ASEANAPOL Secretariat Participates in AICHR Thailand Regional Dialogue on Anti-Scam and Victim Assistance

KUALA LUMPUR / BANGKOK, [Date] – The ASEANAPOL Secretariat, represented by Pol. Col. Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, participated in the Regional Dialogue on the Nexus between Transnational Crime and Human Rights, organized by AICHR Thailand.

The dialogue was held under the theme “Exploring Consular Assistance for Victims of Trafficking and Forced Criminality from Scam Compounds in ASEAN.” During Session 6: “Addressing Ecosystem of Harm and ASEAN Cooperation to Assist Scam Victims,” ASEANAPOL emphasized the need to address online scams, trafficking in persons, forced criminality, mule accounts, financial flows, and victim protection as part of one interconnected anti-scam ecosystem.

ASEANAPOL highlighted the importance of the ASEANAPOL Scam Combat Task Force (ASCOT) as a practical mechanism to strengthen regional coordination, support real-time information sharing, enhance joint operational responses, and promote victim-centred cooperation among Member Countries.

The participation reaffirmed ASEANAPOL’s commitment to transforming regional dialogue into concrete action against scam compounds, online fraud, human trafficking, and forced criminality across ASEAN.

The online Zoom meeting held on 13 May 2026 was chaired by Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, with the participation of representatives from ASEANAPOL Member Countries and partner organizations to strengthen regional law enforcement cooperation.
The meeting discussed the progress of the ASEANAPOL Scam Combat Task Force (ASCOT) programme, including preparations for the curriculum development session at JCLEC in June 2026.

Member Countries expressed strong support for expanding participation in ASCOT to enhance regional capabilities in combating transnational scam and cyber-enabled crimes.

Participants also deliberated on the proposed joint anti-scam operation and the development of a comprehensive Standard Operating Procedure (SOP) to ensure effective regional implementation. In addition, the meeting highlighted ongoing cooperation initiatives supported by the United Arab Emirates (UAE), including the International Initiative on Law Enforcement for Climate Change (I2LEC).

The meeting reaffirmed ASEANAPOL’s commitment to strengthening regional collaboration and addressing emerging transnational crime threats across the ASEAN region.

The ASEANAPOL Secretariat actively participated in an online meeting on 13 May 2026 chaired by Senior Police Colonel Dr. Kongkrissada Kittithiraphong together with Brigadier Mubarak Al-Khyeli, Director General of GCCPOL, and representatives from ASEAN member countries to discuss the acceptance and adoption of the Joint Statement and Joint Action Plan between ASEANAPOL and GCCPOL.

The meeting highlighted the strong commitment of ASEANAPOL and GCCPOL in strengthening strategic cooperation to combat transnational and organized crimes, including cybercrime, financial crime, human trafficking, narcotics-related offences, environmental crime, and intelligence sharing.

Constructive discussions focused on enhancing regional collaboration through secure real-time intelligence sharing, operational coordination, joint training programmes, and the effective use of international communication platforms.

The ASEANAPOL Secretariat welcomes the continued cooperation and valuable contributions from GCCPOL and all participating member countries, reflecting a shared commitment towards regional stability, stronger law enforcement partnerships, and more effective international police cooperation in addressing evolving security challenges.

The online meeting held on 8 May 2026, chaired by Pol. Snr. Col. Dr. Kongkrissada Kittithiraphong together with representatives from the Jakarta Centre for Law Enforcement Cooperation (JCLEC), focused on strengthening regional cooperation and capacity building under the ASEAN Scam Centre Team (ASCOT) initiative.
The discussion highlighted the development of specialised training programmes to enhance ASEAN’s collective efforts in combating cybercrime, online scams, phishing activities, and emerging digital threats across ASEAN Member Countries.

