PUBLIC NOTICE

THE FEDERAL MINISTRY OF ENVIRONMENT THROUGH OGUN STATE MINISTRY OF ENVIRONMENT ANNOUNCES PUBLIC DISCLOSURE OF THEENVIRONMETAL AND SOCIAL MANAGEMENT PLAN (ESMP). STAKEHOLDER ENGAGEMENT PLAN (SEP), LABOUR MANAGEMENT PROCEDURE (LMP), ENVIROMENTAL AND SOCIAL COMMITMENT PLAN (PMP) AND RESETTLEMENT POLICY FRAMEWORK (RPF) UNDER THE WORLD BANK SUPPORTED SUSTAINABLE POWER AND IRRIGATION FOR NIGERIA (SPIN) PROJECT ACROSS THE 36 STATE OF NIGERIA AND THE FCT.
In line with the stipulations of the EIA Act Cap E12 LFN 2004 which makes EIA study mandatory for all development projects. I am directed to inform you that the Honorable Minister has approved the disclosure of the attached document.
The Federal Ministry of Environment hereby announces a twenty-one (21) working days Public Notice for information and comments on the drafts submitted by THE WORLD BANK SUPPORTED SUSTAINABLE POWER AND IRRIGATION FOR NIGERIA (SPIN) PROJECT

PROJECT DESCRIPTION
Nigeria the largest economy in Sub- Sahara Africa is implementing a project to address water resources management, food security and energy security. The project, aligned with the World Bank’s Country Partnership Strategy, will optimize water use, enhance hydropower generation capacity, and support institution strengthening.
The project will integrate water and storage management, strengthen coordination between Ministries, and use hydropower for productive purposes across the 36 state and the FCT.

OGUN GOVERNMENT SHUT TERA AQUA ENVIRONMENTAL CONSULT PYROLYSIS PLANT FOR SERIOUS ENVIRONMENTAL INFRACTIONS,WARNS OTHERS.
As part of its efforts at making Industries operating in the state adopt global environmental best standard,the Ogun state government has shut down Tera Aqua Environmental Consult Pyrolysis Plant in Sango Ota for serious and harmful environmental infractions with warnings to others not to take its friendly postures to them for granted
The Special Assistant to the Governor on Environment who doubles as Chairman of the state Taskforce on Environmental Compliance and Enforcement Alhaji Farook Akintunde gave the warning while shutting down the black- oil,bio-char and steel wire producing company. The company was found guilty of operation under harmful, inhuman and substandard condition as its production processes which involves burning of tyres have impacted negatively on the environment and the residents of its immediate communities at the Excellence Estate which comprises four communities at Igboloye ,Idiroko,Ota. The company was also found liable for continuous release of noxious gases, untreated waste-water and suspended particles into the environment which has caused serious environmental infractions which has led to protest by the residents of the Estate.
Akintunde added that it was discovered upon investigation that the company was also operating without necessary Environmental Approvals as well as Environmental Impact Assessment which is contrary to state government's guidelines thereby committing serious environmental offences.
"No serious government will fold its hands and watch its environmental regulations and guidelines trampled upon,so the company will remain shut until these serious issues are resolved"
"Aside from these,the environmental hazards it caused residents of its immediate communities due to its harmful operation will also be looked into as well as its suitability of its operation at the Estate as the state government lays emphasis on the well-being of its residents than pecuniary gain of few individuals"Akintunde added.
He therefore warned companies in the state that despite government's friendly posture to them,it will not condone any environmental infractions especially those that will have direct impact on residents of the state urging them to obtain necessary documents that will guide them in their operations so that they will not fall into the wrong side of the Environmental Laws of the state.
Responding to the closure of Tera Aqua Environmental Consult,the Vice-Chairman of Riverview Community-one of the four Communities in the Excellence Estate,Mr Obanla Abel thanked the state government for coming to their aid as the company's operation has brought untold hardship to its inhabitants through its incessant release of noxious gases and untreated waste-water to the environment adding that the closure will bring peace and tranquility to the Estate and urged those who have left to return as the state government has done the needful by closing down the company until all issues bothering their welfare and well-being are resolved.

A Special Task Force put in place by the Ogun State government on street trading, at the weekend began to clamp down on traders who are fond of displaying wares on walkways and roadsides in Abeokuta, the state capital.

It would be recalled that the task force had earlier given three-day ultimatum to street traders across the State to stop blocking walkways and roadsides.

Following the expiration of the ultimatum, it was observed that the traders refused to vacate pedestrian walkways, roadsides, under bridges and other unauthorized open places.

Consequently, the Permanent Secretary, Ministry of Environment, Engr. Rasak Ojetola, led thel task force on Saturday night to commence the enforcement of the regulation.

