Today is a joyful occasion, a day that marks a defining milestone for the community of this historic Village. We are gathered to officially announce the successful installation of electricity to 15 vulnerable members of our community here in Gibeon.
In addition, I am pleased to note that the Sunrise Informal Settlement has also benefited through the connection of
Aerial Bundled Cable (ABC) lines and installation of street lighting. This installation of street lights lays critical infrastructure for the near-future electrification of Households here at
Sunrise informal settlement. These street lights will effectively banish the dark corners that once bred vulnerability, replacing them with light, security, and peace of mind.
I am informed by the Gibeon Village Council that, plans are underway for further installation of street lights in the near
future. These developments are highly commendable and are meant to foster economic growth, restore dignity and improve the lives of the residents of Gibeon. Director of Ceremonies; Ladies and Gentlemen, The Government recognize that access to electricity is not a luxury; it is a fundamental human right and a powerful
engine for development. By bringing power to these households, we are doing much more than simply installing poles and cables. For these families, access to
electricity means the children can study after dark in a safe, well-lit environment. It means families can preserve
food, and also start to grow businesses right from their doorsteps. With this development, we are empowering our
community to transform this area socially and economically. Ladies and Gentlemen,
This milestone did not happen overnight, and certainly, it was not a solo effort. It was a result of an effective collaboration between various roll-players. Therefore, allow me to take this moment to sincerely thank all the stakeholders who made this electricity connection possible. Notably, I would like to acknowledge and truly thank our funding partner, Debmarine Namibia under the leadership of Mr. W***y Merten, for funding this project to the tune of over N$200 000. When the people knocked on your doors, you listened to their humble plea; you did not hesitate to assist. Today, you are the reason these people carry a smile on their faces. You have contributed to the restoration of their hopes and their dignity. Your corporate patriotism and unwavering commitment to this project, is highly appreciated. Equally, I also thank the Gibeon Village Council for smooth
facilitation of the entire process of this project. This development is a true manifestation of the opportunities and the strength of a public-private partnership for socio-economic development. Director of Ceremonies; Ladies and Gentlemen, The government, through the Ministry of Mines and Energy, remains committed to continuous development and improving the living conditions of our people in urban
and peri-urban areas. This project aligns perfectly with our national goal of expanding energy access to every citizen,
ensuring that no community is left behind. However, to full realize this goal requires collaborative efforts. In this regard, I once again, call upon the private sector to join
forces with government to address critical socio-economic challenges, including expanding electricity access to our people across the country. To the beneficiaries and residents of Gibeon: This infrastructure belongs to you. It is your collective wealth, protect these installations from vandalism so that the benefits of this milestone can be enjoyed by generations to come. As beneficiaries, let us work together to ensure that this development brings lasting prosperity to this community. In conclusion, let us embrace this positive change. Let us
hold hands and march forward, united and unstopped to build a progressive and prosperous Gibeon. May this development be a symbol of hope, opportunity and bright future to the entire community of Gibeon.

Statement By Her Excellency Lucia Witbooi, Vice President Of The Republic Of Namibia, At The Occasion Of The Closing Of The National Disability Week 2026 And The Awards Ceremony