Participants agreed on the proposed concept note and timeline for curriculum development, with contributions from anti-scam representatives of Singapore, Malaysia, Indonesia, Thailand, and Brunei, together with dialogue partners. The curriculum development meeting is scheduled to take place in Jakarta in June 2026, while the official launch is expected during the ASEANAPOL Conference in Manila in July 2026.

The meeting also introduced several new initiatives under ASCOT, including the design of an official ASCOT uniform and a reward system recognising operational achievements such as arrests, dismantling scam syndicates, and rescuing victims.

The programme is expected to further strengthen regional cooperation and enhance operational readiness in addressing online scam activities across the ASEAN region.

Online Meeting between ASEANAPOL Secretariat and GI-TOC on Transnational Organized Crime Cooperation

The online meeting between the ASEANAPOL Secretariat and the Global Initiative Against Transnational Organized Crime (GI-TOC) was held on 6 May 2026 via a virtual platform. The meeting was attended by representatives from GI-TOC, Ms. Louise Taylor and Mr. Alastair Macbeath, together with Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, Directors, and officers of the Secretariat.

The meeting provided an opportunity to strengthen cooperation between ASEANAPOL and GI-TOC in addressing transnational organized crime in Southeast Asia. GI-TOC shared its research and analysis on foreign criminal actors, scam networks, criminal ecosystems, and findings from the Organized Crime Index, particularly the growing influence of foreign criminal actors and the exploitation of financial systems and regulatory gaps in the region.

Dr. Kongkrissada emphasized ASEANAPOL’s commitment to moving beyond dialogue toward practical and tangible outcomes. He highlighted the need for stronger intelligence sharing, coordinated regional mechanisms, and operational platforms among ASEAN Member Countries, in line with ASEANAPOL’s direction to evolve into a more active Regional Policing Hub.

The meeting also discussed future areas of cooperation, including ASEANAPOL’s possible participation in GI-TOC’s upcoming event in Tokyo, the nomination of suitable law enforcement representatives from Member Countries, and the proposed development of a short analytical publication highlighting ASEANAPOL’s role in combating transnational organized crime.

The meeting concluded positively, with both parties reaffirming their commitment to continued collaboration, practical intelligence sharing, and coordinated regional responses to transnational organized crime.

Meeting with Freeland on ASEANAPOL Cooperation in Countering Wildlife Trafficking

The meeting between the ASEANAPOL Secretariat and Freeland was held on 4 May 2026 at the ASEANAPOL Secretariat Office in Kuala Lumpur, Malaysia. The meeting was attended by Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, together with the Directors and officers of the Secretariat, and representatives from Freeland led by Pol.Maj. Gen. Petcharat Saengchai, Executive Director, and Mr. Ricardo Forrester, Deputy Director. 

The meeting provided an opportunity to reaffirm the long-standing cooperation between ASEANAPOL and Freeland in combating wildlife trafficking and related transnational organized crime. Freeland briefed the Secretariat on its ongoing initiatives, including the TRIPOD Project, counter-wildlife trafficking border task forces, regional training programmes, Special Investigation Groups, and planned Trafficking-Free Enterprise workshops in Vietnam, Malaysia, and Laos. 

Freeland also shared key operational approaches, including open-source intelligence, digital forensics, controlled delivery, informant handling, financial investigation, and inter-agency cooperation. Previous collaboration has contributed to the identification and disruption of wildlife trafficking networks, strengthened cross-border information sharing, and enhanced cooperation among participating ASEAN Member Countries. 

During the discussion, ASEANAPOL reaffirmed its coordinating role and emphasized the importance of balanced and inclusive participation among ASEAN Member Countries. The meeting also discussed future participation under the TRIPOD Project, particularly the continued inclusion of Thailand in future phases and related activities. 

The meeting concluded positively, with both ASEANAPOL and Freeland reaffirming their commitment to further strengthening regional capabilities, operational coordination, and practical cooperation in countering wildlife trafficking and transnational organized crime across the region.

