The Nigeria Security and Civil Defence Corps (NSCDC), Ogun State Command, on Monday, 7th September 2026, received the Director of Legal Services/Legal Adviser of the Corps, Barrister A.K. Alilu, who commenced a two-day official working visit to the Command aimed at strengthening legal compliance, investigation, case management and prosecution.

The visit, undertaken pursuant to the directive of the Commandant General, NSCDC, Prof. Ahmed Abubakar Audi, mni, OFR, forms part of the Corps’ broader institutional drive to enhance professionalism, promote strict adherence to the rule of law and strengthen the interface between investigation and prosecution across Commands.

The working visit commenced with a strategic engagement between the Director of Legal Services and the State Commandant, Commandant Remilekun Omolade Ekundayo, MLCJ, mSPSP, at the State Headquarters, Owu-Dekudu, Abeokuta.

In her welcome remarks, the State Commandant described the visit as “timely and strategic,” noting that effective investigation and successful prosecution are inseparable components of professional policing and security operations.

Commandant Ekundayo reaffirmed the Command’s zero-tolerance stance towards illegality and procedural violations, stressing the administration’s commitment to:

1. Strict adherence to the rule of law in the arrest, detention, investigation and prosecution of suspects;
2. Compliance with ethical standards and established professional best practices;
3. Respect for the fundamental rights of suspects, victims and other persons involved in criminal justice processes; and
4. Strict observance of applicable detention timelines and due process, including the constitutional safeguards governing the detention and arraignment of suspects.

She further disclosed that the visit would include a comprehensive audit and inspection of the Legal Unit, designed to assess case management procedures, identify gaps, strengthen documentation and improve the Command’s prosecution outcomes.

LEGAL CAPACITY-BUILDING SESSION

The Director of Legal Services subsequently delivered an intensive and highly practical legal capacity-building session which lasted for over six hours.

The session focused on critical areas of contemporary law enforcement and criminal justice practice, including:

* Modern Arrest and Investigation Techniques: Lawful arrest procedures, proper documentation, interviewing and interrogation practices, and preservation of evidence.
* Evidence Handling and Admissibility: Proper collection, preservation, documentation and presentation of evidence capable of withstanding judicial scrutiny.
* Proof Beyond Reasonable Doubt: The evidential standard required in criminal prosecution and the responsibility of investigators to establish the essential elements of an offence.
* Case File Management: Proper organisation, documentation, tracking and monitoring of case files to prevent unnecessary delays and ensure effective prosecution.
* Prosecution Procedures: Courtroom conduct, witness management, effective presentation of evidence and avoidance of procedural or technical errors capable of undermining otherwise meritorious cases.

The lecture was followed by an interactive question-and-answer session, during which officers presented practical challenges encountered in the course of arrests, investigations, evidence management and prosecution.

The Director of Legal Services provided practical legal guidance and clarification to support sound decision-making at the Divisional, Area Command and State Command levels.

Participants included Heads of Departments and Units, investigators from Operations, Critical National Assets and Infrastructure (CNAI), Intelligence and Investigation, Anti-Vandal, Anti-Fraud, Financial Crime and Tracking Units, Unit Commanders, Area Commanders, Supervising Intelligence Officers, Divisional Officers and Divisional Intelligence Officers drawn from across the 20 Local Government Areas of Ogun State.

COMPREHENSIVE CASE FILE AUDIT

As part of the working visit, the Director of Legal Services, accompanied by the State Commandant, undertook a comprehensive inspection and audit of the Legal Unit.

All active case files were presented for detailed scrutiny, with particular attention to the quality of investigation, adequacy of evidence, procedural compliance, case progression and prosecution status.

A nominal roll of pending cases was also compiled, capturing essential details including the nature of the alleged offences, courts of jurisdiction, current status of proceedings and next adjourned dates. The exercise is expected to provide a clearer framework for monitoring pending cases and facilitating timely legal intervention where required.

In her closing remarks, Commandant Ekundayo expressed appreciation to the Commandant General, Prof. Ahmed Abubakar Audi, mni, OFR, for initiating the exercise, describing it as an important step towards strengthening the Corps’ investigative and prosecutorial capacity.

She assured the Director of Legal Services that the recommendations and lessons arising from the visit would be cascaded to all Area Commands and Divisions for immediate implementation.

The State Commandant further assured that identified deficiencies would be addressed promptly, stressing that the Ogun State Command would continue to pursue lawful, professional, accountable and result-oriented security operations.

She urged personnel to regard the Legal Unit not as a post-investigation formality but as an integral component of operational effectiveness, particularly from the earliest stage of investigation.

In her words:

“Timely legal advice at the point of investigation is what separates a good case from a dismissed case.”

The State Commandant reaffirmed the Command’s commitment to strengthening the quality of investigations, protecting the integrity of evidence, improving prosecution outcomes and ensuring that all operations are conducted within the ambit of the law.

