人联党石隆门支部党员代表于日前出席砂拉越政党联盟(Gabungan Parti Sarawak,GPS)2026年大会,与来自全砂各地的各成员党代表齐聚古晋婆罗洲会议中心,共同参与这一具有重要政治意义的大会。本届大会汇聚超过5,000名代表,现场气氛庄重而热烈,充分展现砂盟在“砂拉越优先”(Sarawak First)理念下所形成的高度政治团结与共同发展方向,同时也体现砂拉越政治稳定与治理连续性所奠定的坚实基础。支部党员同志在参与过程中,进一步理解及融入砂盟整体发展体系,并与州级政策与发展蓝图保持高度一致。
大会整体围绕《后疫情发展策略2030》(Post-COVID-19 Development Strategy 2030,PCDS 2030)的落实进展展开全面汇报与深入交流,强调砂拉越正从发展规划阶段逐步迈向全面落实阶段,发展重心已由蓝图规划转向执行与成果导向。在经济层面,砂拉越持续推动高价值产业与新经济结构转型;在社会层面,进一步强化教育体系、医疗保障与社会福利机制;在基础设施方面,则不断提升区域连通性与发展均衡性,以确保发展成果能够更公平地惠及全体人民,并稳步迈向高收入、包容性及可持续发展的长期目标。
在大会期间同步举行的政策座谈与交流环节中,围绕PCDS 2030执行进展及《1963年马来西亚协议》(MA63)相关落实进度展开深入讨论,内容涵盖州权保障、资源治理结构、制度执行机制以及未来发展方向等关键议题,使各成员党能够在同一平台上进一步强化政策共识与协作机制。这些交流也进一步加强基层党员对砂拉越整体发展方向的理解,使“砂拉越优先”理念与PCDS 2030发展战略更加紧密结合,并进一步明确砂拉越正处于从规划迈向落实的重要发展阶段。
砂副总理兼砂人联党主席YB拿督阿玛沈桂贤医生在大会发言中指出,本届大会汇聚超过5,000名代表,是砂拉越人民共同维护宪制权益、推动发展及强化团结的重要象征。他强调,砂拉越今日所取得的发展成果,是建立在长期政治稳定、清晰政策方向以及砂盟各成员党长期合作基础之上的结果,而非偶然形成。他表示,自2018年砂盟成立以来,砂拉越经历了深刻的政治转型,从过去依附全国政党体系逐步转向以本地政党为核心的本土自主政治联盟,由土保党(PBB)、人联党(SUPP)、人民党(PRS)及民进党(PDP)组成砂盟,使砂拉越能够真正掌握自身发展方向,并以“砂拉越优先”为治理核心。
他指出,过去曾有政治言论预测砂拉越财政将陷入危机,甚至声称砂拉越将在数年内破产,但事实已经证明这些说法并不成立。
他进一步指出,进入2026年的砂拉越,财政收入已达到约131亿令吉,相较2017年的68亿令吉显著增长,并在全国州属中处于领先地位。他强调,这一发展成果不仅体现在财政数字的增长,更体现在治理能力、政策执行效率以及社会稳定性方面,使砂拉越逐渐成为全国关注与学习的对象。他补充指出,这种成就并非单纯依赖资源优势,而是源自正确的发展政策、长期稳定的政治环境以及砂盟长期坚持的治理方向,包括“砂拉越优先”政策、PCDS 2030、MA63推进成果以及新能源、可再生能源与教育发展等长期战略规划。
他强调,砂拉越在砂盟成立后实现重大转型,并在砂总理超过40年的政治经验与领导智慧下,走出一条自主发展道路。他指出,砂拉越如今不仅在经济表现上位居全国前列,更在政策治理与发展模式上获得全国尊重与学习,成为一个被“尊重与向往”的发展典范。他进一步指出,这种转变并非因为单纯财富,而是因为政策正确、治理稳定以及方向清晰。
他同时强调,未来五年将是砂拉越发展的关键转型阶段,这不仅是持续增长时期,更是从“发展型州属”迈向“成熟发展体”的重要阶段。他指出,这一阶段的关键在于政治稳定、政策连续性以及正确领导方向,因此各成员党必须进一步强化团结与协作,通过更系统化与策略化的政治工作提升执行能力,使发展成果能够更有效传达至社会各阶层。他补充指出,砂拉越政府正在推动免费高等教育政策,使约2万5000名学生受惠,同时持续强化医疗体系,包括推动癌症中心建设,以应对人口健康需求增长问题。
砂总理兼砂盟主席YAB拿督巴丁宜丹斯里阿邦佐哈里在大会上指出,砂盟成立的核心目标,是确保砂拉越人民能够自主掌握自身发展方向与未来。他强调,砂拉越必须由本地人民主导,而不是依赖外部决定。在宪制层面,他强调砂拉越必须坚定捍卫自身权益,特别是在石油、天然气及碳交易领域,砂拉越绝不会作出妥协。他指出,碳交易涉及土地与森林资源,属于砂拉越宪法权限范围内的重要资产,任何试图接管的行为都构成对宪制权利的侵犯。
他指出,联邦政府曾尝试介入碳交易领域,但经过协商后已同意由砂拉越自行管理相关机制。他强调,任何联邦碳税政策必须充分考虑砂拉越作为资源输出州的利益,并在协商基础上进行制度设计。他同时指出,MA63相关课题,包括高庭法官委任机制等事项,已在技术委员会层面解决,不应再被政治化,并强调砂拉越始终以法律与事实作为争取权益的基础。
他进一步指出,砂拉越的发展不仅依赖资源,更依赖知识、治理能力与政治稳定,因此必须持续维持稳定政局。他强调砂盟将竞选所有议席,以确保政策连续性与治理稳定性,并强调所有发展政策必须以人民为核心,而非选举导向。他最后呼吁各方继续坚持“砂拉越优先”发展方向,确保砂拉越持续向前迈进。
人联党石隆门支部主席张毓伦同志表示,本次砂盟大会使基层党员更加清晰掌握砂拉越发展已从规划阶段迈向落实阶段的重要转型,也进一步明确基层组织在政策执行与社会沟通中的角色与责任。他指出,石隆门支部将继续强化基层组织建设、提升党员素质、推动青年参与机制,并加强社区服务工作,以确保“砂拉越优先”理念能够在基层层面真正落实。

Bau Branch Attends GPS Convention 2026
Strengthening the “Sarawak First” Spirit and Advancing PCDS 2030 Towards Sarawak Maju Makmur
