一直以来,马来西亚有不少非穆斯林,对国家推动伊斯兰金融、清真产业或相关政策抱持排斥甚至嘲讽的态度,认为这是“伊斯兰化”、限制经济发展的象征。
For many years, some non-Muslims in Malaysia have viewed the country's efforts to strengthen Islamic finance and the halal economy with scepticism or even ridicule. These initiatives are often dismissed as "Islamisation" or portrayed as obstacles to economic progress.
然而,如果我们愿意放下先入为主的观念,从全球经济和金融发展的角度来看,就会发现,这样的看法其实与国际现实存在相当大的落差。
However, if we set aside ideology and examine the issue through the lens of economics and global market trends, the picture is very different.
事实上,马来西亚是国际公认的全球伊斯兰金融领导者之一,长期与沙特阿拉伯并列世界最重要的伊斯兰金融中心之一。无论是在伊斯兰银行、伊斯兰债券、伊斯兰保险、伊斯兰资本市场,还是监管制度与专业人才培养方面,马来西亚都建立了全球最成熟、最多元、最完整的生态体系之一。
Malaysia is widely recognised as one of the world's leading Islamic finance hubs. Alongside other major players such as Saudi Arabia, Malaysia has built one of the most comprehensive and sophisticated Islamic financial ecosystems anywhere in the world. This includes Islamic banking, Sukuk (Islamic bonds), Takaful (Islamic insurance), Islamic capital markets, Shariah governance, legal frameworks and professional talent development.
尤其是在 Sukuk(伊斯兰债券) 领域,马来西亚长期都是世界最重要的发行市场之一。许多跨国企业、国际金融机构,甚至外国政府都会选择到马来西亚发行 Sukuk,因为这里拥有成熟的法律制度、专业人才、完善监管以及庞大的国际投资者网络。
Malaysia is especially renowned for its leadership in the global Sukuk market, having consistently been among the world's largest issuers and marketplaces for Islamic bonds. Governments, multinational corporations and financial institutions from around the world have chosen Malaysia as a preferred destination for Sukuk issuance because of its mature regulatory framework, deep investor base, legal certainty and internationally respected expertise.
更重要的是,马来西亚并不是只服务本国市场。
来自印尼、巴基斯坦、孟加拉、哈萨克斯坦、乌兹别克斯坦、尼日利亚,以及英国、日本、中国等国家的中央银行、财政部、监管机构及金融从业人员,都曾到马来西亚交流学习伊斯兰金融制度、监管经验及人才培训体系。马来西亚的经验也经常成为国际组织及各国参考的对象。
More importantly, Malaysia's Islamic finance ecosystem has become a global reference point. Regulators, central banks, finance ministries and financial professionals from countries including Indonesia, Pakistan, Bangladesh, Kazakhstan, Uzbekistan, Nigeria, the United Kingdom, Japan and China have visited or collaborated with Malaysian institutions to study its regulatory framework, governance model and industry development.
同样的道理,也发生在清真经济。
The same principle applies to the halal economy.
今天的 Halal 早已不仅仅意味着宗教饮食规范,而是一套涉及食品安全、品质管理、供应链追溯、物流、制药、化妆品、旅游及国际贸易认证的完整产业体系。全球清真消费市场规模已达数万亿美元,而且持续增长。
Today, halal is no longer merely a religious concept. It has evolved into a global economic ecosystem encompassing food manufacturing, pharmaceuticals, cosmetics, logistics, tourism, supply chain management and quality assurance. The global halal market is worth trillions of dollars and continues to expand rapidly.
因此,越来越多非穆斯林企业申请 Halal 认证,并不是因为他们改变了宗教信仰,也不是为了迎合任何宗教,而是因为他们看见了市场、看见了商机,也看见了进入国际供应链的机会。
As a result, more and more non-Muslim businesses are obtaining halal certification—not because they are changing their religion or "Islamising" themselves, but because halal certification provides access to one of the fastest-growing consumer markets in the world and strengthens confidence in product quality, traceability and international marketability.
事实上,在马来西亚,许多由非穆斯林经营或创办的企业,都积极参与清真认证及清真出口,例如:

Malaysia itself offers many examples of non-Muslim-owned or founded companies actively participating in the halal economy, including OldTown White Coffee, Munchy's, Spritzer, The Coffee Bean & Tea Leaf Malaysia, and many export-oriented manufacturers that have obtained halal certification to serve both domestic and international markets.
放眼国际,中国近年来也积极发展清真食品、清真认证及对穆斯林市场出口;日本、韩国、泰国、澳洲、巴西等非穆斯林国家,同样不断扩大 Halal 产业布局,积极争取中东、东盟及全球穆斯林消费市场。这说明,Halal 已不仅是宗教议题,更是国际贸易和全球供应链的重要组成部分。
Nor is this trend unique to Malaysia.
Countries such as China, Japan, South Korea, Thailand, Australia and Brazil—none of which are Muslim-majority nations—have invested significantly in halal-certified production, halal tourism and exports targeting Muslim consumers. Their motivation is straightforward: recognising the enormous economic opportunities presented by the global halal market.
因此,我们必须区分宗教与经济。
This demonstrates an important distinction that is often overlooked.
一个人可以不信奉伊斯兰教,也可以坚持自己的宗教信仰;但这并不代表应该否定一个已经获得国际认可、能够创造就业、吸引投资、扩大出口及提升国家竞争力的经济体系。
One may choose not to practise Islam or subscribe to Islamic beliefs, and that is entirely a matter of personal faith. But rejecting or dismissing an internationally respected financial system and a rapidly growing global economic sector simply because they are associated with Islam is an entirely different matter.
评价一项政策,不应该只停留在意识形态,更应该回到事实、数据与国际竞争力。
Public policy should be evaluated based on economic outcomes, competitiveness and evidence—not on assumptions or ideological prejudice.
今天越来越多非穆斯林企业参与 Halal 产业、越来越多国际金融机构采用伊斯兰金融工具,并不是因为他们被“伊斯兰化”,更不是向任何政策低头,而是因为他们理解世界市场正在发生什么变化,也愿意抓住全球经济发展的新机遇。
The growing participation of non-Muslim businesses in the halal economy and the increasing adoption of Islamic financial instruments by international corporations do not represent religious conversion or political submission. They represent a pragmatic recognition of where global markets are heading.
Understanding these trends is not about endorsing a religion. It is about understanding economics.
真正的竞争力,从来不是拒绝理解世界,而是懂得顺应世界的发展趋势,并把优势转化为国家和企业的机会。
In an increasingly interconnected world, nations and businesses that recognise emerging opportunities will be better positioned to compete globally. Malaysia's achievements in Islamic finance and the halal economy should therefore be viewed not merely as religious initiatives, but as strategic economic assets that have earned international respect and created opportunities extending far beyond the Muslim world.