It is my distinct honour and privilege to be with you here today, at this special occasion marking the official closing of the National Disability Week 2026, held under the
theme, “Building an Inclusive Namibia, through Empowerment, Innovation, Accessibility and Equal
Participation of Persons with Disabilities”.
In line with this befitting theme, we have come together over the past three days to challenge stereotypes, share lived experiences, and highlight the vibrant contributions of persons with disabilities in our society. While our National Disability Week 2026 officially concludes today,
the mission of true inclusion, empowerment, innovation, accessibility and equal participation of persons with disabilities does not end. Our goal remains the attainment of a just and equal society in which persons with disabilities are treated as equal citizens. Our vision is to see an inclusive society where persons with disabilities can live their lives to the fullest.
Therefore, as we reflect on the conversations we have shared this week, let us move forward with this momentum, working together to achieve our noble
objective of true inclusivity. Let our conversations translate into tangible actions in our quest to build an inclusive society for all our people. At this juncture, allow me to thank the National Disability Council of Namibia, all Advocates, Participants,
Development Partners and all Stakeholders who have made this week a resounding success. Your dedication has brought critical conversations that continue to remind us that disability is a natural part of human diversity. Director of Ceremonies;
Ladies and Gentlemen, The commitment of the government to promoting the rights and welfare of persons with disabilities is
unwavering. As a country, Namibia ratified the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the Optional Protocol in 2007 as a commitment to mainstreaming disability issues with emphasis on the promotion, protection of the human rights and respect the dignity for the persons with disabilities. This commitment is demonstrated through the implementation of National and international legal frameworks that are advancing disability mainstreaming
across all sectors. This includes the Constitution of the Republic of Namibia, Sixth National Development Plan
(NDP 6), the National Disability Council Act 2004 (Act No 26 of 2004) and the Revised National Policy on Disability of 1997 that I had the honour to launch in October 2025,
which National Disability Council of Namibia (NDCN) is currently popularizing across the country. In realization of its commitment to advancing the interests, needs, self-representation and participation of persons with disabilities, the Government continue to implement, coordinate and support critical programmes and activities such as provision of financial support to learners and students with disabilities; organizations of persons with disabilities; individual support to persons with severe disabilities; social grants; rehabilitation and habilitation; and provision of services such as wheelchairs and sign language interpreters. Moreover, our government is working tirelessly to address systemic bottlenecks. We are aware of the resource gaps facing the disability fraternity. Yet, we refuse to let challenges dictate our destination. We are taking deliberate steps to provide support to projects of persons with disabilities in different regions including the centres
of persons with disabilities In this regard, I have directed the Division of Disability
Affairs to ensure that all Income Projects of persons with disabilities are revived and operationalized through provision of capacity building and resources. Similarly, I
recently visited the Project at the Nakayale Disability Centre where the Government has also made a commitment to provide needed support in terms of industrial machinery and advanced tailoring equipment. While we are achieving some milestones in improving the
lives of persons with disabilities, we acknowledge the fact that more work still need to be done. As Government, we
appreciate the support and partnership manifested by all stakeholders in this noble cause. Together, we remain committed to ensure that we close the gap in access,
participation and representation of persons with disabilities in all sectors of our societies. Director of Ceremonies;
Ladies and Gentlemen, I am informed that we will witness the prestigious National Disability Awards Ceremony. Therefore, before we commence with awarding, I wish to appreciate all Persons with Disabilities and Organizations of Persons
with Disabilities for their commitments, resilience, including those who are doing wonderful work behind the scenes, despite enormous challenges. Allow me to say, we
are all winners at the end of the day.
Let me commend the organizers of this noble initiative of awarding persons with disabilities, institutions and service
providers that goes along with the overarching theme of the 20th Anniversary of the Convention on the Rights of
Persons with Disabilities, theme: CRPD at 20: celebrating and consolidating achievements and shaping the next
phase of implementation in a changing world, which is celebrated this year in New York. To the individual award recipients: you are the bedrock of our national pride. You have refused to let structural, environmental, or social barriers define the boundaries of your destiny. Your achievements are nothing short of
remarkable. We see our extraordinary athletes with disabilities who fly
the Namibian flag high on international stages; you show our nation what it means to possess absolute excellence, focus, and grit. You demonstrate to every Namibian child watching that no peak is too high to conquer. But your contributions extend far beyond inspiration. You are changing our economy. You are starting businesses,
employing fellow citizens, and providing community leadership. To every individual receiving an award this morning: thank
you for your courage, your brilliance, and your unwavering commitment to rewriting the narrative of what is possible. Namibia sees you, Namibia honours you, and Namibia stands with you. Today, we also salute the advocacy groups, non-
governmental organizations, and community-based associations representing persons with disabilities. You
are the frontline defenders of human dignity. You are the voices that loudly demand accountability. You are the hands that distribute assistive devices to remote rural
areas. We recognize the important role of the civil society through persistent advocacy, ensuring that disability
rights remain a central priority on our national agenda. To the corporate organizations, state-owned enterprises,
and government ministries being awarded today: thank you for leading by example.
As I conclude, allow me to make the following plea: Let us collectively pledge to eliminate the stubborn physical and digital architecture of exclusion. Inclusion
means ensuring that no Namibian with a disability ever has to beg for a seat at the table, because our national table
was intentionally built to include everyone from the very start. With these remarks, it is now my singular honour to declare the National Disability Week 2026 officially closed.

Her Excellency, Vice President Lucia Witbooi, today conducted a walkthrough visit of the newly established Old Mutual Wellness Centre in Windhoek ahead of its official commencement of operations.

Welcoming the Vice President, Old Mutual Namibia Group CEO, Tassius Chigariro, said the Wellness Centre was established as part of the company's commitment to supporting the wellbeing of its employees and fostering a healthy and productive workplace. He noted that the initiative reflects Old Mutual Namibia's broader commitment to the communities it serves and to the health and wellbeing of its workforce.

