On 22 July 2026, international delegates visited Wisma Putra (Ministry of Foreign Affairs Malaysia) for an institutional study tour. The visit featured a key briefing by Mr. Muhammad Azmi Abdullah Sukiang, Principal Assistant Secretary under the Department of Multilateral Affairs, International Cooperation and Development Division (ICAAD), Ministry of Foreign Affairs Malaysia focusing on Malaysia’s governance and security diplomacy framework.

The session continues with modules on CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) threat management covering technical analyses of chemical agents, case studies and counter-measures against dissemination threats facilitated by the Department of Chemistry Malaysia.

MALAYSIAN TECHNICAL COOPERATION PROGRAMME (MTCP) 2026: BEST PRACTICES ON COUNTER-TERRORISM FROM THE MALAYSIAN PERSPECTIVE – 21 JULY 2026

The official opening ceremony and initial briefing sessions of the Best Practices on Counter-Terrorism from the Malaysian Perspective course under the Malaysian Technical Cooperation Programme (MTCP) were successfully held at Kuala Lumpur.

Organised by the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT), recently convened a training programme featuring 17 international participants representing 15 partner nations, including Botswana, Egypt, Indonesia, Kenya, Laos, Maldives, Morocco, Peru, Philippines, Thailand, Timor-Leste, Türkiye, Turkmenistan, Uzbekistan and Zambia.

H.E. Ambassador Kennedy Mayong Onon, Deputy Director General II of SEARCCT, officiated the event with an opening welcoming address.

The curriculum provides participants with deep insights into Malaysia’s counter-terrorism architecture, encompassing legal frameworks, risk assessment, CBRNE threats, as well as Improvised Explosive Devices (IEDs). Module facilitators include subject matter experts from the Royal Malaysia Police, the University of Malaya, the Department of Atomic Energy Malaysia and the Royal Engineers Regiment.

This initiative underscores Malaysia’s steadfast commitment to fostering international diplomatic cooperation, building regional capacity and facilitating knowledge sharing in global counter-terrorism.
