Governor Nwifuru Encourages Education Through Massive Employment.
(WORKS COMMISSIONER)

The employment of over 8,000 workers in Ebonyi State Civil Service by the Executive Governor, Chief Francis Ogbonna Nwifuru has been described as a motivational factor in educational development and encouraging academic excellence.

Ebonyi State commissioner for Works, Engr. Stanley Lebechi Mbam stated this during the flag off of the 3 day orientation program for the newly employed staff of the ministry. He pointed out that while in some parts of the country, many are losing interest on education and opting for money making venture, Ebonyi State Government through the Governor is committed to promoting education.

In his words, the commissioner maintained that "Our Governor, Chief Francis Ogbonna Nwifuru has shown capacity in all aspects of his leadership. If you go to many other places in the country today, you will notice that people are no longer interested in acquiring school certificates because it is not adding to their earnings anymore but here, the Governor is adding value to education because his appointments and employments are based on merit"

Engr. Mbam enjoined the workers especially the newly employed to reciprocate the Governor's gestures by showing adequate commitment to their statutory responsibilities and take their duties seriously. He warned them against truancy and any other attitude that can sabotage the Governor's good intentions in employing them noting that the 3 day orientation tagged"Bequeathing Experience For Excellent Service Delivery" was packaged to give necessary guide to the workers in the scheme of Civil Service. He therefore urged them to put all that they will be taught into practice and eschew any action that will be capable of throwing them out of the system.

Lending his voice, the Permanent Secretary of the ministry, Chief Monday Nkwuda, advised the workers to put in all their best as they grow in the service since their future and the future of their children and wards depend on the proceeds of the work. He further eulogized Governor Nwifuru for employing over 40 personnel in Ministry of Works alone and promised to ensure adequate workers welfare and wished them success in all their service years.

The event witnessed a well packaged trainings in all aspects of Civil Service rules by qualified resource persons including Directors and Heads of Departments who taught the workers in the areas of Rules of Engagements in Civil Service, Personnel Organogrames, Financial Regulations and others.

In a vappreciated management of Ministry of Works for organizing such a motivational event for them and also thanked the State Governor for giving them the opportunity to serve the State.

*RING ROAD PROJECTS: Erring Contractors Arrested.*

The Steering Committee on Ebonyi State Ring Road projects has ordered the arrest of defaulting contractors, consultants and some members of the State Projects Implementation Units (SPIU) over the conspiracy to defraud the State government.

The Chairman of the Steering Committee, Engr. Stanley Lebechi Mbam gave the order during the meeting to appraise level of contractor's compliance on the implementation of the resolution and Action Plan in which the contractors who have abandoned their various projects were directed to mobilize back to sites.

Engr. Stanley Mbam who is also the State Commissioner for Works expressed dismay over the non chalant and fraudulent attitudes of the contractors who despite the warning of the State Governor, Chief Francis Ogbonna Nwifuru for them to maintain prudent management of resources and live up to the terms of their contractual obligations have allowed manipulations, noncompliance and conspiracy to overwhelm the whole transactions. He noted that the Governor had earlier in a project implementation review meeting with the contractors, the steering committee and the Projects Implementation Units expressed dissatisfaction with the performance of some contractors who had no comensurable work in place to justify the payment made to them and therefore directed them to immediately mobilize to sites.

Consequently, in the meeting on Friday to appraise the level of compliance with the resolution and Action Plan, the Steering Committee observed total absence of compliance and gross conspiracy among the contractors, consultants and some members of the State Projects Implementation Units to defraud the State government including conspiring to collect over payment, reckless abandonment of projects, deliberate delay on implementation and misappropriation.

The committee frowned at the situation where consultant can be engaged in place of Project Engineer who is saddled with the statutory responsibility to generate certificates. Pointing out that the position of Project Engineer is a statutory preserve of a Civil Servant that could mortgage his earnings to ensure proper service delivery.

Those contractors who might have collected unapproved funds were therefore advised to return same to the State Government or be ready to face the legal consequences.

Meanwhile, some representatives of erring contractors including Kakatar CE Limited, Marco Kings Engineering Limited, one consultant and some members of the State Projects Implementation Units (SPIU) are currently helping the Police in its investigation to unravel some of the hazy issues.

EBONYI WORKS COMMISSIONER EMERGES NIGERIA BEST COMMISSIONER:
CREDITS SUCCESS TO GOVERNOR.

The Commissioner for Works, Ebonyi State, Engr. Stanley Lebechi Mbam was on Thursday honored with the award of Best Commissioner in Nigeria 2025 by the National Leadership Awards in Abuja.

Speaking during the award ceremony, the Chairman, National Leadership Awards, Chief Perry Okpara commended Ebonyi State Governor, Chief Francis Ogbonna Nwifuru for his commitment to the all round development of the State noting, that "it is an established fact that Ebonyi State government is making tremendous progress in providing good governance to the citizenry and that was what drew attention of the National Leadership Awards towards the State"

The chairman said that it took critical and painstaking evaluation to select qualified candidates for the award. He pointed out that three Commissioners were selected from three geo-political zones of Nigeria including North Central, South West and South East respectively.

According to Chief Perry Okpara, "the young man from the South East happen to be Ebonyi State Commissioner for Works, Engr. Stanley Lebechi Mbam who we identified as a credible partner in the progress of Ebonyi State through his professional commitment in infrastructural development which has placed Ebonyi above other contemporary states and also the commissioner's regular empowerment programs in which people of his community and even those from outside his community have benefited. We therefore found him worthy to be given due recognition" said the chairman.