The task force comprised officials of the Ministry, the Ogun State Traffic Compliance and Enforcement Agency (TRACE) and the Ogun Amotekun Corps.
The officials had carried out the enforcement exercise in major markets such as Olomore, Kuto, Lafenwa among others.

Ojetola said the task force, during the operation, removed tables, benches, bad wheel rims, tyres, and torn umbrellas used by the traders in displaying their wares and products, it thereafter stationed environmental marshals in the claimed spaces to enforce the order.

Ojetola noted that the order became necessary due to the dangers the traders exposed themselves to despite government several warnings to them to move to recognize markets, as well as other environmental infractions and nuisances they commit and poses to the society.

He said, “the state government cannot fold its hands and watch these small section of traders illegally converting half of motorable roads, walkways and lay backs in different parts of the states to markets on the excuse of quick sales”

“Aside from exposing themselves to avoidable vehicular mishaps, their activities also constitute environmental nuisance to the aesthetic beauty of the state through the shanties they construct and places on these spaces”.

He also accused them of illegally blocking drainage channels with their counters, planks and steel containers thereby exposing the state to avoidable flood which are punishable under the state environmental laws.

He warned the street traders against testing the will of the government by going back to the clear areas to sell, saying defaulters would be punished for street trading, in tandem with the Environmental Law 2004.

He informed that the enforcement exercise would soon be extended to Ijebu-Ode, Sagamu, Sango Ota, Ifo, Agbara and other places, in total compliance with the provision of the Environmental Law.

Also speaking, TRACE Commander, Seni Ogunyemi said the removal of the benches, tables and others used by the street traders to display their wares on the roads will free the needed spaces for free-flow of traffic and prevent road accidents on the roads.

FLOODING-DONT DRINK WELL AND BOREHOLE WATER,OGUN PLEADS WITH RESIDENTS OF AFFECTED AREAS.
Ogun State government has pleaded with residents of lowlands areas affected by flooding especially those on its border towns of Isheri, Warewa, Magboro, Arepo with their various Estates not to drink well and borehole water and make hygiene their utmost concern at this time to avert cholera and other waterborne diseases.
Commissioner for Environment,Mr Ola Oresanya made the appeal when he visited the border towns on an inspection tour of the flooded area with a view to finding an immediate solution to the problem.
He said the appeal became necessary as the flood have contaminated the water sources and facilities through chemical contaminants such as fuel, pesticides,metals as well as pathogens in sewage, cemeteries,septic tanks and dead animals.
While announcing that the state government will embark on another round of dredging and clearing of drainage channels and waterways of silts in the affected areas, Oresanya, blamed the flooding on uncontrolled development and carefree attitude of some residents to critical environmental issues such as waste management.
"Some residents are so inconsiderate that they built on waterways on the guise of having approvals.Even if they have the approvals,it would have been given in error through bad advise to the approving authorities"
"The present government is however determined to correct these anomalies as the identified buildings and structures would be removed in the larger interest of other residents"he added.
The Commissioner also used the opportunity of the visit to debunk the erroneous belief of residents that excess release of water from Oyan Dam in Abeokuta led to the flooding in the border towns saying that it has earlier been predicted and which they were duly informed that there would be heavy rainfall at lthis period of the year which will result in tidal lock due to rise in sea level.
He therefore counselled them to always heed government's environmental adversaries and directives so that they would always live in safe and healthy environment at all times.

OYAN DAM,OGUN GOVERNMENT ALLAYS FEARS OF RESIDENTS OF ISHERI, OTHERS.
In the aftermath of incessant flooding in many parts of the country,Ogun State government has allayed the fears of residents of Isheri,Akute,Warewa,Abule Otun in Abeokuta and others living in lowland areas of the state of any impending flood as a result of release of excess water from the Oyan Dam.
Commissioner for Environment,Mr Ola Oresanya gave the assurance after inspecting the integrity and management strategy of the Dam at its operational site in Abeokuta.
Speaking to newsmen after the inspection, Oresanya said the dam is presently operating at just fifty six percent of its water carrying capacity,so there is no excess water that will be released which will cause flooding in those towns.
"The dam is even looking at how to accommodate more water for irrigation as they are not even anxious of any release. The concern of the management team of Oyan Dam is how to have enough water for use during the dry season rather than releasing any water that will cause flooding" Oresanya further disclosed.
He however said any flooding in those towns especially the border towns of the state that are close to Lagos will be due to encroachment on river tributaries as well as from tidal lock arising from high rise in sea level which will cause back flow and spills as they are close to the lagoon and not from Oyan Dam.
He therefore counselled them not to entertain any fear but advised them to reduce all human activities on all river tributaries near to them and stop dumping waste into drainage channels but key into the government's effective waste management systems which is part of government efforts at reducing flooding to its bearest minimum in the state aside from the constant dredging of canals and removal of silts from drainage channels statewide.
