NILDS NILDS Provides Research,Policy Analysis & Training on Democratic Governance and Legislative Practice.

The National Institute for Legislative and Democratic Studies (NILDS) is an organ of the National Assembly established by an Act of Parliament. President Goodluck Jonathan signed into law the National Institute for Legislative Studies Act 2011 on March 2nd 2011 following the passage of the same by the Senate and the House of Representatives. NILDS builds on the successes of the Policy Analysis and

Research Project (PARP), established in 2003 as a capacity building institution of the National Assembly with the financial support of the African Capacity Building Foundation (ACBF). For over 7 years PARP has helped to strengthen the capacities of legislators and ensure that the positions and proposals advanced by the National Assembly are informed by requisite research and analytical support. In 2016, the Institute’s Governing Council approved the establishment of new department of Democratic Studies as well as a Department for Post Graduate Studies. On January 26th, 2018, President Muhammadu Buhari signed the National Institute for Legislative Studies (Amendment) Act, 2017. This expansion will enable the Institute to provide capacity development services to democratic Institutions and governance in Nigeria.

As part of a five-day Advanced Legislative Drafting Workshop, participants from the Lagos State Law Reform Commission, led by Kehinde David, Esq., paid a courtesy visit to the Director General of NILDS, Prof. Abubakar O. Sulaiman.

The visit focused on strengthening collaboration, particularly on the Commission’s Reform Intelligence Desk (RID) Initiative.

Prof. Sulaiman reaffirmed NILDS’ commitment to deepening its partnership with Lagos State in advancing legislative effectiveness, institutional reform and good governance.

On Friday, 21 August 2026, Director General, National Institute for Legislative and Democratic Studies, NILDS, Prof. Abubakar O. Sulaiman, presided over a strategic meeting with staff of the Information Unit, Heads of Department, and Directors of the Institute.

The meeting focused on strengthening internal coordination, improving information management and communication, and enhancing the effectiveness and visibility of the Institute’s programmes and activities.

Prof. Sulaiman also engaged participants on strategies for improving institutional performance, teamwork, and the delivery of NILDS’ mandate.

National Institute for Legislative and Democratic Studies, NILDS, on Wednesday, 19th August, 2026, hosted an Open House and Staff Engagement programme organised by Democracy Radio 104.9 FM to strengthen staff engagement and showcase the station’s programmes and activities.

The event themed “Celebrating 7 Years of Unmatched Leadership at NILDS.”

The programme featured live excerpts from Democracy Radio’s flagship programmes, including the Morning Show, Sports, Midday Show, News, Afternoon Buffet, Bonjour Nigeria, Evening Lounge and Legislator of the Week. It also featured digital presentations, staff performances, networking, giveaways, and a marketing and partnership session.

Addressing participants, the Director General of NILDS, Prof. Abubakar O. Sulaiman commended Democracy Radio for remaining resilient and engaging its audience despite the temporary absence of its terrestrial signal. He noted that the station had turned the challenge into an opportunity by strengthening its digital platforms, building collaborations, and continuing to produce relevant content.

The DG urged the station to pursue greater innovation, stronger programmes, sharper interviews, and deeper legislative analysis while expanding its engagement beyond the studio to communities across Nigeria.

Prof. Sulaiman reaffirmed Management’s commitment to supporting the restoration of the station’s terrestrial broadcast service, noting that its return should usher in a “stronger, better and more ambitious” chapter.

He described Democracy Radio as a platform for making legislative activities more accessible to Nigerians and emphasised that it should serve as “the voice of the legislature, the ear of the citizen and a bridge between the two.”

Hajia Lami Ali, General Manager NTA Parliament, led a delegation of the station’s management on a courtesy visit to the Institute on Tuesday, 18th August, 2026.

During the visit, she commended the Director General, Prof. Abubakar O. Sulaiman, for his remarkable leadership, visionary initiatives, and giant strides in repositioning the Institute over the past seven years. She noted that his leadership has significantly enhanced the Institute’s visibility, relevance, and impact within Nigeria’s legislative and democratic space.

In his response, the Director General appreciated the NTA Parliament management for the visit and expressed his gratitude for the station’s continued partnership and support. He particularly acknowledged NTA Parliament’s invaluable role in projecting the Institute’s programmes, activities, and achievements to a wider audience, noting that the visibility provided by the station has helped strengthen public awareness and appreciation of the Institute’s contributions to legislative capacity development and democratic governance.

He further commended the professionalism and commitment of NTA Parliament in promoting issues of national importance, describing the relationship between both institutions as a strategic partnership that has continued to yield positive results.

Director General, National Institute for Legislative and Democratic Studies (NILDS), Prof. Abubakar O. Sulaiman, on Tuesday, 18 August 2026, hosted an End of Sabbatical Lecture at the Institute’s Permanent Site in Abuja, focusing on “Nigeria China Strategic Partnership on Green and Renewable Energy: Exploring the Opportunities, Challenges and Policy Options.”

The lecture was delivered by Prof. Nse Akpan, Professor of Political Science, as part of NILDS’ tradition of providing sabbatical scholars with a platform to share their research and contribute to knowledge and policy development.

In his remarks, the DG described the subject as an important dimension of Nigeria’s foreign policy, particularly given China’s growing role in Nigeria’s renewable energy sector. He stressed the need for Nigeria to move beyond immediate benefits from foreign partnerships and carefully examine their implications for the country’s economy, energy security, and national development.

Prof. Sulaiman highlighted concerns around Nigeria’s dependence on imported renewable energy equipment, technology, and expertise, noting that partnerships with China should promote technology transfer, local content, domestic manufacturing, and capacity development.

He also emphasised the need for greater scrutiny of financing arrangements and foreign investments to ensure that Nigeria derives sustainable value from its international partnerships. According to him, foreign policy must be strategic and should serve Nigeria’s long-term national interests.

The lecture further examined China’s expanding influence in the global renewable energy sector and the opportunities this presents for Nigeria, particularly in addressing the country’s electricity challenges. It also considered issues relating to debt sustainability, trade relations, technology transfer, and Nigeria’s capacity to negotiate mutually beneficial partnerships.

National Institute for Legislative and Democratic Studies (NILDS) organised a specialised capacity building programme for members and principal officers of the Adamawa State House of Assembly, aimed at strengthening legislative practice, effective constituency representation and oversight.

The programme brought together the Speaker of the Adamawa State House of Assembly, Rt. Hon. Bathiya Wesley, the Majority Leader, Hon. Kate Mamuno Raymond, other principal officers and members of the Assembly, as well as senior officials and resource persons from NILDS.
