OGUN ASSEMBLY PASSES WASTE MANAGEMENT AUTHORITY BILL

Ogun State House of Assembly has passed a bill on the State Waste Management Authority Law, 2020, which is meant to promote a safe and clean environment through effective waste management.

The passage of the bill title: "H.B No. 048/OG/2020- A Bill for a Law to provide for the establishment of the Ogun State Waste Management Authority and other Matters Connected therewith", followed the presentation of the report of House Committee on Environment by the Chairman, Wahab Haruna at a plenary presided over by Speaker Olakunle Oluomo.

Haruna thereafter moved the motion for the adoption of the report, seconded by Yusuf Amosun and supported by other lawmakers through a voice vote.

The Assembly later considered the bill clause-by-clause after which the motion for the third reading was moved by the Majority Leader, Yusuf Sheriff, seconded by the Minority Leader, Ganiyu Oyedeji, after which the Clerk of the House and Head of Legislative Services, Deji Adeyemo did the third reading.

Responding, Speaker Oluomo directed that the clean copy of the bill be transmitted to the Governor, Prince Dapo Abiodun for his assent.

PROPOSED BILL ON ANIMAL GRAZING TO CURB FARMER/ HERDER CLASHES - OGUN ASSEMBLY

The bill on Animal Grazing and Cattle Ranch Establishment Law of Ogun State, 2020 has scaled second reading on the floor of the House with an assurance that when operational, it will prevent destruction of farmlands and checkmate incessant attacks and killings of innocent citizens by herders that had characterized open grazing.

Opening debate on the second reading shortly after a motion moved by the Minority Leader and sponsor, Ganiyu Oyedeji, seconded by Hon. Yusuf Adejojo and supported by the Whole House through a voice vote at the plenary presided over by Speaker Olakunle Oluomo at the Assembly Complex in Oke-Mosan, Abeokuta, the Sponsor explained that the essence of the bill was to promote peaceful co-existence by curbing clashes between farmers and herders as a result of destruction of farmlands by nomads.

He noted that the bill was proposed to ensure peaceful atmosphere for existing and prospective herders to set up ranches for their cattle, adding that its implementation would further boost agricultural practices, particularly animal husbandry in the State.

In their separate submissions, Honourables Adejojo, Adeyanju Adegoke, Sola Adams and Amosun Yusuf, stated that the bill, when passed and eventually signed into law by the State Governor, would curb environmental pollution, reduces farmers-herdsmen conflicts, increase food production with a call for consideration of seamless access to landed properties for grazing. They noted that it would also promote peace and tranquility in the State.

Other members including Honourables Wahab Haruna, Oludaisi Elemide, Kemi Oduwole, Sylvester Abiodun and Yusuf Sheriff posited that the bill would make the State key into ranching system which was in line with best practices as the State could no longer allow for arms bearing and its illegal possession by herders.

Responding, Speaker Olakunle Oluomo said the new bill would include a system of identification for herders to allow for easy tracking by security agencies when necessary and thereafter committed the bill to the Committee on Agriculture and Forestry for further necessary legislative actions.

OGUN ASSEMBLY CALLS FOR STOPPAGE OF PLANNED DEMOLITION OF STRUCTURES ALONG ADIYAN COMMUNITY

As part of its quasi-judicial function, the Ogun State House of Assembly has called for the immediate stoppage of the planned demolition of structures around Adiyan- a borderline community between the State and Lagos State in the structural preparation of operation site for Lagos Water Corporation (LWC), Akute- Adiyan II Waterworks pending the resolution on right of way between the two States.

The Speaker, Rt. Hon. Olakunle Oluomo, issued the directive while responding to the submission of the Minority Leader, who is a member representing Ifo II State Constituency, Ganiyu Oyedeji under Personal Explanation at the Assembly Complex, Oke-Mosan, Abeokuta.