Representatives from the SUPP Bau Branch recently attended the Gabungan Parti Sarawak (GPS) Convention 2026, joining more than 5,000 delegates from across Sarawak at the Borneo Convention Centre Kuching (BCCK) for an event of significant political importance. The convention, which brought together representatives from all component parties, reflected a strong sense of unity and shared direction under the “Sarawak First” principle, while also highlighting the political stability and continuity of governance that have become the foundation of Sarawak’s development. Through their participation, branch comrades gained deeper insight into the broader GPS development framework and aligned themselves more closely with the state’s policy direction and long-term development blueprint.
The convention focused extensively on the implementation progress of the Post-COVID-19 Development Strategy 2030 (PCDS 2030), emphasising that Sarawak is transitioning from the planning phase into a stage of full-scale implementation. Development priorities are now increasingly centred on ex*****on and tangible outcomes. Economically, Sarawak continues to drive transformation towards high-value industries and a new economic structure; socially, it is strengthening education systems, healthcare services, and social welfare mechanisms; and in terms of infrastructure, it is enhancing connectivity and balanced regional development. These efforts aim to ensure that the benefits of development are equitably distributed among the people, while steadily advancing towards the long-term goal of becoming a high-income, inclusive, and sustainable state.
During the convention, a series of policy dialogues and engagement sessions were held concurrently, focusing on the progress of PCDS 2030 as well as the implementation of the Malaysia Agreement 1963 (MA63). Discussions covered key areas such as the protection of state rights, governance of natural resources, institutional frameworks, and future development directions. These sessions provided a unified platform for GPS component parties to strengthen policy alignment and coordination, while also enhancing grassroots understanding of Sarawak’s development trajectory. The exchanges further reinforced the integration of the “Sarawak First” principle with the PCDS 2030 strategy, highlighting that Sarawak is now entering a critical phase of translating plans into concrete outcomes.