Addressing journalists after the award, the commissioner, Engr. Stanley Lebechi Mbam dedicated the award to Governor Francis Ogbonna Nwifuru who he described as a silent achiever and promised to always continue to show commitment and unalloyed solidarity to the visions and administrative principles of the Governor which anchors on the People's Charter of Needs.

"I am not surprised that I was found worthy of this award because I know that I have been taking undiluted instructions from my Governor and I have been working in line with his directives making sure that all I do falls in line with the need of the people which is the Governor's prerogative in governance. I therefore dedicate the award to the silent achiever my Governor, the people's Governor. Yes I dedicate the award to him because it is his good governance that brought my leadership qualities to bare and which also attracted the award. At all times, I will continue to follow his footsteps" The commissioner said.

Commissioner Mbam appreciated National Leadership Awards for the mature conduct of the program and the unbiased approach used in determining who was qualified for the award.

Today, 20th June, 2025, marks the two years of the inauguration of Engr. Stanley Lebechi Mbam FIPMD, FNATE as the Honourable commissioner for Works and Transport. Upon the inauguration, the Commissioner assumed office with vigor and vitality wearing the apparel of preparedness to tackle the obvious high technical demand of the ministry in line with the “People’s Charter of Needs” paradigm of the Executive Governor of Ebonyi State, His Excellency, Rt. Hon. Francis Ogbonna Nwifuru, FNIOB, FCAI, GGCEHF.

Engineer Mbam on arrival, hit the grounds running with his engineering and technological know-how and piloted the affairs of the Ministry for over a year before the Transport Ministry was carved out of it.

As a Civil Engineer, Commissioner Stanley Mbam has dispensed quality and excellent service delivery through professionalism and dedication. He has passion for innovations and has demonstrated dutifulness and resource through his unrelenting oversight functions and succeeded in helping to bring to fruition the campaign promises of the Governor in the area of road infrastructure through which roads, bridges and flyovers have been provided to the public and thereby enhanced the efficacy of transportation of the people’s goods and services.

Prior to his appointment as the Commissioner, Engr. Stanley Lebechi Mbam was the former Special Assistant to the immediate past Governor David Nweze Umahi on Projects.

Apparently guided by the broad objective of the Ministry which seek to construct, reconstruct and rehabilitate urban and rural roads in Ebonyi State, the Commissioner has painstakingly demonstrated capacity in conformity with the suitable demands of the “People’s Charter of Needs” to extend road infrastructures to the rural areas, employing global road technology to safeguard both the existing and the future roads in Ebonyi State. All the communities of the state have been linked up with roads as a way of institutionalizing the ease of agricultural produce transportation.

Within these two years, the commissioner has justifiably lived up to the responsibilities rested upon him by the governor through intensive monitoring and supervision of roads, bridges and flyover projects across the state. Most of the projects have been completed while many others are ongoing.

It is plausible to note that the VANCO flyover and the tunnel projects are currently at their peak, the 5 Span bridge connecting Ebonyi and Benue States is being executed with best engineering design and specifications.

Armed with the ability to manage the affairs and resources of the Ministry, the commissioner has through his leadership aptitude within this period under review proved that he has the capacity to deliver and has succeeded in executing an uncountable number of road infrastructure across the State while many more are on course.

On this exciting flash on the two years in office, it is correct to congratulate the Honourable Commissioner for Works Ebonyi State Nigeria, Engr. Stanley Lebechi Mbam, FIPMD, FNATE for his doggedness and active performance.

HIS EXCELLENCY, GOVERNOR FRANCIS OGBONNA NWIFURU AS AN ANGEL OF PEACE IN EBONYI STATE: MY THANKSGIVING AND APPRECIATION.

In a total reverence and deep honour for a prudent and brilliant application of leadership authority and potency of power, I hereby write to convey my inestimable volume of gratitude, appreciation and thanksgiving to Your Excellency, Rt. Hon. Francis Ogbonna Nwifuru FNIOB, FCAI, GGCEHF for your determined and prudent approach in achieving comprehensive solution to the standing plaque of insecurity in Ebonyi State.

Indeed, Your Excellency's passion for sustainable peace has no doubt brought reassuring solutions that will definitely settle every dispute in Ebonyi State and promote unity of purpose for greater development and a guarantee for national and international investors to settle for business.

It is on this note that I, with deep emotion, profound gratitude and boundless appreciation thank and extol Your Excellency for your prudent, courageous and resolute stance in quelling the horrible inferno of the pogrom that claimed countless number of lives and destroyed inestimable property, on one hand; and then achieving the historic feat of restoring peace among the parties.

This historical feat which also bears divine seal is yet another landmark and extraordinary achievement of Your Excellency, the legacy of which shall ever remain imperishable in the annals of history.

Consequent upon this, I hereby call on the two parties of Effium and Ezza Effium and their leaders and citizens to historically, happily and staunchly uphold, accept and live peacefully on this historic structure of peaceful coexistence that the Governor has tirelessly laboured for and finally established.

The entire citizens of Ebonyi State must put all hands on deck on an unflinching support and solidarity to His Excellency in his search for comprehensive peace across the length and breadth of Ebonyi State.