Oluomo urged the concerned agencies of government in the two States to suspend the demolition exercise as the Assembly was already engaging her counterpart in the neighbouring State on how best to implement the project without subjecting property owners in the affected areas to untold hardship.

The Speaker thereafter directed that the Committee on Oil, Gas, Energy, Water Resources and Rural Development to as a matter of urgency engage her Lagos Assembly counterpart in order to sort out all grey areas on the matter; so as not to inflict untold hardship on the residents of the community in the process of implementing developmental projects.

Earlier, Oyedeji had appealed to the State Government to engage her Lagos counterpart with a view to reviewing the issue of right of way in order to forestall the demolition of properties, mostly occupied by retirees and aged people in an attempt to give way for the waterworks, while canvassing for the payment of compensation to those whose houses already gave way for the new project.
In another development, Speaker Oluomo has lauded the mobilization of contractors to construction sites across the State as well as the prompt response to the victims of flash floods that occurred the previous weekend in Abeokuta metropolis, with a charge to residents to desist from indiscriminate dumping of refuse on waterways to prevent flooding.

Oluomo stated this while responding to the remarks of Honourables Ademuyiwa Adeyemi and Fasuwa Abayomi under personal explanation, explaining that the State through concerned ministries and agencies would ensure a more holistic flood control, while approaching the Federal Government to access ecological fund for the affected areas.

OGUN LAWMAKERS BEGIN CONSIDERATION OF AUDIT REPORTS, URGES MDAs TO PROMOTE TRANSPARENCY

Ogun State House of Assembly through its Committee on Public Accounts and Anti-Corruption (PAAC) has commenced the consideration of Year 2018/2019 audit report of the Auditor General for State and the financial statements of Ministries, Departments and Agencies of Government (MDAs) with a task to them to further put up strategies aimed at promoting accountability and transparency in their financial transactions.

The Chairman of the Committee, Hon. Musefiu Lamidi, gave the charge while leading other members of the Committee to examine the Audit report of the Gateway ICT Polytechnic, Saapade at the Assembly Complex, Oke-Mosan, Abeokuta.

Hon. Lamidi stated that agencies of government must continue to uphold the principles of accountability and prudency in the implementation of the appropriation law, with a view to preventing waste and blocking leakages to have value for money in the running of government business

He also advised officials in charge of financial management to avoid errors, especially in the computation of financial expenses, while ensuring an up-to-date asset registers to document all tangible and intangible properties in their custody for asset tracking as well as insurance for the asset where necessary.

Commending the officials from the office of the State Auditor General for ensuring a thorough job in auditing the financial records of the MDAs in conformity with the Appropriation Law passed by the Assembly, the lawmaker warned that appropriate sanctions awaited any erring official(s) found wanting in the process of promoting transparency in the running of government business.

OGUN ASSEMBLY HOLDS STAKEHOLDERS’ FORUM ON STATE WASTE MANAGEMENT AUTHORITY BILL ON TUESDAY

Committed to using Legislative instrument towards achieving a well-coordinated approach for Waste Management, collection and transportation through a disposal structure in line with the global best practices, the Ogun State House of Assembly will on Tuesday, 7th July, 2020, hold a Stakeholders’ forum on “H.B. No. 048/OG/2020- the Ogun State Waste Management Authority Law, 2020.

The bill with long title “A Bill for a law to provide for the Establishment of the Ogun State Waste Management Authority and other Matters connected therewith”, when operational will further assist in reducing environmental hazards and aid job creation.

The public hearing according to a release signed by the Clerk of the House/Head of Legislative Services, ‘Deji Adeyemo is part of the Assembly’s culture of ensuring that all inputs from experts on environmental issues and allied sector(s) are harnessed in achieving an all-encompassing legislation.

The release indicated that the venue of the forum is the Assembly Complex, Oke- Mosan, Abeokuta, at 2:00 pm prompt, while stating that only two representatives each from the invited organisations are expected to attend in consonance with COVID-19 protocol.