During the seminar, Dr. Kongkrissada delivered a keynote presentation on “ASEANAPOL’s Role in Strengthening Regional Police Capabilities,” highlighting the importance of regional collaboration in addressing transnational crime threats, including human trafficking, cybercrime, terrorism, and other emerging security challenges. His remarks emphasized the need for law enforcement agencies to strengthen interoperability, intelligence sharing, and technology-enabled operational coordination across borders.

In addition, Dr. Kongkrissada joined a high-level panel discussion on “Critical and Dual-Use Technology Applications for National Security, Policing, and Border Control,” together with representatives from the Australian Federal Police and academic experts. The discussion provided a valuable platform to exchange perspectives on the practical application of advanced technologies, including Earth Observation, geospatial intelligence, and dual-use capabilities in support of modern policing and border security.

ASEANAPOL’s participation at the seminar further underscored its strategic direction to evolve into a more proactive Regional Policing Hub, capable of connecting police agencies, partners, and technological solutions to enhance operational efficiency, support evidence-based decision-making, and contribute to long-term regional stability.

THE 16th ASEANAPOL CONTACT PERSONS MEETING
PULLMAN HOTEL, KUALA LUMPUR, MALAYSIA

The 16th ASEANAPOL Contact Persons Meeting (ACPM) was successfully convened from 20 to 24 April 2026 at Pullman Hotel, Kuala Lumpur, Malaysia, bringing together senior police officials and representatives from across the region and beyond.

Designated Contact Persons from all ten AMCs attended, including the Royal Brunei Police Force (RBPF), Cambodian National Police (CNP), Indonesian National Police (INP), Lao Police Force (LPF), Royal Malaysia Police (RMP), Myanmar Police Force (MPF), Philippine National Police (PNP), Singapore Police Force (SPF), Royal Thai Police (RTP), and the Office of Investigation Police Agency (OIPA) under the Ministry of Public Security of Viet Nam.

Participating ADPs included representatives from the Australian Federal Police (AFP), Ministry of Public Security of the People’s Republic of China (MPS-PRC), National Police Agency of Japan (NPA-JPN), Korean National Police Agency (KNPA), New Zealand Police (NZP), Ministry of Internal Affairs of the Russian Federation (MIA-RUS), Turkish National Police (TNP), Federal Bureau of Investigation (FBI), and the International Criminal Police Organization (INTERPOL).

AOBs in attendance included the Royal Canadian Mounted Police (RCMP), Italian National Police (Polizia di Stato), Gulf Cooperation Council Police (GCCPOL), National Police of Timor-Leste (PNTL), Ministry of Interior of the United Arab Emirates (MOI-UAE), and the International Association of Chiefs of Police (IACP).

On 21 April 2026, the meeting commenced with an opening session led by the Executive Director of the ASEANAPOL Secretariat, Pol. Snr. Col. Kongkrissada Kittithiraphong, Ph.D. In his opening address, Executive Director Dr. Kongkrissada Kittithiraphong warmly welcomed all delegates and expressed sincere appreciation to the Chiefs of National Police from all AMCs for their continued trust and support.

His presentation outlined the opening remarks for the ACPM, highlighting ASEANAPOL’s strategic direction and commitment to strengthening regional police cooperation. Guided by the theme “Think with Vision, Act with Unity, and Deliver with Results,” ASEANAPOL emphasised a collaborative and results-driven approach to addressing transnational crime within the region.
ASEANAPOL continues to play a central role in fostering cooperation among its member countries and maintaining strong partnerships with its Dialogue Partners and Observers.

The meeting also acknowledged the leadership of key figures, including the current Chairman of ASEANAPOL, Police General Kittharath Punpetch, whose leadership reflects ASEANAPOL’s commitment to enhancing coordination and operational effectiveness across the region. In addition, the Executive Director highlighted that ASEANAPOL aims to work closely with all stakeholders to achieve tangible outcomes, particularly in conjunction with the upcoming 45th anniversary of ASEANAPOL on 23 October 2026.