Deputy Premier of Sarawak and President of the Sarawak United Peoples’ Party (SUPP), YB Datuk Amar Dr Sim Kui Hian, stated in his address that the presence of more than 5,000 delegates symbolised the collective commitment of the Sarawak people in safeguarding constitutional rights, advancing development, and strengthening unity. He emphasised that Sarawak’s current achievements are the result of long-term political stability, clear policy direction, and sustained cooperation among GPS component parties, rather than coincidence. Since the formation of GPS in 2018, Sarawak has undergone a significant political transformation, shifting from dependence on national coalitions to a locally driven alliance comprising PBB, SUPP, PRS, and PDP, thereby enabling the state to chart its own development path under the “Sarawak First” principle.
He noted that previous claims predicting Sarawak’s financial collapse had proven unfounded, as the state has demonstrated strong fiscal growth and governance capacity. By 2026, Sarawak’s revenue had risen significantly compared to previous years, positioning the state among the top-performing in Malaysia. He stressed that this progress is not merely reflected in financial figures, but also in governance efficiency, policy implementation, and social stability, which have increasingly positioned Sarawak as a model that commands national respect and attention.
YBDA Party President further emphasised that Sarawak’s success is not solely dependent on its natural resources, but rather on sound policies, political stability, and long-term strategic planning, including the “Sarawak First” agenda, PCDS 2030, MA63 advancements, as well as initiatives in renewable energy, education, and future industries. He highlighted that under the leadership of the YAB Premier Sarawak has carved out a distinct development path, gaining recognition not only for its economic performance but also for its governance model and policy direction.
He stressed that the next five years will be a critical transition period for Sarawak, marking its progression from a developing state towards a more mature and advanced economy. The success of this transition will depend on sustained political stability, policy continuity, and strong leadership. As such, he called on all component parties to further strengthen unity and coordination, adopt a more strategic and structured approach to political work, and enhance the effectiveness of communication in conveying development achievements to the people. He also highlighted key initiatives such as free tertiary education benefiting approximately 25,000 students, as well as the strengthening of the healthcare system, including the development of a cancer centre to address growing healthcare demands.
Premier Sarawak and GPS Chairman, YAB Datuk Patinggi Tan Sri Abang Johari Tun Openg, in his address, reiterated that the core objective of GPS is to ensure that Sarawak’s future is determined by its own people. He emphasised that Sarawak must be led and shaped by local leadership, rather than external forces. At the constitutional level, he stressed the importance of firmly defending Sarawak’s rights, particularly in areas such as oil, gas, and carbon trading, which fall within the state’s jurisdiction.
He pointed out that carbon trading is intrinsically linked to land and forest resources, making it a critical state asset, and any attempt to take over such authority would constitute a breach of Sarawak’s constitutional rights. He revealed that although there had been attempts by the federal government to intervene in this area, negotiations ultimately led to recognition of Sarawak’s authority to manage its own carbon resources. He further stressed that any federal carbon tax framework must take into account Sarawak’s position and interests as a resource-producing state.
On MA63-related matters, he noted that several key issues, including the appointment process of judges for the High Court of Sabah and Sarawak, have already been resolved at the technical committee level and should no longer be politicised. He reaffirmed that Sarawak’s approach in defending its rights is always grounded in law and factual evidence.
He further highlighted that Sarawak’s development is not solely dependent on resource wealth, but also on knowledge, governance capability, and political stability. As such, maintaining a stable political environment remains essential. He also announced that GPS intends to contest all seats in the upcoming elections to ensure continuity in governance and policy implementation, while emphasising that all development policies are driven by the needs of the people rather than electoral considerations.
SUPP Bau Branch Chairman, Comrade Chong Yie Loong, stated that participation in the convention has enabled grassroots members to gain a clearer understanding that Sarawak is now transitioning from the planning phase to the implementation stage of development. He noted that this has also clarified the role and responsibility of grassroots organisations in policy ex*****on and public engagement. Moving forward, the Bau Branch will continue to strengthen grassroots structures, enhance member capacity, promote youth participation, and expand community service efforts to ensure that the “Sarawak First” principle is effectively implemented at the ground level.
Through its participation in the GPS Convention 2026, the SUPP Bau Branch reaffirmed its commitment to stand in unity with GPS and will continue to support the “Sarawak First” agenda and the full implementation of the PCDS 2030 strategy.
