*OSGoF holds a Survey Coordination Conference and Advisory Board on Survey Training*

The Office of the Surveyor General of the Federation OSGoF has held the 2024 Survey Coordination Conference and Advisory Board on Survey Training with this year's theme “Repositioning the Nigerian Geospatial Space for the Renewed Hope Agenda and Sustainable Economic Growth,” bringing together 36 State and Federal Capital Territory Surveyor Generals, academics, and professionals to discuss ways to promote the geospatial and surveying industry in Nigeria.

Presenting his welcome address, the Surveyor General of the Federation, Surv. Abuduganiyu Adeyemi Adebomehin emphasized the importance of leveraging geospatial data and technologies for national transformation, economic planning, and sustainable development.

He highlighted the need for capacity building, innovative training programs, and stronger partnerships to position Nigeria as a leader in geospatial technology and data management. He said “I am confident that this conference will serve as a catalyst for repositioning our profession, revitalizing the Geospatial sector, and ensuring that survey and mapping remain at the forefront of Nigeria’s developmental agenda”

“Our discussions and resolutions today will focus on strengthening survey across all levels, enhancing capacity building through robust training programs, and fostering partnerships that advance Nigeria’s leadership in Geospatial technology and data management.” He added.

In his keynote address, the President of the Nigerian Institution of Surveyors (NIS), Surv. Dr. Matthew Olomolatan Ibitoye called for the urgent amendment of the outdated Survey Coordination Act to reflect current technological advancements and global best practices. He commended the Office of the Surveyor-General of the Federation for organizing the event and reaffirmed NIS's commitment to advancing the surveying profession and supporting national development initiatives.

“It is essential to reflect on the Survey Coordination Act of 1962 and its subsequent amendment in 1968. This legislation placed the vital responsibility of coordinating survey activities across the nation and enforcing relevant regulations on the Office of the Surveyor General of Federation (OSGoF). However, the rapid advancements in surveying instruments, methods, and technologies have outpaced the provisions of this Act. The inability of the Act to accommodate these advancements has rendered it ineffective in certain critical areas.” The NIS president stated.

Earlier, the Director of Survey Coordination, Surv. Semiu Ayinde, highlighted the conference's goals, which include discussing key challenges, opportunities, and strategies for effective Survey Coordination. “Our goal is to enhance collaboration, improve data quality, and advance our collective mission, " he stated.

The conference addressed critical challenges in the surveying sector, including technological gaps, outdated practices, and insufficient training. It explored solutions to enhance the quality of geospatial data for effective decision-making. Stakeholders reiterated the vital role of geospatial information in governance, infrastructure development, environmental management, and disaster resilience.

The conference underscored the necessity of innovation, inclusiveness, and sustained investment in the geospatial space to meet the demands of the 21st century. The resolutions adopted will guide future policies and initiatives, reinforcing the critical role of survey and geospatial data in shaping Nigeria’s future.

SGoF Welcomes Minister of State for Works, Seeks Increased Funding

The Surveyor General of the Federation, Surv. Abuduganiyu Adebomehin, welcomed the Honourable Minister of State for Works, Muhammad Bello Goronyo Esq., today for a familiarization tour of the Office. During the visit, he requested increased funding for Nigeria's geospatial information needs.

In his welcome address, the Surveyor General noted, “The Office of the Surveyor General was established in the early 1900s and has served in many capacities in the development of Nigeria. It is the only office that defines the entity known as Nigeria by helping to delineate the limits of its sub-national boundaries.”

The SGoF emphasized that the office's mandate is to meet the country's and various Ministries, Departments, and Agencies' (MDAs) geospatial information needs for sustainable national development. Additionally, he highlighted that the office is enshrined in the Constitution of the Federal Republic of Nigeria to address gaps in triangulation, cadastral surveys, and topography across the nation.

While describing some of the persistent challenges that hinder the office's ability to fulfill its responsibilities, he stated, “The United Nations has advised that countries need to have Continuously Operating Reference Stations (CORS). These stations can aid in search and rescue during emergencies. We have developed only 51 out of the 200 required in the country, with assistance from some private organizations. CORS is valuable in mechanized farming, search and rescue, and combating insurgency, as it allows personnel to pinpoint their locations. We require funding to address boundary issues, as it is essential to demarcate the boundaries across the 36 states and the Federal Capital Territory (FCT).”

In response, the Minister of State for Works, Muhammad Bello Goronyo, reiterated the importance of mapping data for planning, which is crucial for national development. He emphasized that adequate data is essential to achieving the country's economic prosperity. He also pointed out that the advancement of technology has made data more accessible, making mapping data vital for various sectors and MDAs, including Agriculture and Water Resources.

Furthermore, the Minister remarked, “Access to mapping data can play a critical role in addressing the security challenges currently faced by the country. I believe the Office of the Surveyor General is vital for achieving the Renewed Hope Agenda of Mr. President. I commend the Surveyor General of the Federation for the numerous accomplishments of the office, despite the significant challenges.”

The Minister's visit aimed to strengthen the Ministry's engagement with the Office of the Surveyor General of the Federation and to conduct an on-the-spot assessment of the office's infrastructure and resources. The visit offered the Minister insight into the challenges faced by the office, including issues related to staff welfare. He reiterated his commitment to supporting the office in addressing the pressing challenges highlighted during the visit, emphasizing his resolve to elevate the office's stature.

SURVEYOR GENERAL OF THE FEDERATION EXTOLS NIS AT 90TH

At the 90th anniversary of the Nigerian Institution of Surveyors, the Surveyor General of the Federation, Abdulganiyu Adebomehin FNIS, extolled the institution and encouraged surveyors to participate actively in its activities.

In his goodwill message, the Surveyor General of the Federation said “Our founding fathers have established a solid foundation and the young surveyors are leveraging on the stone laid by the founding fathers. I have the rest of mind that the future is brighter”.

Surv. Abuduganiyu appreciated the founding surveyors and pledged further support to them. Other important government agencies, especially the security agencies, were urged to work together to keep the country safe.

The President of the Nigerian Institution of Surveyors, Surv. Dr. M.O. Ibitoye (fnis), said “In the early days, Surveyors were considered only second in command to the Governor General during the colonial era. We were the architects of land boundaries, infrastructure, and even governance as the knowledge and data we provided helped shape the policies and direction of Nigeria”.

“I am pained Nigeria is not fully mapped and growth cannot be attained without accurate and up-to-date maps for national development, planning and security. The lack of maps ambers our ability to manage land use, mitigate disasters and promote economic growth. I call on all government at all levels to empower the office of the Surveyor General of the Federation, the 36 States Surveyor General, and the Department of Surveying and Mapping in FCT”.