Commending Old Mutual Namibia for its investment in preventative healthcare and employee wellbeing, the Vice President said a healthy nation is a productive nation, emphasising the importance of promoting physical, mental and emotional wellness as a foundation for sustainable development.

Keynote Address By Her Excellency, Lucia Witbooi, Vice President Of The Republic Of Namibia On The Occasion Of The Graduation Ceremony Of The Namibian Police Force Basic Training, Course 1 Of 2025/2026

Allow me, at the onset, to convey warm greetings from Her Excellency, Dr Netumbo Nandi-Ndaitwah, the President of the Republic of Namibia, and Commander-in-Chief of the Namibian Defence Force (NDF), who has entrusted me with the responsibility of representing her at this important national occasion.

Her Excellency, the President extends her sincere congratulations to every graduate assembled here today and conveys her profound appreciation to the leadership of the Namibian Police Force, the Ministry of Home Affairs, Immigration, Safety and Security, the training staff, parents, guardians, and all stakeholders whose collective efforts have contributed to the success of this Namibian Police Force Basic Training Course 1 of 2025/2026.

This ceremony reaffirms our country's unwavering commitment to peace, security, justice, and the rule of law. It is also a demonstration of our determination to build a professional, disciplined, and people-centred police force capable of responding effectively to the evolving security challenges of our country.

Director of Ceremonies;

The graduation of six hundred and seventy (670) Cadet Constables, comprising three hundred and eighty-two (382) females and two hundred and eighty-eight (288) males, marks an important investment in Namibia's future. Every nation depends upon institutions that safeguard its stability, protect its citizens, and uphold its constitutional order. The Namibian Police Force remains one of the key pillars of our democracy and one of the principal institutions through which the State fulfils its obligation to ensure the safety and security of all people living within our borders.

As a nation, we take pride in Namibia’s continued peace and stability. This achievement should never be taken for granted. It is the result of deliberate efforts by government, security institutions, communities, traditional leaders, faith-based organisations, civil society, and citizens who work together to preserve social harmony and national unity.


As we reflect on these achievements, it is important to recognise that peace and security are not ends in themselves. They are the foundation upon which development, economic growth, investment, job creation, social justice, and national prosperity are built. Without security, development cannot flourish. Without law and order, progress becomes difficult to sustain. The responsibility that these graduates assume today is therefore directly linked to the broader national aspirations of the Republic of Namibia.


It is within this broader context of nation-building and sustainable development that our Government continues to invest in strengthening the capacity, professionalism, and effectiveness of our security institutions. Such investments are essential to enable these institutions to effectively prevent and combat transnational organised crime, cybercrime, human trafficking, stock theft, gender-based violence, drug trafficking, environmental crimes, and other threats that undermine public safety and delay national development.

As we strengthen our security capabilities, we remain equally committed to upholding the principles enshrined in our Constitution. Our democracy is founded upon respect for human dignity, fundamental freedoms, equality before the law, and the protection of human rights. These principles must continue to guide the conduct of every law enforcement officer and every public institution.

Director of Ceremonies;

While strengthening institutional capacity remains our national priority, we are equally committed to ensuring that our security sector reflects the values of inclusivity, equality, and equal opportunities that underpin our constitutional democracy. Therefore, I am particularly encouraged by the composition of this graduating cohort. The fact that female Cadet Constables outnumber their male counterparts for the first time in the history of such training represents a significant milestone in our national journey toward gender equality and women's empowerment.

This achievement reflects the Government's commitment to ensuring that men and women are afforded equal opportunities to participate and lead in all sectors of society, including law enforcement and security. It sends a powerful message that capability, professionalism, and leadership knows no gender.


To our graduates, today you stand ready to assume responsibilities that are vital to the security and well-being of our nation. Your training has equipped you with knowledge, skills, discipline, and resilience. However, the true test of your character will be measured by how you apply these qualities in your service to the people of Namibia.

You are entering a profession that demands sacrifice, courage, integrity, impartiality, and compassion. The uniform you wear represents far more than authority. It represents public trust. It represents the confidence that citizens place in you to protect their lives, safeguard their property, uphold justice, and defend the values upon which our nation is built.

As you assume your duties, remember that effective policing is not achieved through authority alone. It is achieved through partnership with communities, respect for human dignity, professionalism in conduct, and accountability in decision-making. The relationship between the police and the public must always be characterised by mutual trust and cooperation.