The NSCDC Ogun State Command therefore reassures the good people of Ogun State of its unwavering commitment to protecting lives and property, safeguarding Critical National Assets and Infrastructure, and delivering professional security services founded on law, discipline, accountability and respect for fundamental human rights.

NSCDC OGUN COMMANDANT RECEIVES NEW NIS COMPTROLLER, REAFFIRMS COMMITMENT TO STRONGER INTER-AGENCY SYNERGY

The Ogun State Command of the Nigeria Security and Civil Defence Corps (NSCDC) has reaffirmed its commitment to strengthening inter-agency collaboration and intelligence sharing as essential strategies for addressing emerging security challenges across the State.

The State Commandant, Commandant Remilekun Omolade Ekundayo, MLCJ, mSPSP, stated this on Tuesday, 1st September, 2026, when she received the newly posted Comptroller of the Nigeria Immigration Service (NIS), Ogun State Command, CIS G.O. Oladele, psc, pcc, who paid a courtesy visit to the NSCDC State Headquarters, Owu-Dekudu, Abeokuta.

The visit formed part of the Comptroller’s familiarisation engagements with critical stakeholders and Heads of Federal Government establishments in Ogun State, following his assumption of duty on 27th July, 2026.

Welcoming the Comptroller and his delegation, Commandant Ekundayo congratulated CIS Oladele, psc, pcc, on his appointment and deployment to Ogun State. She described the visit as timely and strategic, stressing that the security realities of Ogun State, particularly its extensive international border and strategic economic position, demand sustained cooperation among security and law enforcement agencies.

The Commandant noted that contemporary security threats have become increasingly complex and interconnected, making it imperative for security agencies to operate through coordinated intelligence, joint planning and timely operational responses.

“The security challenges of our time can no longer be effectively addressed in silos. Ogun State, by virtue of its proximity to the international border, extensive commercial corridors and status as an industrial hub, requires sustained collaboration among security agencies.”

She identified intelligence sharing, surveillance of vulnerable entry points, coordinated patrols, protection of Critical National Assets and Infrastructure (CNAI), joint operational planning and prompt response to emerging threats as key areas requiring continuous cooperation between the NSCDC and NIS.

Commandant Ekundayo further assured the Comptroller of the readiness of the NSCDC Ogun State Command to deepen its existing relationship with the Nigeria Immigration Service, particularly in combating irregular migration, human trafficking, trans-border crimes, smuggling and other criminal activities capable of undermining public safety and economic development.

She emphasized that effective security coordination must extend beyond operational activities to include joint training, capacity building, information exchange and community engagement, noting that these would enhance the ability of both agencies to anticipate and prevent threats before they escalate.

“NSCDC Ogun State Command remains committed to supporting the Nigeria Immigration Service in the discharge of its statutory responsibilities. Our doors remain open for deeper collaboration in the interest of national security, public safety and the protection of lives and property.”

In his response, CIS G.O. Oladele, psc, pcc, expressed appreciation to the State Commandant and the management of the NSCDC Ogun State Command for the warm reception accorded him and his delegation.

He described the relationship between the NSCDC and NIS as strategically important to national security, particularly in the areas of border management, migration control, intelligence gathering, protection of government infrastructure and the prevention of trans-border criminal activities.

The Comptroller stressed that no single security agency can effectively address the multifaceted security challenges confronting the nation in isolation. He therefore pledged the commitment of the NIS Ogun State Command to maintaining a robust working relationship with the NSCDC through enhanced intelligence sharing, operational support, joint engagements and community-based security initiatives.

According to him:

“We cannot secure the nation alone. The synergy we build today will translate into better service delivery and a more secure environment tomorrow. I look forward to a robust and mutually beneficial working relationship with the NSCDC under your leadership.”

Both heads of agencies agreed on the need to sustain regular strategic engagements and strengthen operational cooperation towards addressing emerging security threats and ensuring a safe and conducive environment for residents, businesses, investors and visitors across Ogun State.

The courtesy visit culminated in the exchange of official souvenirs and plaques, followed by a group photograph.

Senior officers from both the NSCDC and NIS Ogun State Commands were present during the engagement.

The Ogun State Command reiterates that effective inter-agency synergy, intelligence-led operations and collective responsibility remain central to the achievement of sustainable peace and security in Ogun State.

NSCDC OGUN COMMAND ENGAGES PRIVATE SECURITY OPERATORS, MANDATES WEEKLY INTELLIGENCE REPORTING TO COUNTER EMERGING SECURITY THREATS

The Nigeria Security and Civil Defence Corps (NSCDC), Ogun State Command, has called for stronger collaboration, intelligence sharing and timely information reporting among Private Guard Companies (PGCs) as part of efforts to prevent and combat kidnapping, banditry, terrorism, vandalism and other emerging security threats in Ogun State and across the country.

