KOTA KINABALU, 8 June, 2026: Warisan's Api-Api Assemblyman Loi Kok Liang today voiced support for the call by Sabah Entitlement & Equity Now (SEEN) for greater transparency and clarification regarding the implementation of the BAS.MY Kota Kinabalu service under the Stage Bus Service Transformation (SBST) programme.
Loi said the issue is not merely about buses, procurement specifications or fleet sizes, but about whether Sabahans are receiving the quality of public services they were promised and deserve.
"When public funds are involved, transparency should never be treated as an inconvenience. It should be the default position of any responsible government."
"The questions raised by SEEN are legitimate and deserve clear answers. Sabahans are not asking for special treatment. They are simply asking for facts," he said.
Loi said public concern has arisen because residents have observed apparent differences between the buses deployed in Kota Kinabalu and those used under similar BAS.MY programmes elsewhere in Malaysia.
"If there are valid operational reasons for deploying smaller vehicles on certain routes, then explain them. If the procurement decisions were justified by route requirements, passenger demand studies or cost efficiencies, then publish the details."
"The best way to address public concern is not through defensive reactions, but through openness and transparency," he stressed.
He continued that that one issue which deserves particular attention is accessibility for Persons with Disabilities (OKU).
"An inclusive public transport system cannot be inclusive only in speeches and promotional materials. Inclusiveness must be reflected in the actual vehicles being deployed on our roads."
"If some of the newly deployed buses lack accessibility features that were previously promised, then the authorities should immediately explain how the needs of OKU passengers will be accommodated," he said.
Loi said Sabahans have become increasingly concerned whenever public projects appear to deliver outcomes that differ from the original expectations presented to the public.
"Whether it involves roads, utilities, ports or public transportation, Sabahans are tired of being told to accept less while being expected to pay the same price."
"The real issue here is public confidence. Every unanswered question weakens public trust. Every refusal to disclose information creates unnecessary suspicion," he said.
He therefore called on the Sabah Government, the Ministry of Transport, Land Public Transport Agency (APAD) and the appointed operator to publicly disclose the full fleet composition, procurement specifications, accessibility provisions and a general breakdown of how the programme funding is being utilised.
"Nobody benefits from speculation. A simple and transparent explanation will immediately clear the air."
"As elected representatives, our duty is not to blindly defend every decision made by the government. Our duty is to ensure that public funds are properly accounted for and that Sabahans receive the quality of service they were promised," he asserted.
Loi added that transparency should never be viewed as an attack on the government, but as a fundamental requirement of good governance.
"If the programme is being implemented properly, then transparency will strengthen public confidence. If improvements are needed, then transparency will help identify and correct them."
"Either way, the people have a right to know," he concluded.
亚庇,2026年6月8日讯:民兴党亚庇州议员黎国亮今日表态支持沙巴权益与公平组织(Sabah Entitlement & Equity Now,简称 SEEN)提出的呼吁,要求当局就亚庇 BAS.MY 公共巴士服务在阶段巴士服务转型计划(SBST)下的落实情况,给予更大的透明度与明确说明。
黎国亮表示,这项课题不仅仅关乎巴士、采购规格或车队规模,而是关乎沙巴人民是否真正获得了政府所承诺、且应当享有的公共服务质量。
“凡是涉及公共资金的事项,透明度绝不应被视为一种麻烦,而应当成为任何负责任政府的基本原则。”
“SEEN 所提出的问题合理且正当,值得获得清楚明确的回应。沙巴人民并没有要求特殊待遇,他们只是要求知道事实真相。”
他说,公众之所以产生疑虑,是因为不少市民留意到,亚庇所投入使用的巴士,与马来西亚其他地区同样隶属于 BAS.MY 计划的巴士之间,似乎存在明显差异。
“如果在某些路线使用较小型巴士确实有合理的营运考量,那么当局就应该向公众说明原因。倘若采购决策是基于路线需求、乘客流量研究或成本效益考量所作出的,那么相关资料也应当公开。”
“化解公众疑虑的最佳方式,不是采取防御性回应,而是展现开放与透明的态度。”
黎国亮强调,其中一个尤其值得关注的问题,是残障人士(OKU)的无障碍通行权益。
“一个真正具包容性的公共交通系统,不能只存在于演讲稿和宣传资料之中。所谓包容性,必须体现在实际上路运营的车辆配置上。”
“如果部分新投入服务的巴士缺乏当初所承诺的无障碍设施,那么有关当局应立即向公众说明,将如何照顾残障乘客的出行需求。”
黎国亮指出,每当公共项目最终呈现的成果与当初向公众描绘的愿景存在落差时,沙巴人民都会越来越感到担忧。
“无论是道路、公共设施、港口,还是公共交通,沙巴人民已经厌倦了一边被要求支付同样的代价,却一边被告知必须接受较低标准的服务。”
“真正的问题在于公众信心。每一个没有获得回应的问题,都会削弱人民对政府的信任;每一次拒绝公开资讯的行为,都会引发不必要的猜疑。”
因此,他呼吁沙巴州政府、交通部、陆路公共交通机构(APAD)以及受委营运商,公开车队完整组成、采购规格、无障碍设施安排,以及有关计划资金运用的整体概况。
“没有人会从各种揣测与猜疑中受益。一个简单、透明的解释,便足以消除公众疑虑。”
“身为民选代表,我们的职责并不是盲目为政府所作出的每一项决定辩护。我们的职责是确保公共资金受到妥善监督,同时确保沙巴人民获得当初所承诺的服务质量。”
黎国亮补充,透明度绝不应被视为对政府的攻击,而应被视为良好治理不可或缺的基本要求。
“如果这项计划落实得当,那么透明度将进一步增强公众信心;如果计划仍有需要改善之处,那么透明度也将有助于发现问题并加以纠正。”
“无论如何,人民都有权知道真相。”
