for development

Member of Parliament for Thyolo Goliati Constituency, Maureen Namwali, has called on communities in the area to embrace sanitation and hygiene, saying a healthy community is key to development.

Namwali made the call on Thursday during the launch of Presidential Executive Order No. 2 on Sanitation and Hygiene at Goliati, where she said the initiative provides an opportunity for communities to scale up efforts to improve sanitation and hygiene.

She said sanitation and development are inseparable, urging communities to work together to keep Goliati and surrounding areas clean.

“A healthier community is a developed community. A community which is not healthy cannot develop because development goes together with health,” said Namwali.

Namwali also commended President Professor Arthur Peter Mutharika for prioritising sanitation and hygiene, saying the Executive Order demonstrates his commitment to improving people’s welfare.

Thyolo District Commissioner Noel Dakamau said sanitation and hygiene are closely linked to development, urging communities to join hands in keeping Goliati and the district clean.

Dakamau said the council was engaging the Central Region Water Board to explore ways of addressing Goliati’s water challenges, including the possibility of extending an existing water supply system to the area.

He said the council was optimistic that the discussions would result in strategic and immediate actions to address the shortage of potable water in Goliati.

Traditional Authority Chimaliro welcomed the initiative, saying sanitation should start at household level and extend to public places and businesses.

Meanwhile, Secretary for Goliati Market Samuel Butao said the market committee welcomed the initiative but faces challenges in maintaining proper sanitation due to inadequate equipment, limited staff and lack of water.

Butao said the market’s water pump broke down, forcing traders and other users to rely on nearby boreholes and wells.

He said the shortage of water was making it difficult for the market to maintain the required sanitation standards and appealed for support to restore water supply and provide adequate sanitation equipment

SRWB, Thyolo District Council Move to Resolve Acute Water Crisis

The Southern Region Water Board (SRWB) and Thyolo District Council have agreed on immediate technical interventions to address acute water shortages affecting critical public institutions, including Thyolo District Hospital and the newly constructed district office complex.

The agreement was reached during a high-level coordination meeting between SRWB Chief Executive Officer Gladys Ganda Kachere and Thyolo District Commissioner Noel Dakamau.

Dakamau said erratic water supply was putting essential services at the district hospital at risk, as the facility relies heavily on water for the operating theatre, clinical services, kitchen, laundry and mortuary.

“We need water. The hospital cannot function without water,” Dakamau said.

He also said the new district office complex currently receives water only once a week, forcing staff to carry water upstairs in buckets for sanitation. Dakamau warned that prolonged shortages could lead to the collapse of the sewerage system, which could cost the council more than K150 million to repair.

Responding to the concerns, Ganda directed SRWB technical teams to expedite the procurement of two high-capacity water pumps and panels to restore production closer to design capacity.

She said the board would also accelerate drilling of high-yielding boreholes to supplement supply and address about 35 percent non-revenue water losses caused by ageing pipes and frequent line bursts.

“You don't have such a beautiful office, but no water. It doesn't make sense at all,” Ganda said. “We are technocrats now; let's do something that is very, very practical.”

She added that Goliati could be supplied through high-yielding boreholes and a dedicated booster station once funding arrangements, potentially through CDF or individual connection models, are finalised.

THYOLO DISTRICT COUNCIL RECEIVES OVER K2.5 BILLION UNDER GESD 2.0 AND RCRP-2

Thyolo District Council has received K1,804,187,025.00 under the Governance to Enable Service Delivery (GESD) 2.0 and K780,972,181.00 under the Regional Climate Resilience Programme (RCRP-2) Cycle 3 following the Council’s performance in the 2024/2025 Local Authority Performance Assessment (LAPA).

The Council was ranked 11th out of Malawi’s district councils in the assessment, making it eligible to access Performance-Based Grants (PBGs) under GESD 2.0 and RCRP-2 for the 2026/2027 financial year.

The funds, amounting to K2,585,159,206.00, will support the implementation of various development projects aimed at improving service delivery and strengthening climate resilience across Thyolo District.

Reacting to the development, Thyolo District Commissioner Noel Dakamau described the allocation as a vote of confidence in the Council’s ability to deliver meaningful development, saying the Council is committed to implementing quality and impactful projects that will directly benefit the people of Thyolo.

“We are grateful for this allocation, and I want to assure the people of Thyolo that every kwacha will be invested in quality and impactful projects that respond to the development needs of our communities. Our focus is to ensure that the people see and feel the benefits of these investments,” said Dakamau.

He further emphasized that the Council's priority is not only to utilise the funds fully but also to ensure that implementation adheres to the highest standards of quality, accountability and procurement regulations.

“Our objective is to be among the best-performing councils in the utilisation of these resources without compromising quality, value for money or standard procedures. These funds will also enable us to complete unfinished infrastructure projects that were previously supported under GESD and RCRP, including markets, health facilities, Extension Planning Areas (EPAs) and classroom blocks. Completing these investments will maximise the benefits to our communities and accelerate development across the district,” he said.

Dakamau added that when combined with resources being invested through the Reformed Constituency Development Fund (CDF), the district is poised for unprecedented transformation.

“If we effectively utilise these resources alongside the Constituency Development Fund, people will hardly recognise Thyolo in the next five years. My team and I are determined to ensure that the district is transformed through a full package of development projects that will improve infrastructure, livelihoods and public service delivery,” he said.

Commenting on the Council’s LAPA performance, Dakamau welcomed the district’s 11th position but said the Council is setting its sights even higher.

“Being ranked 11th is encouraging, but we are not satisfied. Our target is to move into the single-digit rankings, and I am fully committed to leading the Council towards that goal through improved performance, accountability and efficient service delivery,” he said