The remarks concluded with a strong reaffirmation of ASEANAPOL’s spirit: working together to keep the region safe through effective collaboration and meaningful results.

The meeting proceeded with a series of presentations delivered by Pol. Snr. Supt. Huntal Tambunan, Director for Police Services at the ASEANAPOL Secretariat, and Pol. Col. Jean Mary A. Mangahis, Director for Plans and Programmes. Additionally, guest speakers from the United Nations Office on Drugs and Crime (UNODC) and the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC) contributed to the sessions. The discussions focused on emerging trends in drug trafficking and transnational crime within Southeast Asia and examined frameworks to strengthen joint operations and cross-border collaboration.

Throughout the three-day programme, AMC Contact Persons delivered national presentations, sharing updates on crime trends, enforcement strategies, and best practices. Timor-Leste’s participation marked an important milestone, as it provided its update following its admission as a new ASEANAPOL Member Country.

Constructive discussions were held on key operational matters, including follow-up actions from the 43rd ASEANAPOL Joint Communiqué, strengthening the ASEANAPOL Database System (e-ADS) through AI integration, addressing outstanding organisational issues, and advancing capacity-building and training initiatives. AMC Contact Persons also deliberated on the proposed budget for Financial Year 2027 and strategic priorities to further enhance regional policing cooperation.

Dialogue Partners and Observers contributed valuable insights by outlining their current and future support to ASEANAPOL, reinforcing a shared commitment to combating transnational crime, including cyber-enabled scams, narcotics trafficking, and other emerging threats.

The meeting provided an opportunity to facilitate preparations for the 44th ASEANAPOL Conference, ensuring that key deliverables and expectations are aligned with the responsibilities of the PNP as the host country. The conference is scheduled to be held in Manila, Philippines, from 22 to 26 July 2026.

The 16th ACPM concluded with a closing ceremony, including the exchange of souvenirs and presentation of certificates, symbolising the strong spirit of cooperation and partnership among participating agencies. The meeting reaffirmed ASEANAPOL’s collective commitment to strengthening regional security, enhancing information sharing, and fostering closer collaboration in addressing evolving crime challenges.

ASEANAPOL Secretariat Online Meeting with JCLEC related to ASCOT Training Course

The ASEANAPOL Secretariat held a productive online coordination meeting with the Jakarta Centre for Law Enforcement Cooperation (JCLEC) on 16 April 2026 to advance preparations for the upcoming ASCOT regional training programme. Scheduled for June 2026, the 5-day course will bring together approximately 50–60 officers from ASEAN Member Countries to strengthen capabilities in network intelligence mapping, financial investigation, and cross-border operational coordination in response to cyber-enabled fraud and trafficking-related threats across the region.

JCLEC confirmed its support for the programme, including funding for the June training and consideration for a follow-up intermediate course later this year. The initiative reflects ASEANAPOL’s continued commitment to strengthening regional cooperation, enhancing operational interoperability, and supporting practical intelligence-driven responses to emerging transnational crime challenges across Southeast Asia .

ASEANAPOL Secretariat Advances Institutional Development through Legal Consultation with Royal Malaysia Police

The ASEANAPOL Secretariat convened a legal consultation meeting with representatives from the Royal Malaysia Police to seek guidance on the registration and legal recognition process of the Secretariat as a regional intergovernmental policing coordination mechanism.

The meeting was chaired by Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, together with senior officers from the RMP IGP Secretariat and officials of the ASEANAPOL Secretariat.

The consultation reflects ASEANAPOL’s ongoing efforts to strengthen the institutional framework of its Secretariat in support of enhanced regional coordination among ASEAN Member Countries, particularly in addressing evolving transnational crime threats across the region.

Both sides reaffirmed their shared commitment to continued cooperation in advancing the Secretariat’s institutional development, reinforcing ASEANAPOL’s role as a trusted regional platform for operational coordination and strategic collaboration among Member Countries.
