At 40something years old, father, husband and son, he has a degree in Communication Sciences from the Ministry of Public Education and an Information Technology Engineer from the Australian Computer Society. He left pending the Engineering in Industrial Physics which he course until 7th semester, as a result of the death of his father. Certified in "Leading Change in Organizations" by the Massachu
setts Institute of Technology. He is honorary president of the Fraternity "El Arca" of ITESM since 1998. Member of the World Organization MENSA. Winner of the "Leadership" award granted by ITESM in 1999. He has published dozens of articles in newspapers: "Tabasco Hoy", "Present Tabasco", "Novedades", "El Heraldo de Tabasco", "Milenio Tabasco", "La Southeast Truth ”,“ New Course ”,“ Olmeca Newspaper ”; and in the magazine "U-gob". He is the Author of children's books: "Gondra and the Sphere of Imagination", "The Four Peoples", "The King and the Warrior", "The Sea of Gondra", "Titans in the Dark", "The Sphere of Fear ”And“ Guerra ”published by Dynamic Park. Winner of Honorable Mention in the "Short Story" contest held by ITESM in 2001. Winner of the i + T + Gob award from the Informatics Committee for the Public Administration of the States and Municipalities of the Country 2015. Winner of "the 50 Most Innovative" from InformationWeek magazine 2015 and 2016. He has held various positions such as the Virtual University of the Monterrey Institute of Technology and Higher Studies, in the Office of the Comptroller of the State of Tabasco (as auditor) and in the Directorate of Fisheries Development (as assistant), in the National College of Technical Professional Education (CONALEP), at the Mexican Petroleum Institute, at the Olmeca University. For 6 (2013-2018) years he was multi-awarded for his performance as Coordinator of Administrative Modernization and Government Innovation in the Government of the State of Tabasco, position equivalent to CIO. During that time he drafted the law of digital government and electronic signature of the state that is in force to this day. He has been an Adjunct Advisor to Grupo Quatro de México since 2002, where he held the position of Director of Intelligent Internet and Multimedia Media. He is Co-Director General and Co-Owner of Eva Marketing - Advertising and Web Design Agency (Internet and Multimedia) since 2006. He was Head of the Office of the Senate of the Republic in Tabasco 2007-2012. He served as Coordinator of Administrative Modernization and Government Innovation of the Government of the State of Tabasco from 2013 to 2018, as well as Technical Secretary of the Commission for Universal Digital Inclusion 2014-2018. National Vice President (2016-2017) of the Computing Committee for the public administration of the States and Municipalities of the Country. National President (2017-2018) of the Computing Committee for the public administration of the States and Municipalities of the Country. He currently collaborates with several international publications in the writing of articles and is President of the Partisano Software Company.
