Okahandja Mayor Welcomes HRDC III Upgrade as Investment in Skills and Namibia’s Future.

Okahandja, 20 August 2026 — The Mayor of Okahandja, Her Worship Cllr. Ilena Mutumbulwa, has welcomed the inauguration of the Human Resource Development Centre (HRDC) III Upgrade Project, describing the development as an important investment in skills, education, opportunity and the future of Namibia.

Speaking at the inauguration on Thursday, 20 August 2026, Mayor Mutumbulwa said the occasion was about more than simply opening upgraded facilities. She said it was an opportunity to celebrate education, skills development and the people who represent the country’s future.

The Mayor highlighted the important role played by the HRDC in developing skilled personnel who support Namibia’s water infrastructure. She noted that the centre trains plumbers, electricians, water and wastewater technicians and plant operators who are responsible for building, operating and maintaining infrastructure that communities depend on.

According to Mayor Mutumbulwa, the completion of the HRDC III project provides additional space, improved facilities and greater opportunities for trainees and employees. She said such investments are particularly important as Namibia places greater emphasis on youth empowerment and skills development, noting that young people need opportunities to discover their talents and build the confidence and skills required to compete globally.

Addressing the students and trainees, the Mayor encouraged them to view the upgraded accommodation facilities not merely as hostel rooms, but as a supportive “home away from home” where they can rest, recharge, build friendships and prepare for their future. She reminded them that although their journey may begin at the HRDC in Okahandja, their future can take them anywhere.

Mayor Mutumbulwa also commended NamWater, the Namibia Training Authority, the Namibia Qualifications Authority, consultants, contractors, HRDC management and instructors, as well as other stakeholders, for their contribution to completing the project. She emphasised that the development represents more than infrastructure, saying it has created new possibilities in Okahandja.

She reaffirmed the Municipality of Okahandja’s pride in hosting the occasion, stressing that investment in skills is an investment in Namibia, while empowering young people strengthens communities and developing those who protect the country’s water resources contributes to a stronger national future.

The Mayor concluded by extending a warm welcome to all participants on behalf of the Municipality and the people of Okahandja, welcoming the HRDC III upgrade as a celebration of skills, opportunity and the future of Namibia.

The Municipality of Okahandja Council, together with the residents of Okahandja, expresses its profound sorrow and deepest condolences following the tragic passing of Hon. James Uerikua and his beloved son.

We are deeply saddened by this devastating loss, which has not only robbed the nation of a dedicated leader and servant of the people, but has also taken a young life full of promise. Hon. Uerikua will be remembered for his commitment, leadership, and contribution to national development, while we also mourn alongside the family for the irreplaceable loss of his son.