Never forget that your oath of office is not just a ceremonial pledge. It is a solemn commitment to serve the Republic faithfully, to uphold the Constitution without compromise, and to protect all citizens without fear or favour.

I also wish to commend the leadership of the Ministry of Home Affairs, Immigration, Safety and Security, particularly the Namibian Police Force, and all training personnel for your continued efforts to strengthen professionalism within the Force. Your dedication to developing capable and ethical officers contributes directly to the safety and stability of our nation.


In conclusion, as we celebrate this important milestone, let us remain steadfast in our shared commitment to safeguarding the peace, stability, and democratic values that define our nation. To our graduates, once again, remember that you are not only representatives of the Namibian Police Force, but also custodians of public trust, guardians of justice, and ambassadors of our nation's highest ideals. The people of Namibia will look to you for protection, leadership, fairness, and compassion. Carry out your duties with courage, integrity, professionalism, and humility, always guided by the Constitution of the Republic of Namibia and the oath you have taken.

Keynote Address by Her Excellency Lucia Witbooi, Vice President of the Republic of Namibia, on the Occasion of the 2nd Project Never Walk Alone Fundraising Gala Dinner

Ladies and Gentlemen,

I am pleased to join you this evening at the 2nd Project Never Walk Alone Fundraising Gala Dinner. This special event is convened with the purpose to mobilise financial resources, strengthen partnerships, and inspire national solidarity in support of vulnerable and barefoot children across our country. Therefore, tonight, it is about our national call to compassion, unity, and shared responsibility. Our common goal is to ensure that no Namibian child is denied dignity, confidence, or access to education simply because they do not own a pair of shoes.

Our presence here reflects a collective commitment to restoring hope, self-worth, and opportunity to vulnerable children across our country.
This noble initiative is truly commendable and is also in line with the priorities of our Sixth National Development Plan (NDP6), particularly in the areas of Human Development and Community Resilience.

Ladies and Gentlemen,
In Namibia, the true measure of our society is reflected in how we care for one another, and most importantly, how we care for our most vulnerable children. Our children are the architects of our nation’s tomorrow. But they can only build that future if we lay a solid foundation for them today.
Therefore, by our donations and contribution tonight, we are not just giving money; we are giving a child a chance to dream, to grow, and to eventually give back to our country.

This Gala Dinner represents nation-building in action. It reflects the spirit of solidarity and the values of One Namibia, One Nation that continue to define us as a nation. It reminds us that the true strength of a nation is measured not by the wealth of a few, but by the care and protection extended to its vulnerable citizens.

Ladies and Gentlemen,
I am deeply encouraged to learn that Project Never Walk Alone has already delivered more than 12,800 pairs of high-quality leather shoes across nine regions of our country. This remarkable achievement deserves recognition and the continued support of all Namibians.

I have further noted of the project’s ambitious three-year vision to assist more than 31,500 barefoot children at an estimated cost of N$12.9 million. Such a vision requires courage, sacrifice, and a united national commitment from Government, the private sector, development partners, civil society, and individual citizens alike.

Therefore, tonight, we gather not only to celebrate the achievements of Project Never Walk Alone, but also to mobilise the support necessary to expand the reach and impact of this noble initiative.
The funds raised through this Gala Dinner will directly contribute towards the procurement and distribution of quality footwear to vulnerable children across our country, while strengthening the project’s capacity to reach more communities in need.

Beyond the providing shoes, this initiative seeks to restore dignity, strengthen educational participation and inclusion, and create equal opportunities for every Namibian child. It is within this context that I call upon corporate entities, financial institutions, development partners, faith-based organisations, civil society, and individual stakeholders to continue supporting and investing in Project Never Walk Alone.
As a nation, we must continue to build a Namibia where every child, regardless of social or economic background, has the opportunity to walk proudly, learn confidently, and dream freely.

Project Never Walk Alone reminds us that caring for vulnerable children is not the responsibility of Government alone. It is a shared national duty that requires active citizenship, partnership, and compassion from all sectors of society.

As I conclude, allow me to express my sincere appreciation to the organisers of this Gala Dinner, the leadership and volunteers of Project Never Walk Alone, all sponsors and partners, and every individual who continues to support this noble initiative.
I encourage you to let tonight not mark the end of your commitment, but the beginning of renewed and sustained action in support of vulnerable children across our country.

Let us continue to stand together, give together, and act together in service of our children and our nation. May your generosity continue to make a real and lasting difference in the lives of those who need it.