The State Commandant, Commandant Remilekun Omolade Ekundayo, MLCJ, mSPSP, made the call on Thursday, 27th August 2026, during a stakeholders’ engagement with licensed Private Security Operators held at Wemby’s Suites and Hotel, Abeokuta.

The engagement, themed “Enhancing Security Through Information Capacity, Timely Reporting, and Awareness of Recent Security Threats in the Nation,” brought together the Head of the Private Guard Companies Department, DCC Adesanya Kayode; the Chief Security Officer to the State Commandant, DCC Babatunde Abiodun Rotimi; personnel of the PGC Department; executives of the Association of Licensed Private Security Practitioners of Nigeria (ALPSPN), Ogun Zone; proprietors, managers and representatives of Private Guard Companies operating across the State; and other relevant stakeholders.

In her keynote address, Commandant Ekundayo described Private Security Operators as critical partners in Nigeria’s internal security architecture, noting that their widespread presence in residential estates, industries, schools, commercial facilities, communities and other strategic locations places them in a unique position to identify suspicious activities and provide early warning to security agencies.

She stressed that effective security management depends not only on the capacity of statutory security agencies but also on the ability of all stakeholders to gather, assess and communicate relevant information promptly and through appropriate channels.

“The effectiveness of our collective security architecture depends significantly on our capacity to gather, process and communicate relevant information promptly to the appropriate authorities.”

The Commandant charged Private Guard Companies to strengthen their information-gathering and reporting capabilities through the following measures:

1. Continuous Training and Capacity Building: Regular training of personnel on threat identification, risk assessment, situational awareness and emerging criminal methodologies.
2. Community Engagement: Building constructive relationships with residents, community leaders, facility managers and other stakeholders to encourage the timely provision of credible security information.
3. Technology Utilisation: Making appropriate use of surveillance equipment, communication platforms and other available technologies to enhance monitoring, documentation and reporting.
4. Effective Information Sharing: Establishing and maintaining functional communication channels with the NSCDC, Nigeria Police Force and other relevant security agencies for prompt response to emerging threats.

In line with a directive from the NSCDC National Headquarters, the State Commandant announced that all Private Guard Companies operating in Ogun State are required to submit weekly security and intelligence reports through the prescribed channels.

She explained that the directive is aimed at strengthening the early-warning mechanism within the State and ensuring that emerging threats are identified, analysed and addressed before they escalate into serious security incidents.

Commandant Ekundayo warned that “information loses its value when it is not transmitted promptly,” and therefore directed PGC operators to report without delay any suspicious persons or movements, abandoned vehicles or packages, attempted unauthorised access, unusual purchases or storage of potentially dangerous materials, threats to individuals or facilities, and other activities capable of compromising public safety.

She also advised operators to maintain accurate records of incidents, observations and security developments within their respective areas of responsibility to support intelligence development, trend analysis and effective operational response.

The State Commandant further urged members of ALPSPN to promote unity, professionalism and peaceful coexistence, while discouraging factionalism, unhealthy rivalry and actions capable of weakening the collective interests of licensed security practitioners.

“United, we are stronger; divided, we become vulnerable. Let us therefore remain a united and progressive family.”

She emphasised that a united and professionally coordinated private security sector would contribute significantly to strengthening the overall security architecture of Ogun State.

As part of efforts to enhance the operational capacity of Private Security Operators, Commandant Ekundayo directed each Private Guard Company operating in Ogun State to nominate three (3) representatives for an upcoming NSCDC Train-the-Trainer Workshop.

The proposed workshop will focus on intelligence and information gathering, surveillance techniques, security report writing, situational awareness, and contemporary approaches to preventing and responding to kidnapping, banditry, terrorism and other emerging security threats.

The engagement also emphasised the importance of strict compliance with all laws, regulations, operational guidelines and directives governing private security operations in Nigeria.

At the end of the deliberations, stakeholders agreed on the need for stronger internal intelligence mechanisms within PGCs, prompt reporting of credible security information, continuous personnel training and sensitisation, regular engagement between security agencies and private security operators, and sustained promotion of professionalism and discipline within the sector.

In her closing remarks, Commandant Ekundayo appreciated the ALPSPN executives, proprietors, managers and representatives of Private Guard Companies for their participation and continued support for the security architecture of Ogun State.

She reiterated that “Security is everyone’s responsibility”, urging all licensed Private Security Practitioners to remain vigilant, disciplined, professional and committed to supporting the efforts of statutory security agencies.

The engagement ended with a renewed commitment by the NSCDC, ALPSPN and Private Guard Companies operating in Ogun State to strengthen collaboration, improve intelligence sharing and early-warning mechanisms, and collectively work towards preventing crime and safeguarding lives and property across the State.
