The Secretary-General of OPANAL, Ambassador Juan Carlos Ojeda Viglione, is attending this week the 2026 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons ( ), taking place at the United Nations Headquarters in New York 🇺🇳.

For this Review Conference, OPANAL has submitted two working papers 📑 aimed at contributing to the deliberations of the Conference ⤵️

🗣️Ambassador Juan Carlos Ojeda Viglione assumed office as Secretary-General of OPANAL on 1 January 2026, following his election by acclamation at the XXIX Special Session of the General Conference (19 December 2025), in accordance with resolution CG/E/Res.03/2025.

A career diplomat from Uruguay 🇺🇾 with more than 40 years of experience, he has devoted his career to strengthening multilateralism, disarmament, and non-proliferation. He served as Uruguay’s Permanent Representative to international organizations in Vienna, including the IAEA, at key moments in the global nuclear debate, and twice as Director of Multilateral Affairs at the Ministry of Foreign Affairs.

In an increasingly complex international context, his tenure for the period 2026–2029 is focused on consolidating Latin America and the Caribbean as a nuclear-weapon-free zone, strengthening the Treaty of Tlatelolco, and projecting the region’s voice in key international forums.

In this video, the Secretary-General presents the four priorities that will guide his mandate: greater international visibility, strengthening the non-proliferation regime, transparent and inclusive management, and the promotion of disarmament education.

El Embajador Juan Carlos Ojeda Viglione, Secretario General del OPANAL, se reunió con la Representación de la República de Chile 🇨🇱 para intercambiar puntos de vista sobre su participación en los órganos y actividades del Organismo, así como sobre las prioridades presentes y futuras.

✍️Chile es Estado Parte del Tratado de Tlatelolco, tras haberlo firmado el 14 de febrero de 1967 y haber depositado su instrumento de ratificación el 18 de febrero de 1969, siendo desde entonces miembro del OPANAL.

✍️On 14 November 2025, in Mexico City, the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) and the Ministry of Foreign Affairs of Mongolia 🇲🇳 , in its capacity as a Nuclear-Weapon-Free State, signed a Memorandum of Understanding to strengthen cooperation in nuclear disarmament and non-proliferation.

Today, in the framework established by this MoU, which promotes structured cooperation, periodic consultations, and the exchange of information, further consolidating coordination among nuclear-weapon-free zones, the Secretary-General of OPANAL met with H.E. Mr. Ankhbayar Nyamdorj, Permanent Representative of Mongolia to the United Nations 🇲🇳🇺🇳 , to explore possible actions to advance its implementation and continue strengthening for future collaboration 🤝.

📍The Agency held the 180th meeting of the Committee on Contributions and Administrative and Budgetary Matters , the technical organ established by the General Conference through Resolution CG/Res.106 (V) on 21 April 1977.

As set out in the Financial Regulations of the Agency, the CCAAP assists the Council in all matters related to the administration of OPANAL 📚🧾🧮📑.

The Committee is currently composed of 🇧🇿 Belize, 🇧🇷Brazil, 🇪🇨Ecuador, 🇲🇽Mexico, and 🇺🇾Uruguay. However, in accordance with established practice, as is the case with all OPANAL organs, its meetings and discussions are open to all Member States of the Agency 🌎.

Through its work, the CCAAP plays a key role in strengthening transparency, accountability, and sound financial governance within the Agency ☝🏽.

☮️ The Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean participated in the regional consultations for States Parties to the Treaty on the Non-Proliferation of Nuclear , hosted by the United Nations Office for Disarmament Affairs in Panama City on 12–13 February 2026, which provided an opportunity to exchange views on regional priorities and strengthen preparations for the 2026 NPT Review Conference.

🔹Secretary-General conveyed a message highlighting the importance of the current international context and reaffirming that the Treaty of Tlatelolco remains a living demonstration of the effectiveness of nuclear-weapon-free zones.

🔹The Secretariat also delivered a presentation on regional perspectives, emphasizing the pioneering nature of the Treaty, the centrality of disarmament under Article VI, and the contribution of nuclear-weapon-free zones to risk reduction.
